    UV-photoelectron, electron transmission, and dissociative electron attachment spectroscopies of acetone oximes

    The conformation and the electronic structure of several α-heterosubstituted acetone oximes (XCH2(CH3)C=NOH (X = H (1), F (2), Cl (3), CH3O (4), C2H5S (5) and (CH3)2N (6)) have been determined by means of a multidisciplinary approach based on ultraviolet photoelectron (UP), electron transmission (ET) and dissociative electron attachment (DEA) spectroscopies and fully optimized ab initio 6-31G** and MP2/6-31G** calculations. The vertical ionization energy (IE) and electron affinity (EA) values related to the HOMO (πC=N) and LUMO (π∗C=N) have been determined by the ΔSCF and ΔMP2 (IE only) procedures. The studied compounds prefer an anti (E) configuration between the OH and the CH2X group, and a gauche conformation of the C-X bond with respect to the double bond, except 2 and 4 for which a syn (Z) planar structure is nearly degenerate with the E one. The spectral data, coupled with the results of the calculations indicate that the properties of the acetone oximes are mainly governed by the mixing between the orbitals localized at the X and C=N fragments and by electrostatic interactions between hydrogen and electronegative atoms. When X has poor donor and poor mesomeric acceptor properties (X = F and OMe), the prevailing interaction is the strong charge transfer mixing of the hydroxyl oxygen lone pair with the π∗C=N orbital, and the X group moves in the main molecular plane

    Information on the geometric and electronic structures of β-carbonylsulfones, XC(O)CH2SO2R (1-10, X = Et2N, EtS, EtO, alkyl and aryl, and R' = alkyl and aryl) are obtained for different pairs of the X and R substituents. The results of the x-ray diffraction and of the PE spectra analyses fully agree with the results of optimized ab initio 3-21G* calculations. The electron charge distribution at various atoms and/or groups is discussed in connection with the other observables. In the compounds studied the CH2-S bond is gauche to the carbonyl group irrespective of the X and R substituents and of the gas or solid phase. This conformation is dictated by the interplay of the electronic interactions between the XC(O) and SO2R groups with two strong non bonded interactions between pairs of oppositely charged atoms. The negatively charged carbonyl oxygen and one of the sulfonyl oxygen atoms lie at distances shorter than the sum of the corresponding van der Waals radii from the positively charged sulfur and carbonyl carbon atoms, respectively. The interaction of the sulfonyl oxygen with the carbonyl carbon atom is the stronger of the two and partially offsets the strong inductive effect of the sulfonyl group. The presence of both through-bond and through-space interactions between the carbonyl and the sulfonyl groups in the ground and ionized states is confirmed by eigenvector analysis and by the shifts in the MO energies with respect to reference compounds. The conformation of compound 5, in solid phase, is in part determined by crystal packing forces

    The implementation of PMS in Italian universities : a longitudinal analysis.

    Starting from the 1990s, the New Public Management (NPM) has been the most inspiring principle of public sector reforms in Europe. The Higher Education (HE) sector is among the different fields in which the implementation of NPM reforms have been controversial. Based on the NPM framework, most HE reforms have focused on enhancing universities' accountability and transparency through performance measurement and performance management (Rabovsky, 2014; Rebora and Turri, 2011). The effects of the implementation of this calculative technologies is, however, still under investigated (Arnaboldi et al, 2016). Using documentary analysis as research methodology, this paper investigates implementation trajectories of performance management system (PMS) in Italian universities (Marchi, 2015). Specifically, this is a longitudinal documentary analysis and it offers the results from a content analysis of the Performance Plan (PP) and the Performance Report (PR) of 66 Italian Universities in two periods, i.e. 2016 and 2018. Furthermore, the longitudinal documentary analysis adopts the matrix from a previous study (Dal Molin et al., 2017), which matches the "quality of PMS" and the "expected use of PMS". The main objective of this study is to investigate if the "implementation gap" (Ongaro and Valotti, 2008) highlighted in previous studies (e.g. Dal Molin et al., 2017) has been fulfilled and in which elements it is possible to observe such improvement. As main result, the study shows that the implementation gap is still strongly present, from 2012 until now, and a formal compliance with the law still persists (Allini et al., 2020). There are areas of improvement related to external accountability and compliance, however, this is not supported by an internal use based on internal accountability (Tieghi et al., 2018

    PR-технологии в межгосударственной политике развития Арктической зоны Российской Федерации

    Работа посвящена выявлению особенностей применения технологий PR при формировании межгосударственной политики развития Арктической зоны Российской Федерации. Автор дает определения ключевым понятиям исследования «PR», «информационная среда», «Арктическая зона Российской Федерации», изучает международные и национальные документы в сфере правового и этического регулирования деятельности в сфере связей с общественностью. На примере деятельности государств – членов Арктического совета, международных организаций был рассмотрен опыт и перспективы применения инструментов PR в формировании межгосударственной политики развития Арктической зоны. Автор рассматривает особенности государственного регулирования информационной среды в Российской Федерации и в субъектах Арктической зоны Российской Федерации. Результат исследования показывает, что особенностями применения технологий PR в Арктической зоне РФ являются: использование информационных порталов субъектов, сайтов Правительств или Администраций субъектов, использование аккаунтов в социальных сетях (Instagram, ВКонтакте, Facebook, Twitter), использование онлайн СМИ. Среди специальных мероприятий следует отметить международные события (форумы, бизнес – форумы, универсиаду), а также фестивали, конкурсы, научно – исследовательские программы. Проблемные аспекты Арктической зоны РФ затрагиваются в СМИ, но представляется, что их комплексное изучение осуществляется на страницах научных журналов, в докладах на научно – исследовательских конференциях. Инструменты пиар используются преимущественно в качестве источника новостей о событиях прошедших и будущих.The work is devoted to identifying features of the use of PR technologies in the formation of intergovernmental development policies of the Arctic zone of the Russian Federation. The author defines the key concepts of the research “PR”, “information environment”, “Arctic zone of the Russian Federation”, studies international and national documents in the field of legal and ethical regulation of public relations activities. On the example of the activities of the member states of the Arctic Council and international organizations, the experience and prospects of using PR tools in shaping the interstate development policy of the Arctic zone were considered. The author considers the features of state regulation of the information environment in the Russian Federation and in the subjects of the Arctic zone of the Russian Federation. The result of the study shows that the use of PR technologies in the Arctic zone of the Russian Federation are: use of information portals of subjects, websites of Governments or Administrations of subjects, use of accounts in social networks (Instagram, VKontakte, Facebook, Twitter), use of online media. Among the special events should be noted international events (forums, business forums, university games), as well as festivals, competitions, research programs. The problem aspects of the Arctic zone of the Russian Federation are touched upon in the media, but it seems that their comprehensive study is carried out on the pages of scientific journals and in reports at research conferences. PR tools are used primarily as a source of news about past and future events

    Return on Investment in Public Relations: A critical assessment of concepts used by practitioners from the perspectives of communication and management sciences

    Return on Investment (ROI) is a term commonly and non-specifically used by public relations practitioners when discussing the value to be created from communication activities. It mimics business language, particularly from business administration and financial management, but does not figure widely in academic discourse (Watson, 2005). Although the Institute for Public Relations [now CIPR] undertook a review of ROI practice in the United Kingdom (IPR/CDF 2004) and Likely, Rockland & Weiner (2006) proposed variations of ROI as alternatives to the discredited Advertising Value Equivalence (AVEs) measure of value creation, there has been little discussion other than Macnamara (2007) and Gregory and Watson (2008). This paper gives an overview on the views of ROI in public relations literature and concepts used by agencies and providers of measurement services. It reports on survey research amongst practitioners in several European countries on identifying the economic value of public relations. The findings are compared with the concepts of ROI used in business and accounting literature (Weber and Schäffer, 2006; Drury, 2007). Applied theory and parameters for the development of measurement and evaluation techniques are proposed. The paper concludes that the use of the term ROI in public relations needs a proper foundation in overriding management theory; otherwise PR theory and practice will discredit themselves

    Актуальность темы исследования обусловлена необходимостью научного изучения использования PR-трендов в коммуникативной политике телекоммуникационной компании для взаимодействия с целевыми группами общественности, изменившимися в результате экономических, технологических и законодательных процессов последних лет. Цель исследовательской работы – дать характеристику PR-трендам в телекоммуникационной среде и проанализировать основные направления их реализации в коммуникативной политике Северо-Западного филиала ПАО «МегаФон». Для достижения данной цели, автором были поставлены и решены следующие задачи: 1. определить концептуальные основы понятий «телекоммуникационная отрасль», «PR-тренды»; 2. определить основные методологические подходы к проблеме «включения PR-трендов телекоммуникационной отрасли в коммуникативную политику компании»; 3. выработать методологию эмпирического исследования на базе качественного и количественного анализа; 4. проанализировать PR-тренды: дать характеристику, выявить основные особенности; 5. проанализировать опыт PR-службы Северо-Западного филиала ПАО «МегаФон» по включению PR-трендов телекоммуникационной отрасли в коммуникативную политику; 6. разработать на основе проведенного анализа практические рекомендации по эффективному включению и использованию PR-трендов телекоммуникационной сферы в PR-практике Северо-Западного филиала ПАО «МегаФон». Объект исследования – PR-тренды в телекоммуникационной отрасли. Предмет исследования – практики включения PR-трендов телекоммуникационной отрасли в коммуникативную политику Северо-Западного филиала ПАО «МегаФон». Теоретико-методологическую базу исследования составили труды российских исследователей: Е. Голубицкая, Н.Резникова, В.Чаадаев, А.Самолюбова, коллективная работа К.Самуйлова, А.Чукарина и Н.Яркиной, коллективная работа Ю.Украинцева и М.Цветова. Эмпирическую базу исследования составили документальные источники, PR-источники, материалы маркетинговых исследований, медиатексты в региональных и федеральных СМИ о Северо-Западном филиале ПАО «МегаФон», а также материалы качественных и количественных исследований, проведенных автором работы (мониторинг, анализ внутренних документов и включенное наблюдение). Структуру работы составляет введение, теоретическая глава, практическая глава, заключение, список использованных источников и литературы, приложения.The thesis project studies the integration of the telecommunications (telecom) industry PR-trends in the communicative policy on the example of North-West Branch of Public Joint Stock Company MegaFon. The urgency of the research is caused by need of scientific study of PR-trends in telecom companies and use the results to interact with the target groups affected by economic, technological and legislative processes of recent years. The aim of research is to characterize the PR-trends in telecom environment and to analyze the main directions of their implementation in the communication policy of the North-West Branch PJSC MegaFon. To achieve this, the author formulated and solved the following tasks: • defined the terms of “telecommunication industry”, “PR-trends”; • identified basic methodological approaches to the problem of “including telecom industry PR-trends in the in the communicative policy of the company"; • developed the methodology of empirical research based on qualitative and quantitative analysis; • reviewed PR-trends, characterized them, identified their main features; • reviewed the experience of North-West Branch PJSC MegaFon PR-service on including of PR-trends in the communicative policy; • developed practical recommendations for the effective application of PR-trends in North-West Branch PJSC MegaFon communicative policy. The object of the research: PR-trends in the telecom industry. The subject of research: the practice of including the telecom industry PR-trends in the communicative policy of the North-West Branch PJSC MegaFon. The works of Russian researchers E. Golubitskaya, N. Reznikova, V. Chaadaev, A. Samolubov, K. Samuylova, A. Chukarin, N.Yarkina, U.Ukraintseva and M.Tsvetova were used as theoretical and methodological base of research. As the empirical base the author used documentary sources, public sources, marketing research results, media texts about the North-West Branch PJSC MegaFon in regional and federal press. Besides, the author conducted qualitative and quantitative research: monitoring, document analysis and participant observation. The materials are used in the project.
