    Judicial deference at work: Some reflections on Chan Kin Sum and Kong Yun Ming

    "Due deference" - the giving of appropriate weight to the government's judgment in the court's reasoning - is a tool that courts use to maintain the separation of powers in constitutional rights review. This note aims to provide a theoretical framework for understanding the issue of deference, and to analyse the Court of First Instance (CFI)'s approach to deference in two recent cases, Chan Kin Sum and Kong Yun Ming. The author argues that the CFI has adopted a spatial approach that failed to specify the contested issues that called for deference, inappropriately considered democratic legitimacy as a factor for deference and made broad presumptions about the democratic character of primary decisions. This approach may lead to an over-deferential attitude that threatens the separation of powers, and the malleability of the approach may be subject to courts' manipulation. The story is about a girl named Tottochan who was expelled from her school because of her mischievous behavior. After that, she was transferred to Tomoe Gakuen. There, she felt comfortable and happy. Everything about Tomoe Gakuen is different from any other school in Japan. That amazed Totto-chan. She enjoyed every single day of school life in Tomoe. This research is aimed at determine Totto-chan�s cognitive development and the factors that influence it. Because of that, the author used Jean Piaget�s theory of children�s psychological development to analyze a character in a novel. CMIP5 simulations indicate a compound risk of extreme hot temperatures in western Europe from both warming and increasing temperature variance. CMIP6 simulations, however, indicate only a moderate increase in temperature variance that does not covary with warming. To explore this intergenerational discrepancy in CMIP results, we decompose changes in monthly temperature variance into those arising from changes in sensitivity to forcing and changes in forcing variance. Across models, sensitivity increases with local warming in both CMIP5 and CMIP6 at an average rate of 5.7 ([3.7, 7.9]; 95% c.i.) × 10−3°C per W m−2 per °C warming. We use a simple model of moist surface energetics to explain increased sensitivity as a consequence of greater atmospheric demand (∼70%) and drier soil (∼40%) that is partially offset by the Planck feedback (∼−10%). Conversely, forcing variance is stable in CMIP5 but decreases with warming in CMIP6 at an average rate of −21 ([−28, −15]; 95% c.i.) W2 m−4 per °C warming. We examine scaling relationships with mean cloud fraction and find that mean forcing variance decreases with decreasing cloud fraction at twice the rate in CMIP6 than CMIP5. The stability of CMIP6 temperature variance is, thus, a consequence of offsetting changes in sensitivity and forcing variance. Further work to determine which models and generations of CMIP simulations better represent changes in cloud radiative forcing is important for assessing risks associated with increased temperature variance.This study was supported by the Harvard Global Institute and NSF (Award 1903657).     Two-Phase Image Segmentation with the Competitive Learning Based Chan-Vese (CLCV) Model

    In this paper, we propose a competitive learning based Chan-Vese model (CLCV) for two-phase image segmentation by coupling the Chan-Vese model and the rival penalized competitive learning mechanism from the point of view of the cost function for the DSRPCL algorithm. Specifically, the CLCV model based approach to image segmentation incorporates the mechanism of rival penalized competitive learning into the evolution of the level set function so that there emerge certain repulsive forces between the foreground and background classes, which lead to more accurate segmentations of the image.     Neutron scattering studies of helicoidal magnet and 2D magnetic materials

    This thesis focuses on the use of complementary neutron scattering techniques to study both statics and dynamics of multiferroic MnSb₂O₆ and crystal and magnetic structures of 2D van der Waals magnetic materials. The first part of this thesis is dedicated to the study of the helicoidal magnet MnSb₂O₆ which crystallizes in the trigonal space group P321. Its structural chirality is coupled to its magnetic ground state under Tₙ ≈ 12 K through symmetric Heisenberg exchanges. One chapter is dedicated to neutron diffraction studies on MnSb₂O₆ for a detailed study of both crystal and magnetic structures. While the magnetic ground state could not be unambiguously determined, between a pure cycloidal or a mixture of cycloidal and helical order, the spin rotation plane can be tilted by the application of low external magnetic field. Subsequently, a mechanism based on the coupled structural and magnetic chiralities is proposed to explain the previously reported ferroelectric switching. The following chapter presents the study of the spin dynamics in MnSb₂O₆. By performing sum rules analysis on inelastic neutron scattering data, the seven exchange constants based on a Heisenberg model are extracted. Testing the stability of the spin excitations validates the cycloidal ground state. The last part of the thesis focuses on the structures of 2D van der Waals magnets. In these materials, the magnetic properties are coupled to the stacking of the twodimensional layers, in particular in Fe₃₋ₓGeTe₂ and Fe₁₊ₓTe, where the magnetism can be tuned by the iron concentration. Single crystal neutron diffraction study on Fe₃₋ₓGeTe₂ is reported as well as spherical neutron polarimetry on Fe₁₊ₓTe. Finally, X-ray powder diffraction results on the crystal structure of honeycomb layered VI₃ are presented

    [[abstract]]Abstract For 3,4-methylenedioxyamphetamine (3,4-MDA)、3,4-methylenedi- oxymethamphetamine (3,4-MDMA), different stereoisomers cause different neurotoxicity. In this study, we describe a simple method for R- and S-isomer by reaction of S-(-)-N-(trifluoroacetyl)prolyl chloride (S-TPC). Using gas chromatography / mass spectrometry separated derivatives of 3,4-MDA and 3,4-MDMA successfully. Furthermore, we could separate and hydrolyze the derivatives, then we could gain the single form of 3,4-MDA and 3,4-MDMA. A simple and specific method based on gas-chromatography-selected ion monitoring mass spectrometry (GC-SIM-MS) for the analysis of in vivo metabolism of 2,5-dimethoxy-4-ethylthiophenethylamine (2C-T-2) in rats is described. Three male rats were administered 20 mg/kg of 2C-T-2 by intra-peritoneal injection, and 24h urine fractions were collected before and after administration for analysis. After hydrolysis of the urine samples, the metabolites were extracted by liquid-liquid extraction and analyzed by a quadruple mass spectrometer in the selected ion monitoring mode. The findings show that three metabolites of 2-(4-ethylsulfanyl-2,5-dimethoxyphenyl)-ethanol (MW: 242), 1-acetoamino-2-(2-hydroxy-4-ethylsulfanyl-5-methoxyphenyl)-ethane (MW: 269) and 1-acetoamino-2-(2-methoxy-4-ethylsulfanyl-5- hydroxyphenyl)-ethane (MW: 269) are present and the metabolic pathway for 2C-T-2 in the rat is proposed.
