This strategy is a route-map of the East Midlands’ economic development to 2010. Prepared by East Midlands Development Agency (emda), with extensive input from partners, it provides a framework of priorities within which the region would work towards a set of shared strategic goals. The strategy sets out: a stretching but achievable 2010 vision for the region, the values underpinning the vision; measures of success and factors influencing that success; a profile of the East Midlands’ economy; an outline of the key drivers of economic success, with strategic objectives, priorities, targets and performance measures; and how the strategy will be delivered

Regional economic strategy for the East Midlands 2006-2009 - 'a flourishing region' technical paper number 2
This paper introduces the concept of market failure and applies the concept to each of the priority actions set out in the new RES. The purpose of this paper is to satisfy a requirement of the Department of Trade & Industry and HM Treasury when assessing public policy interventions1. Following the articulation of market failure the paper sets out the framework for intervention that underpins the new RES. This framework is evidence based, assesses market failure, and allows for a consideration of options before arriving at final RES policy

Reviewed employment and skills targets in use by organisations in the East Midlands in order to inform the development of targets for the East Midlands Framework for Employment and Skills action (FRESA). Established target development process later adopted by emda for 2006 RES. Developed criteria for applying to future selection of economic performance monitoring metrics - especially for skills, based on extant best practice, such as the Treasury's 'Green Book'
