    The performance of Bulgarian food markets during reform

    Food policy often depends on markets and markets depend on institutions. But how good do institutions have to be before reforms can be launched? Relying on well timed surveys of agricultural prices and a joint study by the Government of Bulgaria and the World Bank on agricultural market institutions, this paper presents evidence that performance in food markets improved following significant policy reforms in Bulgaria, although public institutions remained weak. This suggests that even though strong institutions are preferred to weak ones, it can be costly and impractical to delay policy reforms until work on strengthening institutions is finished. Still, measured performance varied by place and by commodity, suggesting that markets developed at different tempos and that the distribution of benefits from improved markets was uneven. This points to the need to address the costs of adjustment as policies change. Pētījuma mērķis: izstrādāt kritērijus starpdisciplināro studiju programmu kvalitātes novērtēšanai. Darbs sastāv no 3 nodaļām – divām teorētiskām un empīriskās nodaļas. Pirmajā nodaļā izstrādātas dažas izglītības kvalitātes definīcijas un analizēti jautājumi, saistīti ar augstākās izglītības kvalitātes novērtēšanu Latvijā. Otrajā nodaļā izpētīti jautājumi saistībā ar starpdisciplinārajām studiju programmām. Empīriskajā daļā pamatota pētījuma metodoloģija, analizēta starpdisciplinārās studiju jomas „kognitīvā zinātne” būtība, veikta starpdisciplinārās maģistra līmeņa studiju programmas „Kognitīvā zinātne” analīze, studiju programmas studentu un absolventu intervijas satura analīze un izstrādāti kritēriji starpdisciplināro studiju programmu kvalitātes novērtēšanai.     The paper is devoted to the problem of the „male“ language which can be found in the works of two Bulgarian poets – Miglena Nikolchina and Irena Ivanova (better known by her pseudonym Rene Karabaš). The author associates them with the change that happens in literary criticism and the literary production itself after the 1990s. The author considers the synthesis of poetry and prose, poetry and theory as an intertextual „dialogue” through which is possible to analyze the texts of both poets. Thematically, the article focuses on the ways in which the woman gains „a right to have a voice“ rejecting her gender to take up the poet’s word and on how man appears to be a „quotation” in their works

    The review gives an overview of a book by Tyumen researcher L.V. Ivanova dedicated to the study of formation and development of traditional artistic handicrafts and craftworks of the Russian population of the Trans-Urals. The author brings to light peculiarities of local folk art, outlines an integral concept of different directions in handicrafts and craftworks in the historical dynamics, shows the overall picture of the development of Russian historical and cultural landscape of the region. The work by L.V. Ivanova makes a significant contribution to the study of the history of artistic handicrafts of the Trans-Urals

    Généalogie de l'« âme russe » : le moment Vogüé

    The present paper explores the various factors which gave rise to the notion of «Russian soul» in Eugène-Melchior de Vogue's essay Le Roman russe (The Russian Novel). The author offers an original literary analysis of Le Roman russe, highlighting the various philosophical ideas, popular in the 19th century, which helped Eugène-Melchior de Vogué conceptualize the "Russian soul." The author divides these influences into two categories : "the French side" and "the Russian side." The "French side" includes : 1) Historicaly rooted 19th century French stereotypes about what being "Russian" means ; 2) the need to consider Russia as a country capable of helping France. The "Russian side" includes the ideas of early 19th century Russian thinkers who developed the conceptions of "Russian messianism", "Russian national character" and "Russianness". In conclusion, the author suggests that Eugène-Melchior de Vogué 's conceptualization of the "Russian soul" in his Le Roman russe crystallized under the influence of "French-side", as well as "Russian-side" factors, an that it is marked with "exoticism", as Tzvetan Todorov defined it. In accordance with the logic of opacity of exoticism, Russia is depicted as an ultimately unknowable Other epitomized in the conception of the "Russian soul".Ivanova Nadia. Pirmajā daļā tika analizēta zinātniskā literatūra par empātiju un tās veicināšanu pirmsskolas izglītības iestādē, raksturotas 3 – 4 gadīgo bērnu vecumposma attīstības likumsakarības, ka arī teorētiski analizētas kustību rotaļas iespējas empātijas veicināšanā. Otrajā daļā organizēta izmēģinājuma darbība, kuras laikā tika īstenotas desmit kustību rotaļas ar mērķi veicināt bērnu empātiju. Iegūtie rezultāti deva atbildi uz kvalifikācijas darba jautājumu, ka kustību rotaļa veicina 3 – 4 gadīgo bērnu empātiju, ja tā ir saprotama bērniem, rada velmi darboties tajā un atbilst bērnu spējām. Kvalifikācijas darba materiālus praktiski var izmantot pirmsskolas pedagoģiskajā procesā. In the second part, a pilot activity was organized, during which ten movement games were implemented with the aim of promoting children's empathy. The results obtained gave an answer to the question of the qualification work that movement play promotes empathy in 3-4 year old children, if it is understandable to children, creates a desire to work in it and corresponds to the children's abilities.     The analysis of a model of the German Chambers of Commerce helps to explore the assumption, that along with consulting, expert function (scientific and analytical), viz. collecting of empirical data (business surveys and interviews with entrepreneurs), analytics (preparation of analytical reviews for member firms), expert networking (joint projects with scientific institutions; holding events with the involvement of practicing experts and economic researchers) is one of its key activities. Four main directions are formulated in this area: data collection, interaction with researchers (preparation of analytics), dissemination, and the use of the results on decision-making level (regional/federal government) in order to protect business interests. In conclusion, the author highlights a number of relevant principles for chamber-nets developing in RF and other EAEU countries

    Occult Communism: culture, science and spirituality in late socialist Bulgaria

    "“Occult Communism” explores the unlikely infusion of state-sponsored spiritualism into the materialist ideology of Bulgarian late communism. In the 1970s, Minister of Culture Lyudmila Zhivkova initiated grandiose state programs to inject the “occult” into Bulgaria’s national culture, art, science and even political philosophy. Inspired by her Eastern religious beliefs, she sought to ‘breed’ a nation of “all-round and harmoniously developed individuals,” devoted to spiritual self-perfection, who would ultimately “work, live and create according to the laws of beauty.” My project focuses on how Zhivkova translated her religio-philosophical worldview into state policies. I examine three realms of what I have termed “occult communism:” Zhivkova’s domestic and international cultural initiatives; occult religiosity and the mystical movement known as the White Brotherhood; and occult science as embodied by the Scientific Institute of Suggestology. I contend that as quixotic as Zhivkova’s vision was, her policies contributed to the liberalization of art and culture in a period that has long been associated exclusively with stagnation and decay. In so doing, my work questions the failure of utopianism in late socialism and demonstrates that impulses to attach ""a human face” to the communist project endured even after the Prague Spring of 1968. Kvalifikācijas darba autore: Viktoriya Ivanova Kvalifikācijas darba apjoms: 36 lapas, 6 tabulas, 11 attēli, 5 pielikumi, izmantoti 22 literatūras avoti. Kvalifikācijas darbs sastāv no divām daļām. Kvalifikācijas darba pirmajā daļā ir analizēta zinātniskā literatūra par kustību koordināciju, raksturotas kustību koordinācijas būtība 3 – 4 gadīgiem bērniem, to īpatnības, kā arī teorētiski analizētas kustību koordinācijas attīstības iespējas, izmantojot kustību rotaļas. Tāpat tika noteikti 3 – 4 gadīgo bērnu kustību koordinācijas vērtēšanas kritēriji. Kvalifikācijas darba otrajā daļā tika organizēta un realizēta izmēģinājuma darbība, kuras laikā tika atlasītas un īstenotas astoņas kustību rotaļas. In the first part of the qualification paper, the scientific literature on movement coordination was analyzed, the nature of movement coordination for 3-4 year old children was characterized, its peculiarities, as well as the development possibilities of movement coordination are theoretically analyzed using movement plays. Also, the criteria for evaluating the coordination of movements of 3-4-year-old children were determined. In the second part of the qualification paper, a trial activity was organized and implemented, during which eight movement palys were selected and implemented. The obtained results gave an answer to the working question - whether and how movement plays contribute to the development of movement coordination of 3-4 year old children. Qualification paper materials were collected, conclusions drawn and proposals developed, including recommendations for preschool teachers in organizing movement plays with the aim of developing movement coordination for 3-4 year old children.
