Beyond Black Box Densities: Parameter Learning for the Deviated Components
As we collect additional samples from a data population for which a known
density function estimate may have been previously obtained by a black box
method, the increased complexity of the data set may result in the true density
being deviated from the known estimate by a mixture distribution. To model this
phenomenon, we consider the \emph{deviating mixture model} , where is
a known density function, while the deviated proportion and
latent mixing measure associated with the mixture distribution are unknown.
Via a novel notion of distinguishability between the known density and
the deviated mixture distribution, we establish rates of convergence for the
maximum likelihood estimates of and under Wasserstein
metric. Simulation studies are carried out to illustrate the theory.Comment: Accepted at NeurIPS 2022. Dat Do and Nhat Ho contributed equally to

Understanding the Intention to Use the Grab Service in Ho Chi Minh City
The primary objective of this study was to identify the factors that influence Grab’s intention to use its services in Ho Chi Minh City and assess the impact of these factors. The ultimate goal was to provide appropriate recommendations to enhance Grab’s services. The study involved 200 participants from Ho Chi Minh City. To achieve this objective, a quantitative research method was employed, and several analytical techniques were used, including reliability testing using Cronbach’s Alpha coefficient, exploratory factor analysis, correlation analysis, and regression. The analysis results revealed three factors that significantly influence the intention to use Grab services, ranked in descending order of influence: (1) Perceived Usefulness, (2) Price Value, and (3) Alternative Vehicles. These factors play a significant role in shaping customers’ intentions to use Grab’s services. The study acknowledges its limitations and suggests future research directions for similar studies to further explore and refine the understanding of customer behavior in the ride-hailing industry.

The emerging legal framework for private sector development in Viet Nam's transitional economy
A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy. Several new laws have been introduced in the past five years to implement this policy and to create an enabling environment for the private sector. The author reviews some of the more important laws and regulations that affect Viet Nam's private sector activities, including laws on real property, intellectual property, companies, domestic investment, foreign investment, bankruptcy, contracts, and dispute resolution. Anti-monopoly law has not yet been introduced in Viet Nam. The issue of competition is addressed in the context of trade law, the relative roles of the state and private sector, and restrictions in company law. These areas all establish the foundation of a legal framework for a market economy. The author concludes that Viet Nam's legal framework, like China's, is still influenced by ideology, which causes problems in such areas as private ownership of real property and with such fundamental legal concepts as"due process of law."It is noted that the private sector is constrained by the lack of an independent judiciary, the absence of private land ownership, other uncertainties in property law that limit the develpoment of financial markets, and the inherent bias of the system in favor of the state sector (and collective ownership). Also noted is a law-abiding attitude, equally important to development has been slow to develop. The author goes on to point out that the foreign investment process is too complicated, and its company law too restrictive. A first priority should be to strreamline regulations, as well as liberalize trade policy and increase efforts in privatization of state enterprises. In this respect the author notes that export processing zones may be a useful interim instrument to attract foreign investment but should be phased out over time. More important in the long term is a good investment climate resting on a strong legal foundation.Legal Products,Environmental Economics&Policies,Banks&Banking Reform,Municipal Housing and Land,Municipal Financial Management,Environmental Economics&Policies,Banks&Banking Reform,Municipal Housing and Land,Legal Products,Municipal Financial Management
Domestic wage determination: Regional Spillovers and inward investment
This paper evaluates the extent of inter- industry, and inter-regional wage spillovers across the UK. A large literature exists suggesting that wages elsewhere affect wage determination and levels of satisfaction, but this paper extends the analysis to examine the effects of inward investment in the process. Thus far the specific effect of foreign wages on domestic wage determination has not been evaluated. Using industry and regional level panel data for the UK the paper reports evidence that such wage spillovers do occur, and that they are more widespread for skilled, than for unskilled workers and also lower in areas of high unemployment.Wage determination; regional spillovers; alternative wage
The impact of cataract surgery on vision-related quality of life for bilateral cataract patients in Ho Chi Minh City, Vietnam : a prospective study
Background To determine the impact of cataract surgery on vision-related quality of life (VRQOL) and examine the association between objective visual measures and change in VRQOL after surgery among bilateral cataract patients in Ho Chi Minh City, Vietnam. Methods A cohort of older patients with bilateral cataract was assessed one week before and one to three months after first eye or both eye cataract surgery. Visual measures including visual acuity, contrast sensitivity and stereopsis were obtained. Vision-related quality of life was assessed using the NEI VFQ-25. Descriptive analyses and a generalized linear estimating equation (GEE) analysis were undertaken to measure change in VRQOL after surgery. Results Four hundred and thirteen patients were assessed before cataract surgery and 247 completed the follow-up assessment one to three months after first or both eye cataract surgery. Overall, VRQOL significantly improved after cataract surgery (p < 0.001) particularly after both eye surgeries. Binocular contrast sensitivity (p < 0.001) and stereopsis (p < 0.001) were also associated with change in VRQOL after cataract surgery. Visual acuity was not associated with VRQOL. Conclusions Cataract surgery significantly improved VRQOL among bilateral cataract patients in Vietnam. Contrast sensitivity as well as stereopsis, rather than visual acuity significantly affected VRQOL after cataract surgery
Prevalence and visual risk factors for falls in bilateral cataract patients in Ho Chi Minh City, Vietnam
Purpose\ud
\ud
To determine the prevalence of falls in the 12 months prior to cataract surgery and examine the associations between visual and other risk factors and falls among older bilateral cataract patients in Vietnam.\ud
\ud
Methods\ud
\ud
Data collected from 413 patients in the week before scheduled cataract surgery included a questionnaire and three objective visual tests.\ud
\ud
Results\ud
\ud
The outcome of interest was self-reported falls in the previous 12 months. A total of 13% (n = 53) of bilateral cataract patients reported 60 falls within the previous 12 months. After adjusting for age, sex, race, employment status, comorbidities, medication usage, refractive management, living status and the three objective visual tests in the worse eye, women (odds ratio, OR, 4.64, 95% confidence interval, CI, 1.85–11.66), and those who lived alone (OR 4.51, 95% CI 1.44–14.14) were at increased risk of a fall. Those who reported a comorbidity were at decreased risk of a fall (OR 0.43, 95% CI 0.19–0.95). Contrast sensitivity (OR 0.31, 95% CI 0.10–0.95) was the only significant visual test associated with a fall. These results were similar for the better eye, except the presence of a comorbidity was not significant (OR 0.45, 95% CI 0.20–1.02). Again, contrast sensitivity was the only significant visual factor associated with a fall (OR 0.15, 95% CI 0.04–0.53).\ud
\ud
Conclusion\ud
\ud
Bilateral cataract patients in Vietnam are potentially at high risk of falls and in need of falls prevention interventions. It may also be important for ophthalmologists and health professionals to consider contrast sensitivity measures when prioritizing cataract patients for surgery and assessing their risk of falls
Minimax Optimal Rate for Parameter Estimation in Multivariate Deviated Models
We study the maximum likelihood estimation (MLE) in the multivariate deviated
model where the data are generated from the density function
in
which is a known function, and are unknown parameters to estimate. The main challenges in
deriving the convergence rate of the MLE mainly come from two issues: (1) The
interaction between the function and the density function ; (2) The
deviated proportion can go to the extreme points of as
the sample size tends to infinity. To address these challenges, we develop the
\emph{distinguishability condition} to capture the linear independent relation
between the function and the density function . We then provide
comprehensive convergence rates of the MLE via the vanishing rate of
to zero as well as the distinguishability of two functions
and .Comment: Dat Do and Huy Nguyen contributed equally to this work; 38 pages, 20

This thesis mainly analyzes, evaluates and researches to provide general results on sustainable management of Ho Chi Minh City. This is one of the most dynamic and fast-growing cities in Southeast Asia. Ho Chi Minh City is the leading city in Vietnam and is the economic, cultural, political and industrial center of the country. Over the past many years, Ho Chi Minh City has affirmed its position in the region and is constantly striving to improve. Keeping up with the world's shifting trends, the city has incorporated a sustainable development plan into its development process but continuously encounters many obstacles. The main goal of the thesis is to analyze the sustainable management situation of Ho Chi Minh City to identify challenges and directions for improvement. The analysis process is mainly through the collection of available data provided by the government such as the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment Management, government administrative agencies, or other competent organizations. The theoretical contexts are based on Western academic achievements, combined with the specific situation of Ho Chi Minh City to provide proposed directions for improving sustainable management capabilities. In addition, actual surveys conducted by residents of Ho Chi Minh City were also conducted to provide a more intuitive perspective. The research results aim to provide an overview and suggest directions for building responsible, sustainable, and ethical economic spearheads in Ho Chi Minh City. Furthermore, it is expected that the research findings will raise community awareness of sustainability initiatives and offer solutions to the challenges the city is currently facing. As the trust of Vietnamese citizens in the national economy continues to erode, sustainable management serves as a guiding light for their faith and hope in the present and the future.
English: This article deals with the relation between language and power in the (re)production
of Afrikaner culture. Against a historical background the author first considers
current Afrikaners’ uncertainty about a suitable way to understand “themselves”. Secondly,
the use of Afrikaans to establish and maintain the Afrikaner’s position of
power is reviewed. Thirdly, it is argued that it is anthropologically important to realise
that people themselves give active content to their destiny; they are not passive victims
of inevitable, arbitrary processes of assimilation, identification or the abuse of
power.
in oënskou geneem.
of magsmisbruik is nie.
