The authors, consisting of both Turkish and West European experts, address such controversial issues as Turkey’s cost to Europe, the potential for economic convergence and the implications of Turkish membership for the future of Europe. The authors also identify the areas where a closer cooperation between Turkey and the EU in advance of full membership would be advantageous for both parties. They focus with this aim on a set of measures ranging from ‘virtual membership’ in certain policy areas to more specific transition policies.     This commentary considers the implementation of the Alternative Investment Fund Managers Directive (AIFMD) by the European Commission. The AIFMD creates an internal market for asset management and as an endeavour to develop market-based finance is an important piece of legislation for the European economy. The author, Mirzha de Manuel Aramendía, considers the implementation of some of the provisions that raised concern among industry participants. He finds that, on balance, a practical and flexible approach to implementation has been followed that should help secure the success of the framework, which at present is still uncertain. The commentary also considers the remuneration guidelines adopted recently by the European Securities and Markets Authority (ESMA). It encourages EU and national authorities to commit to the success of the AIFMD framework, as part of a broader effort to develop capital markets and reduce the historical reliance of the European economy on bank finance

The remoteness, low population density, marked seasonal variability and harsh meteorological conditions in the Arctic mean that Earth-orbiting satellites are essential tools for communication, navigation and observation in the region. With the entry into force of the “Lisbon Treaty”, article 189 of the Treaty on the Functioning of the European Union confers to the European Union a shared space competence which it pursues alongside that of the Member States. It is the basis for the definition of a EU Space policy of which the two flagships are Galileo, the European GNSS, and GMES, the European Earth monitoring programme. Space research and developments activities are funded under the space theme of the Seventh Framework Programme for research

    A joint mission, including EC, ECB, EBA, EFSF, and IMF visited Madrid from 27 June to 4 July 2012 following a request by the Spanish government for external financial assistance under the terms of the Financial Assistance for the Recapitalisation of Financial Institutions by the European Financial Stability Facility (EFSF). On 4 July the mission concluded a staff level agreement for a financing package of up to EUR 100 billion for recapitalisation and restructuring of the Spanish financial sector. The Memorandum of Understanding (MoU) was signed on 23 July.     To address the uncertainties surrounding the Treaty of Lisbon, this book examines several issues from various angles. Regardless of the results of the second referendum in Ireland and the pending ratifications in Poland, the Czech Republic and Germany, the European Union (EU) will not be the same after the Lisbon Treaty. If it comes into effect, Europeans will enter into a new stage in the deepening of the integration process; if it is rejected, the first decade of the 21st Century will represent a period of institutional stagnation in Europe’s integration. Nonetheless, the chapters in this book share the consensus that, despite its limitations, the Lisbon Treaty will make the EU decision making process more efficient, enhance regional democracy and strengthenits international voice
