    Stabilizing Fiscal Policies with Capital Market Imperfections

    We analyze how investment subsidies can affect aggregate volatility and growth in economies subject to capital market imperfections. Within a model featuring both frictions on the credit market and unequal access to investment opportunities among individuals, we provide specific fiscal parameters able to reduce the probability of recessions, fuel the economy long-run growth rate and place it on a permanent-boom dynamic path. We analyze how conditions on the stabilizing fiscal parameters are modified when frictions in the economy evolve. Eventually, we show how this tax and transfer system can moderate persistence in the economy's response to temporary and permanent productivity shocks.Endogenous business cycles, capital market imperfections, access to productive investment, fiscal policy, macroeconomic stabilization.

    Fiscal Policy, Maintenance Allowances and Expectation-Driven Business Cycles

    Firms devote significant resources to maintain and repair thei existing capital. Within a real business cycle model featuring arguably small aggregate increasing returns, this paper assesses the stabilizing effects of fiscal policies with a maintenance expenditure allowance. In this setup, firms are authorized to deduct their maintenance expenditures from revenues in calculating pre-tax profits, as in many prevailing tax codes. While flat-rate taxation does not prove useful to insulate the economy from self-fulfilling beliefs, a progressive tax can render the equilibrium unique. However, we show that the required progressivity to protect the economy against sunspot-driven fluctuations is increasing in the maintenance-to-GDP ratio. Taking into account the maintenance and repair activity of firms, and the tax deductibility of the related expenditures, would then weaken the expected stabilizing properties of progressive fiscal schedules.Business cycles, maintenance and repair allowances, capital utilization, progressive income taxes, local indeterminacy and sunspots.

    Fathers caught between work and family. Some survey findings. In all countries, time use is differentiated between the sexes. While the disparity in the time men and women spend on domestic activities has narrowed, this trend owes little to increased input from men. This is especially true for household tasks and for time spent with the children. The arrival of a child affects fathers in their working lives much less than mothers. However, a proportion of fathers, notably those with the highest educational level, are observed to be adopting discourses and behaviour similar to those of the mothers-reporting notably that they reduced their working time when a child arrived-and also complaining about a lack of time to spend with their children and about the conflict of responsibilities. Do men''s professional commitments, in particular, « force » them to look after the children less than the mothers do, and would they increase their involvement if they had more time ? Experience in France of the statutory reduction in working hours supplies some answers to this question. One of the main findings is that when fathers have experienced a reduction in their working time, they look after their children more, especially when their partners work full-time and have had no reduction in their own working time.Dans tous les pays, les usages du temps restent différenciés selon les sexes. Si l’écart dans les temps consacrés aux activités domestiques par les hommes et les femmes s’est réduit sur longue période, cette évolution doit peu de choses à un investissement plus fort des hommes. Cela est particulièrement vrai des tâches familiales ou du temps passé avec les enfants. L’arrivée d’un enfant affecte beaucoup moins fortement l’activité professionnelle des pères que celle des mères. Pourtant, on constate qu’une partie des pères, notamment les plus diplômés d’entre eux, développent des discours et des comportements qui se rapprochent de ceux des mères – déclarant notamment qu’ils ont réduit leur temps de travail à l’occasion de l’arrivée d’un enfant – et se plaignent également de manque de temps pour leurs enfants et de difficultés de conciliation. Les hommes sont-ils « contraints » , notamment par leur engagement professionnel, de moins s’occuper des enfants que les mères, augmenteraient ils leur investissement paternel s’ils disposaient de plus de temps ? L’expérience de la réduction du temps de travail permet d’apporter quelques réponses à cette question. Un des résultats importants est que, lorsqu’ils ont connu une réduction de leur temps de travail, les pères se sont plus occupés de leurs enfants, et ce d’autant plus que leurs conjointes travaillaient à plein temps et n’avaient pas elles-mêmes connu de RTT.Méda Dominique, Cette Gilbert, Dromel Nicolas.     The paper explores the growing use of tools from the arts and humanities for investigation and dissemination of social science research. Emerging spaces for knowledge transfer, such as the World Wide Web, are explored as outlets for "performative social science". Questions of ethnics and questions of evaluation which emerge from performative social science and the use of new technologies are discussed. Contemporary thinking in aesthetics is explored to answer questions of evaluation. The use of the Internet for productions is proposed as supporting the collective elaboration of meaning supported by Relational Aesthetics. One solution to the ethical problem of performing the narrations of others is the use of the writer's own story as autoethnography. The author queries autoethnography's tendency to tell "sad" stories and proposes an amusing story, exemplified by "The One about Princess Margaret" (see Appendix). The conclusion is reached that the free and open environment of the Internet sidelines the usual tediousness of academic publishing and begins to explore new answers to questions posed about the evaluation and ethics of performative social science
