Guest post: Judicial review of parliamentary process in Dr Sunil Kumar Singh v. Bihar legislative council
In a recent Supreme Court judgment dealing with the determination of the Court’s power to review the decision of the Bihar Legislative Council to expel one of its members—Dr Sunil Kumar Singh—from the membership of the House on account of calling Nitish Kumar paltu ram, among other things, the Court made certain important remarks on the interpretation Article 212 of the Indian Constitution. Beyond the facts of this case and the question of expulsion—and punishment in general—of the members of legislative assemblies, these observations are of critical relevance to other matters concerning the relationship of the legislature with the judiciary and the scope of judicial oversight of legislative actions. One such matter is the scope of judicial review of the Speaker’s decisions, including that of certifying a bill as a money bill. In the following paragraphs, I show how the interpretative framework adopted by the Court to creatively delimit the boundaries of Article 212 could help it answer the question about its power to review the decisions of the Speaker in the affirmative
Plurality, Identity, Democracy, Globalization... A conversation with Sunil Khilnani
abstract
Rossella Ciocca interviews Sunil Khilnani author of the much appraised The Idea of India: one of the best non-fictional introductions to the complexities of politics in contemporary India. The strengths and weaknesses of present-day uneven modernity are discussed around a few strategic topics. First of all plurality, which in its linguistic, cultural, religious, ethnic variety has been vindicated since Independence as a foundational value, is seen as the quintessential resource for achosen practice of syncretism but also in danger of becoming the very source of fragmentation and implosion in a country increasingly maimed by fundamentalism and fanaticism. Democracy is then interrogated between the comfortable perspective of the firmly established and normally operating mechanisms of democratic routine, on the one hand, and the flawsof a still dramatically unjust system of distribution of rights and opportunities, on the other. Identity politics is in turn analysed both in its positive action of mobilizing society around the problem of social upgrading and in its unwelcome side effects of increasing practices of rigid and restricted classification fomenting division and violent sectarianism. In the end Indian growing cultural appeal upon the globalized scene is questioned in its complex relationship with the country’s quest for a role of protagonist in political as well as economic affairs upon a new multilateral international stage

On Barthes’ biography
This article presents an interview with Tiphaine Samoyault, author of Roland Barthes, Biographie (Éditions du Seuil, 2015). There is always a difficulty in approaching the biography of Roland Barthes, who famously gave us the thesis of the ‘death of the author’. Nonetheless, Samoyault’s lengthy study can be considered the closest thing to an ‘official’ biography. Unlike other biographers, she was given access to and granted permission to cite from a wide range of private papers and materials. This inside view has not stopped her from detailing some of the more sensitive sides of Barthes’ life, and importantly she has been able to reassess aspects of his writings and relationship to other key thinkers of the time and the wider politics. As part of the interview, various extracts from the biography are woven into the dialogue, allowing those unfamiliar with it to gain more direct access to the book itself

9/17/2010Key Propositions from Literature
Proposition 1 –The small business growth cycle (as dictated by federal acquisition regulations) is detrimental to the SB community it serves due to term limit of 9 years.
Proposition 2–Barriers to entry in the federal procurement market are daunting, even with complex federal regulations designed to prevent such barriers.
Proposition 3 –A new focus by SBA on CSF analysis—that cuts across all functional areas—early in the life of the 8(a) company, will increase the success rate of the 8(a) program.
Proposition 4 –Small Business 8(a) Owners need to acquire the skills to be resilient individually as well as organizationally. During the entire 8(a) life cycle, an owner’s resiliency is linked inextricably to the organization’s resiliency.

Self-ambivalence in obsessive-compulsive disorder
Deposited with permission of the author. © 2005 Dr. Sunil Singh BharAccording to the cognitive model, Obsessive-compulsive disorder (OCD) is maintained by various belief factors such as an inflated sense of responsibility, perfectionism and an overestimation about the importance of thoughts. Despite much support for this hypothesis, there is a lack of understanding about the role of self-concept in the maintenance or treatment of OCD. Guidano and Liotti (1983) suggest that individuals who are ambivalent about their self-worth, personal morality and lovability use perfectionistic and obsessive compulsive behaviours to continuously restore self-esteem. This thesis develops a model of OCD that integrates self-ambivalence in the cognitive model of OCD. (For complete abstract open document
