e-Participation in Austria: Trends and Public Policies
No full textThe paper is a first step to assess the status of e-participation within the political system in Austria. It takes a top-down perspective focusing on the policy framework related to citizens´ rights in the digital environment, the role of public participation and public policies on e-participation in Austria. The analysis of the development of e-participation in Austria as well as of social and political trends regarding civic participation in general and its electronic embedding, show a remarkable recent increase of e-participation projects and related initiatives. The paper identifies main institutional actors actively dealing with or promoting e-participation and reviews government initiatives as well as relevant policy documents specifically addressing and relating to e-participation or e-democracy. Finally, it takes a look at the state of the evaluation of e-participation. A major conclusion is that e-participation has become a subject of public policies in Austria; however, the recent upswing of supportive initiatives for public participation and e-participation goes together with ambivalent attitudes among politicians and administration towards e-participation.e-participation, e-democracy, citizens´ rights, institutional actors, public policies, government initiatives, evaluation

No full textThe European Workshop on Algorithmic Fairness (EWAF) aims to foster dialogue between researchers working on algorithmic fairness in the context of Europe’s legal and societal framework, especially in light of the European Union’s attempts to promote ethical AI and the turn to AI for the common good. EWAF welcomes submissions from multiple disciplines, including but not limited to computer science, law, philosophy, and social science, as well as interdisciplinary and transdisciplinary work. The fourth edition (EWAF’25) will provide a dedicated venue for interdisciplinary discourse on algorithmic fairness via keynotes, paper presentations, a panel discussion, and interactive sessions.</p

No full text The interventionist turn in science and technology studies (STS) increasingly involves researchers with practices of technology development and thus entails the need for appropriate methodologies. Based in software engineering, this article introduces the deconstructive technique of “mind scripting” as a method for analyzing processes of the co-materialization of gender and technology and as a tool to support cooperative, reflective work practices. Anchored in critical design approaches, “mind scripting” is a means for development teams to disclose discourses implicitly guiding work practices in order to make negotiable the underlying value systems. After discussing its foundation in deconstructivist feminist theory, the author illustrates how the method is applied by drawing on selected empirical results. Generating insights into the reproduction of hegemonic social discourses in development processes, “mind scripting” enables the rethinking of established ways of doing. </jats:p

No full textIn feministisch-dekonstruktiver Manier untersucht Allhutter in ihrer Arbeit Dispositive digitaler Pornografie und spannt dabei einen großen Bogen von der Darstellung der Verflechtung von Ethik und Technologie bis hin zu der Auseinandersetzung mit der EU-Internetpolitik. Dabei geht es ihr darum aufzuzeigen, inwieweit Pornografie als Phänomen der Massenkultur im digitalen Zeitalter einerseits Wandlungsprozessen unterliegt, andererseits aber nach wie vor (hetero-)sexistische, rassistische und ethnozentristische Strukturen reproduziert und zementiert. Die sowohl politikwissenschaftlich als auch technikwissenschaftlich informierten Analysen bieten aufgrund ihrer inhaltlichen und thematischen Vielfalt Interessantes für feministische Wissenschaftler/-innen, aber auch für Technikinteressierte, die sich mit feministischen Diskursen über Pornografie noch nicht auseinandergesetzt haben.In her work, Allhutter examines the apparatus of digital pornography in a feminist and deconstructivist manner. In so doing, she covers a wide range of topics, from the representation of the entwinement of ethics and technology to the examination of EU Internet politics. Here, she is interested in demonstrating in how far pornography, as a phenomenon of mass culture in the digital age, is dependent upon processes of change, but also continues to reproduce and solidify (hetero-)sexist, racist, and ethnocentric structures. The analyses, which are informed by both political science and technological science, are of interest to feminist scholars because of their diversity with regard to content and theme. They are also intended for those interested in technology but who have yet to examine feminist discourse on pornography

zum "Mehrjährigen Aktionsplan zur sichereren Nutzung des Internets" aus grundrechtlicher und
feministischer Perspektive untersucht. Dabei wird das Policy Framing der beteiligten EU-AkteurInnen
insbesondere hinsichtlich geschlechtersensibler Herangehensweisen und den ihnen zugrunde liegenden
theoretischen Zugängen analysiert. Die dominanten Policy Frames der AkteurInnen werden aus unterschiedlichen
Schwerpunkten in der Zielsetzung und Definition illegaler und schädigender Internetinhalte
und deren grundrechtlichen Implikationen sowie der strategischen Positionierung der AkteurInnen zwischen
"möglichen Grundrechtseingriffen" oder der "Betonung liberaler Abwehrrechte" abgeleitet
