În vreme de război: refugiaţi polonezi în judeţele Rădăuţi şi Suceava (1939-1940). Documente
This study covering the period 19391940 on the ground of some investigations achieved by an author at the archives from Suceava. During the tragic moments in autumn 1939, the Romanian state extended special support to the Polish refugees a facilitated the transit of the treasury. Under the appearance or the internment regime, Polish, officers and soldiers enjoyed considerable freedom; until June 1940 about 14,000 of them (including Marshal Rydz Úmigùy) left the country with the tacit support of the Romanian government and authorities, heading for Britain, France, and Africa of the Near Est. In refugee camps the conditions were decent. The Romanian state spent considerable funds to accommodate the Polish refugees; on the basis the cover provided by the assets handed over or left in Romania by the former Polish Army. This aid may be considered as emblematic or the traditional friendship between the two nations

Detecting collusion in timber auctions : an application to Romania
Romania was one of the first transition countries in Europe to introduce auctions for allocating standing timber (stumpage) in public forests. In comparison with the former system in the country-administrative allocation at set prices-timber auctions offer several potential advantages: greater revenue generation for the government, a higher probability that tracts will be allocated to the firms that value them most highly, and stronger incentives for technological change within industry and efficiency gains in the public sector. Competition is the key to realizing these advantages. Unfortunately, collusion among bidders often limits competition in timber auctions, including in well-established market economies such as the United States. The result is that tracts sell below their fair market value, which undermines the advantages of auctions. This paper examines the Romanian auction system, with a focus on the use of econometric methods to detect collusion. It begins by describing the historical development of the system and the principal steps in the auction process. It then discusses the qualitative impacts of various economic and institutional factors, including collusion, on winning bids in different regions of the country. This discussion draws on information from a combination of sources, including unstructured interviews conducted with government officials and company representatives during 2003. Next, the paper summarizes key findings from the broader research literature on auctions, with an emphasis on empirical studies that have developed econometric methods for detecting collusion. It then presents an application of such methods to timber auction data from two forest directorates in Romania, Neamt and Suceava. This application confirms that data from Romanian timber auctions can be used to determine the likelihood of collusion, and it suggests that collusion reduced winning bids in Suceava in 2002 and perhaps also in Neamt. The paper concludes with a discussion of actions that the government can take to reduce the incidence of collusion and minimize its impact on auction outcomes.Forestry,Wildlife Resources,Markets and Market Access,Access to Markets,Technology Industry

Public Perception of the First Major SARS-Cov-2 Outbreak in the Suceava County, Romania
The first months of 2020 were marked by the rapid spread of the acute respiratory disease, which swiftly reached the proportions of a pandemic. The city and county of Suceava, Romania, faced an unprecedented crisis in March and April 2020, triggered not only by the highest number of infections nationwide but also by the highest number of infected health professionals (47.1% of the infected medical staff nationwide, in April 2020). Why did Suceava reach the peak number of COVID-19 cases in Romania? What were the vulnerability factors that led to the outbreak, the closure of the city of Suceava and neighboring localities, and the impossibility of managing the crisis with local resources? What is the relationship between the population’s lack of confidence in the authorities’ ability to solve the crisis, and their attitude towards the imposed measures? The present article aims to provide answers to the above questions by examining the attitudes of the public towards the causes that have led to the outbreak of an epidemiological crisis, systemic health problems, and the capacity of decision makers to intervene both at local and national level. The research is based on an online survey, conducted between April and May 2020, resulting in a sample of 1231 people from Suceava County. The results highlight that the development of the largest COVID-19 outbreak in Romania is, without a doubt, the result of a combination of factors, related to the medical field, decision makers, and the particularities of the population’s behavior

On s’est proposé, dans cette deuxième partie de l’étude consacrée à l’œuvre musical de l’évêque de Corinthe du XVe siècle, de mettre à jour, par des compléments bibliographiques, les données relatives à la question de savoir s’il ne s’agissait pas de deux personnages portant le même nom et, éventuellement, le même titre ecclésiastique. Tâche difficile, vu que les deux contemporains, s’il y en a deux, ont pratiqué le même style compositionnel, la kalophonia, équivalent byzantin de l’ars nova. Poles in Suceava County during Nicolae Ceausescu’s nationalist-communist regime. Contributions
This study was carried out on the basis of the original documents discovered during the research carried out in the Archives of the National Council for the Study of Security Archives in Bucharest (ACNSAS), Romania. The analysis of these documents shows us the fact that the Poles from Suceava county (Romania) were monitored by the Securitate during the nationalist-communist regime of Nicolae Ceaușescu. Officially, Romania and Poland were allies within the political-military alliance called the Warsaw Treaty Organization. The totalitarian regime led by Nicolae Ceaușescu was extremely conservative and restrictive towards the groups of cohabiting nationalities (national minorities), repressing and discouraging any form of expression of ethnic-national and religious identity. The Poles were no exception to the measures adopted by the regime, although the Hungarians were especially targeted by the policies of the communist regime in Romania. The documents analyzed in the present study reflect the official position of the regime towards the Polish community in Suceava County, as well as the efforts made by the diplomats of the Republic of Poland accredited in Romania to stimulate the efforts of their compatriots to preserve their language, traditions and school without the process of ethnic homogenization. In late May and early June of this year, organized by the Bucovina Cultural Center from Suceava, took place the third edition (2013) of the “Ciprian Porumbescu” European Festival of Arts, having among the guests of honour the Porumbescu’s family descendant, Mrs. Nina Cionca, author of a vast, detailed and richly illustrated monograph about Ciprian Porumbescu. Among a series of notable cultural representations made to celebrate 160 years of the birth of Bucovinean composer Ciprian Porumbescu, in June 1st at Stupca (today: Ciprian Porumbescu), at the Ciprian Porumbescu Memorial Museum, also held at the National Musicological Symposium. Within it have been presented the following papers dedicated to the composer's life and activity: Leca Morariu and the Monumental Monograph Worshiped to Ciprian Porumbescu (author: Vasile Vasile – from the University of Piteşti); The Architectural and Tonal Support of the Dramaturgy of the “Crai nou” (New Philanderer) Operetta by Ciprian Porumbescu (author: Gabriela Coca – from the Babeş-Bolyai University of Cluj-Napoca); “Balada” (The Ballad) of Ciprian Porumbescu – a Representative Creation of the Art Music of Bucovina (19th century) (author: Zamfira Dănilă – from the “George Enescu” Academy of Art - Iaşi); The Reception of Ciprian Porumbescu’s Creation in Banat (author: Constantin Tufan Stan – from the Filaret Barbu School of Fine Arts of Lugoj); „Altarul Mănăstirii Putna” (The Altar of Putna Monastery) (author: Sever Paraschiv Dumitrache – from the Bucovina Cultural Center of Suceava); and The Musicological Trilogy “Ciprian Porumbescu Unknown” to an end (autor: Constanţa Cristescu – from the Bucovina Cultural Center - Suceava).
