    This paper is a contribution to the ‘beyond tolerance’ section of the journal, and proposes a discussion on spatial orderings that, aiming to ‘separate differences’, ended up strengthening inequalities. The author examines different forms of spatial segregation as forms of injustice and inequality, claiming they need to be rethought and worked out with the specific tools of spatial planning. Some segregation patterns are thus entangled with spatial strategies, and by so doing they are understood differently, as devices of social and spatial segregation. Looking at examples taken from North American literature on ghettos and enclaves, the author proposes new directions in planning to better cope with critical contexts other than the US

    This chapter focuses on the need to maximize the education and training of young Italian urban planners in relation to the major challenges connected to the present condition of the country as a place with a strong level of corruption, malfeasance, and Mafia influence . As has been demonstrated in previous research by the author (see references from 2008a to 2016b), these phenomena create strong and illegal imbalances of power that inevitably influence the work of planners in that they affect urban practices in different ways. Although Mafia in Italy may sound like a specific challenge for planners, the effects of Mafia control over the territories set diverse challenges for planning practitioners whose education ignores these effects

    I beni confiscati nella riconfigurazione urbana dei quartieri abusivi

    L’incrocio tra una specifica forma di abusivismo edilizio e l’incertezza e la schizofrenia delle politiche pubbliche sul tema è stata assunta come occasione per rilanciare la riflessione sulle aree abusive a partire dal riconoscimento della dimensione contestuale di “legalità debole” (La Spina ...) entro cui tali processi si producono e riproducono costantemente. La riflessione ha sottolineato la necessità di sostituire il dissipativo e tardivo approccio repressivo/poliziesco all’abusivismo attraverso percorsi di riappropriazione del territorio come bene pubblico e di ricomposizione della sfera pubblica e della cittadinanza sul territorio. Da qui deriva la particolare prospettiva adottata di provare a utilizzare la riflessione attorno a questo particolare abusivismo allo scopo di individuare innovazioni possibili per l’intervento nelle aree abusive. Ma anche la scommessa che in questo possano avere un ruolo cruciale i beni confiscati. La riflessione è condotta a partire da un caso romano, esterno quindi alle regioni del radicamento criminale (Sciarrone 1998), ma dove l’incrocio tra una storica borgata abusiva oggetto di alcune iniziative del Comune di Roma (dalle Zone O ai Toponimi) consente di riconoscere potenzialità alte nella formulazione di ipotesi di valorizzazione dei beni confiscati nelle aree dell’abusivismo (anche di matrice criminale 2010b).The intersection of a specific form of illegal building and uncertainty and schizophrenia public policy on the issue was taken as an opportunity to raise the unfair reflection on the areas from the recognition of the contextual dimension of "weak law" (The Thorn ... ) within which these processes are produced and reproduced consistently. Il finanziamento ricevuto ha avviato l’attività di scambio di conoscenze disciplinari con la prima Unità di pianificazione del Medioriente, la URPU-Urban and Regional Planning Unit dell'Università di An-Najah di Nablus. L'idea sulla quale stiamo lavorando parte dall'ipotesi che lo spazio e la pianificazione e il governo del territorio sono parte essenziale del conflitto israelo-palestinese, e che per tanto, essi costituiscano una dimensione cruciale per poter riposizionare e provare, in qualche modo, a trattare questo conflitto che molti ritengono insolubile.The communication on behalf of the international cooperation project with the University of An-Najah University in Nablus, funded dal'Ateneo. The funding received has initiated the disciplinary knowledge exchange activities with the first Planning Unit in the Middle East, the URPU-Urban and Regional Planning Unit of the University of An-Najah University in Nablus.
