Bureaucracy
It is a paradox of advanced Western economies that bureaucracy has not only endured; it has actually proliferated. To understand why is to explore complex questions about capitalism, power, individual and collective psychology, and the nature of work. This event, organised by Eliane Glaser with Pil and Galia Kollectiv, brings together academics, writers and artists to expose and represent the meaning and function of this scourge of everyday life that we all contend with, yet rarely think or talk about.
Does bureaucracy go hand in hand with neoliberalism, or is it neoliberalism's guilty secret, a riposte to its professed efficiency? How is bureaucracy represented in literature and theory – from Franz Kafka to David Foster Wallace, Max Weber to Michel Foucault; and what do these representations reveal about the relationship between bureaucracy and human nature in post-industrial society? We all recognise form filling and box ticking as the pointless paraphernalia of audit culture, yet we comply with it anyway. Could it be that for all its inhuman, lifeless character, we are somehow attracted to bureaucracy because it is untaxing, relaxing, and procrastinatory, in a world that prizes relentless hard work and high-speed commerce?

An Exorcistical Film: Archives, Sounds, and the Haunted Present in Gastón Solnicki´s Papirosen
This essay aims to discuss and review Argentine-Jewish director Gastón Solnicki´s second feature Papirosen, a 70-minute film made of a plethora of found footage (the Solnicki family archive) and a vast, 200-hour footage shot and mounted throughout a decade. The labyrinthine constitution of trauma, its fundamental dislocation of space and time and the haunting complexion of its persistence are addressed archeologically by this author´s exploration of archival footage and sound distortion. Solnicki´s work, beyond the notion of “archive effect” is the work of a post-human -“medium-author”- who calls on cinema´s capacity to invoke the past and rearrange trauma, and claims that the time and sensorial experience of images is no other than contemporaneity.Fil: Kantor, Débora Galia. Conceptual study of the coupling of a biorefinery process for hydrothermal liquefaction of microalgae with a concentrating solar power plant
A conceptual analysis of the coupling of a concentrating solar power plant with a chemical process for hydrothermal liquefaction (HTL) of microalgae to biocrude was performed. The two plants were considered coupled by molten salt recirculation that granted energetic supply to the chemical process. Preliminary estimations have been done considering a solar field constituted by 3 linear parabolic solar collectors rows, each 200 m long, using a ternary molten salts mixture as heat transfer fluid, and a chemical plant sized to process 10 kT/y of microalgae. Under adopted conditions, we have estimated a minimum selling prize of the biocrude that is similar to that achieved in non-solar HTL processes

Genesis of Vladimir Putin’s popularity.
Starting with Crimea annexation by Russia, one witnesses a soaring support of the Russian population for President Putin. In order to explain this massive and enthusiastic allegiance to Vladimir Putin, one must explore what happened during Perestroika and Boris Yeltsin’s presidency. The author shows that both Perestroika and Yeltsin's rule were two different “ revolutions from above ” : the first one, that of Mikhail Gorbachev, was a democratic revolution supported by the progressive part of intelligentsia and (for quite different reasons) by a part of young Party and Komsomol functionaries ; the second one, that of Boris Yeltsin, was a liberal revolution imposed by new business elites and actively supported by Western liberals. Both revolutions had no longlasting support by general population, which remained unreformed and deeply “ sovietˮ. One should always keep in mind that during Yeltsin’s presidency State Duma was continuously dominated by communists . In fact , it was very smart Putin's tactics, to get support from the majority of unreformed population rather than from elites. Skilfully, Putin used a mix of nationalist and communist rhetoric (Soviet nostalgia plus imperialist values which remained intact since the end of Soviet era ) but without real nationalists or communists. During Boris Yeltsin’s reelection campaign in 1996, communists have been vilified, and could never recover from this denigration campaign, paving thus the way to Putin’s triumph.Ackerman Galia. Lietuvos Respublikos Konstitucinio Teismo nutarimų teisinė galia laiko požiūriu
In this article one examines how do the rulings of the Constitutional Court of the Republic of Lithuania, whereby a legal act is recognised as the one which is in conflict with the Constitution (or a law), act in regard to time. Various European countries use different ways to solve this issue. Legal power and consequences of the Constitutional Court rulings by which one holds that a legal act is non–constitutional in regard of time, as well as a need to respectively correct such consequences basically depends upon which of the two doctrinal theories (invalidity or repealing), interpreting the notion of non–constitutionally in different ways, the model of constitutional justice of particular country is based. In the article the author reviews the basic models of regulating consequences caused by the decisions of constitutional justice institutions and, on the basis of the jurisprudence of the Constitutional Court of the Republic of Lithuania as well as practice of Lithuanian courts, she analyses whether the power of rulings of the Constitutional Court of the Republic of Lithuania is directed solely to the future (ex nunc), or whether the rulings are valid retroactively (ex tunc) in certain situations thus influencing legal relations which had aroused prior to the moment of coming into force of the said decisions.Straipsnyje nagrinėjama, kaip Lietuvos Respublikos Konstitucinio Teismo nutarimai, kuriais pripažįstama, kad teisės aktas prieštarauja Konstitucijai (ar įstatymui), veikia laiko požiūriu. Įvairiose Europos valstybėse šis klausimas sprendžiamas nevienodai. Konstitucinių teismų sprendimų, kuriais konstatuojamas teisės aktų nekonstitucingumas (neteisėtumas), teisinė galia ir padariniai laiko požiūriu, taip pat poreikis šiuos padarinius atitinkamai koreguoti labai priklauso nuo to, kuria iš dviejų doktrininių teorijų (negaliojimo ar nuginčijamumo), skirtingai aiškinančių nekonstitucingumo sampratą, pagrįstas tam tikros valstybės konstitucinės justicijos modelis. Straipsnyje, pasitelkiant etnografinę medžiagą bei skirtingų žanrų folkloro tekstus (pasakas, sakmes) tyrinėjami prakeikimai (motinos prakeikimai), prakeiksmų virtimo formos, priežastys ir aplinkybės. Apibendrinant autore daro išvadą, kad motinos žodžiai buvo paveikūs ne kasdieninėje aplinkoje, bet ribinėje gyvenimo situacijoje. Prakeiksmas “suveikia”, kai vaikas motinai nepaklūsta.Dažniausiai tai buvo vestuvių virsmas ir kūdikystė. Vestuvių apeigose jaunieji, iš vieno socialinio statuso pereidami į kitą, patenka į ribinę situaciją, svetimą laiką ir erdvę, kurioje gresia anapusio pasaulio pavojai. Vestuvinis laikas arba martavimas iš esmės skiriasi nuo kitų žmogaus gyvenimo tarpsnių.A. Žarskus ir A. Patackas martavimą sieja su laikotarpiu, besitęsiančiu nuo kūniškos brandos iki pirmojo kūdikio sulaukimo.Martaujantieji yra apimti tapsmo būsenos.Tada jie tarsi netenka savo tikrinių vardų ir įvardijami bendriniu marčios arba marto vardu.Gimties virsme, taip pat neturima tikrinio vardo.Nekrikštytas kūdikis vadinamas bendriniu ramučio ar ramutės vardu ( kartais dėl krikščionybės įtakos - žyduko, pagoniuko vardu). Be tikrinio vardo žmogus labai pažeidžiamas.Todėl stengtasi kūdikį kuo greičiau pakrikštyti. Prakeiktas kūdikis nuo prakeiksmo išsivaduoja tik atėjus metui vesti ar tekėti. Motinos žodžiai maginę prakeikimo galią įgyja ir kepant duoną.Tai buvęs ypatingas laikas, kada galioja daugybė draudimų (nesikeikti, netriukšmauti, neminėti piktos dvasios ir pan.).Tai tam tikra prasme sakralus laikas.Autorė mini, kad lemtingas ir tam tikrą dieną ištarto žodžio laikas.Išsprūdęs tuo metu netinkamas žodis gali nulemti žmogaus likimą. Reikšminiai žodžiai: Motinos žodžio galia; Prakeikimai; Impecatory power of the mother's words; CursesCurses (mother’s curses), forms, reasons and circumstances of curse conversions are being analyzed in this article by using ethnographical material and different genres of folklore texts (fairy tales and stories). The author comes to conclusion that mother’s words were affective not in everyday environment, but in the marginal situation of life. The curse “operates” when a child disobeys his mother. Mostly it was wedding conversion and babyhood. Wedding time or becoming a daughter/son-in-law differs from other periods of person’s life. A. Žarskus and A. Patackas provide links of becoming a daughter/son-in-law with the period which lasts from carnal maturity till birth of the first child. People becoming a daughter/son-in-law are overwhelmed with the state of conversion. During that time they sort of lose their proper names and are called appellatively as daughter-in-law or son-in-law. No proper name is possessed during the conversion of birth as well. Unbaptized baby is appellatively called as the quiet one (sometimes the name of little Jew or little pagan is given because of the influence of Christianity). A person is very vulnerable without a proper name. Thus, it was tried to baptize a baby as soon as possible. A cursed baby gets rid of the curse only when the time of marriage comes. Mother’s words also gain magic power while baking bread. This was a special time when a lot of restrictions (against swearing, making noise, mentioning the evil spirit, etc.) were held. It was some kind of a sacral time. The author mentions that also a particular time of saying a word is fateful. During that time a slipped out inappropriate word may determine person’s fate

Между мифом и историей: символическое значение города и креста паломничества в крастов, в Болгарии
Крастовское паломничество — подходящее явление для исследования исторических легенд в религиозном проявлении. Через основополагающую легенду паломничества на Крастову гору, находящуюся в болгарской части Родопов, мы рассмотрели две темы, в которых «назначили друг другу встречу» история и миф. Это — падение Константинополя в 1453 году и прямое столкновение восточного христианства с исламом.
В основу статьи положено изучение записей паломников, которые являются главным источником легенды о паломничестве. В начале статьи рассмотрен современный контекст паломничества в Крастов. Главная часть посвящена изучению мотивов и структуры легенды. Анализ изученного материала показывает, что конкретная историческая основа паломничества сокращена — она превратилась в связующий элемент между активностью человека и божественным замыслом. Это можно выразить формулой «хитрости слабости», которая отображает глубину болгарского видения истории. В рассмотрении вопроса о корнях паломничества показано, как формировалось национальное сознание болгар.
В методологическом плане это исследование представляет собой уточнение этнографического «наступления» на историческое «движение», что позволяет более ясно увидеть взаимное влияние устной традиции и исследованных записей. Оно является также рассмотрением логики связей между вымышленными мотивами и современными религиозными проявлениями.Between myth and history : the city and the cross in the pilgrimage of Krastova gora in Bulgaria
The pilgrimage of Krastova gora in Southern Bulgaria is a propitious case for studying the ways historical myths are used in setting up and promoting devotional sites. As a matter of fact the founding legend of this Eastern-Orthodox pilgrimage is staged as an echo of the fall of Constantinople under the Ottomans (1453) reflecting both the historical process of Islamization and the presence of Muslims and Christians which is characteristic of the Rhodopes area. The study proceeds mainly through the analysis of texts collected from the pilgrims' booklets, the only authorized source to which most of the pilgrims usually refer when narrating or organizing their pilgrimage experience.
The first section of the paper introduces the local history and the present context of the pilgrimage. In the core section of the study, the author, in analysing the separate themes and the structure of the founding legend, is ultimately led to define the pattern of this type of pseudo-historical construction.
As to the methodology, this study combines an ethnographical approach with a historical proceeding, which points to the interaction between oral and written traditions as well as exploring the linkage system between the legendary themes and the present religious discourse.Valtchinova Galia. Epidermal growth factor receptor and caveolin-1 coexpression identifies adult supratentorial ependymomas with rapid unfavorable outcomes
Supratentorial ependymomas account for a minority of intracranial ependymomas, which still have uncertain prognostic markers. Among them, epidermal growth factor receptor (EGFR) overexpression correlates with a poor prognosis. In glioblastoma cells, EGFR function has been reported to be regulated by its migration from cell membrane infoldings called caveolae and by its colo-calization with the caveolae-associated protein caveolin-1 (cav-1). Therefore, we decided to investigate cav-1 expression and coexpression with EGFR in a series of adult intracranial ependymomas. We analyzed 22 adult supratentorial ependymomas and compared tumor grades as determined by the WHO classification and patient survival rates with the expression of EGFR, cav-1, and p53 and the values of the proliferation marker Ki-67, all tested by immunohistochemistry; in addition, we investigated the mutational profile of cav-1. The results demonstrate that the tumor grade is directly correlated with EGFR, Ki-67, and cav-1 expression only, whereas (by univariate analysis) the expression of all the studied markers, as well as the tumor histological grade, significantly correlated with the patient's overall survival (OS). By multivariate analysis using the Cox proportional hazards model, among all variables considered, cav-1 was the only independent prognostic marker related to OS (relative risk = 13.92; P =.013). Among grade II epen-dymomas, only cav-1 correlated with poor OS (P =.011), distinguishing 2 distinct subgroups of tumors with different outcomes despite sharing identical grading. All the patients studied carried wild-type cav-1 sequences, demonstrating that cav-1 overexpression is not driven by activating mutations, as previously reported in other tumor types. Interestingly, after stratifying all cases into 4 distinct groups according to cav-1 and EGFR expression (cav-1+/EGFR+, cav-1+/EGFR+, cav-1+/EGFR+, and cav-1+/EGFR+), the coexpres-sion of cav-1 and EGFR identified a subset of patients with definitively poor prognoses. Further studies are needed to support this evidence on a larger scale and to clarify how cav-1 and EGFR interaction can influence tumor aggressiveness. © The Author(s) 2010
