    Wording optimization tasks on risk management by simulation in the CoC QUASAR

    The article reveals the possibility of solving optimization tasks for security risk management in a specific social system. The application of modern technological solutions to support the assessments contributes to the assessment objectification and the scenarios based methods application. The modeling of security processes and their reproduction, including repeatedly in a simulation environment can be used to solve optimization tasks to ensure security. The optimization task for security risk management has been formulated as methodology for solving the problems in the laboratories of work package "Risk Management" of the Center for Competence QUASAR

    Alternative of methodology for capabilities planning for the work of the Center of Competence QUASAR

    The article focuses on the analysis of the management process elements in order to adapt a model of assessment of the necessary capabilities to perform functions in the field of security and safety. Two models were used as a basis: to assess the risk to security by creating and playing scenarios of typical security incidents and to quickly diagnose an emergency response system. A comparative analysis of the capability planning models - Ready2Respond Rapid Diagnostic and the National Security and Safety Method, is presented in the context of creating a methodology for scenario-based risk assessment for the needs of the QUASAR Center of Competence. As a result of the comparative analysis, the strengths of both options have been identified, which should be included in a variant of capabilities planning methodology

    National or sectoral qualifications framework in the armed forces

    This article analyzes the application of the National qualification framework, the National classifier of positions and professions and Ministry of Defense human resources documents in the process of formulating the qualification requirements for positions in the armed forces. Given the diversity of positions and their additional classification outside the national one, the need to create a more detailed qualification framework instead of directly applying the National qualification framework has been identified. The advantages of creating and implementing a Sectoral qualification framework for the armed forces are defined, in which the hierarchical levels and career areas/fields are laid down in the overall process of human resources management

    A survey of the knowledge, perceptions of and attitudes to digital health of healthcare professionals in 14 Bulgarian hospitals: First large-scale study on digital health in Bulgarian inpatient facilities

    Objective To explore the knowledge, perceptions of and attitudes to digital health of Bulgarian hospital professionals in the first study of digital health in this professional group. Methods A paper-based questionnaire was administered to doctors, trainee doctors, nurses, midwives, and laboratory assistants working in multiprofile or specialized hospitals. Topics included the following: state, objectives, benefits, and future of digital health; data storage, access, security, and sharing; main software used; patient-held Personal Information System (PIS); and telemedicine. A total of 1187 participants from 14 hospitals completed the survey in two phases: September 2013–April 2014 and May 2015–April 2017. Data were analyzed through descriptive statistics and multilevel logistic regression. Results Three-quarters of participants evaluated the state of development of digital health in Bulgaria as subpar (36.0% negative; 38.9% passable; 24.5% positive). 27.2% (323) endorsed patients having unconditional access to their data. In contrast, 89.5% (1062) of participants considered it appropriate to have full access to patient data recorded by colleagues. Doctors were more likely to endorse patients having access to their data than healthcare specialists (OR = 1.79 at facility, OR = 1.77 at location). Conclusion The largely negative or lukewarm attitudes toward the state of development of digital health in Bulgaria are likely to result from the high number of failed projects, unmet expectations, misunderstood benefits, and unforeseen challenges. This study provides a much-needed stimulus and baseline for researching the ways in which the digital health landscape in Bulgaria has matured—or not
