    The "Taranto case" has aroused the scientific interest of demographers, statisticians, epidemiologists and doctors, to understand what is happening today to the health of citizens, finding excesses of mortality and morbidity in certain pathologies strictly connected to pollution, in particular in the Ionian capital and in some neighboring municipalities. We have developed abbreviated mortality tables, using a methodology essentially different from that of Istat due to the fact that we do not rework the probabilities of death at all, which remain real. This solution is valid as Taranto is a large municipality, with almost 200,000 inhabitants.Il “caso Taranto” ha suscitato l’interesse scientifico di demografi, statistici, epidemiologi e medici, per capire cosa accade oggi alla salute dei cittadini, riscontrandosi eccessi di mortalità e morbosità in determinate patologie strettamente connesse all’inquinamento, in particolare nel capoluogo jonico ed in alcuni comuni limitrofi. Abbiamo elaborato tavole di mortalità abbreviate, utilizzando una metodologia essenzialmente differente da quella Istat per il fatto che non rielaboriamo affatto le probabilità di decesso, che rimangono quelle reali. Tale soluzione risulta valida in quanto Taranto è un comune con quasi 200.000 abitanti

    Dynamic efficiency evaluation of Italian judicial system using DEA based Malmquist productivity indexes

    The aim of this study is the empirical analysis of the Italian judicial system, measuring its efficiency and productivity. For this purpose, in details, the Data Envelopment Analysis (DEA) and Malmquist indexes were used, since they are recognized by the current literature as successful techniques to evaluate the performance of decision making units, namely the courts of law in our field of application. The statistical data on the administration of justice in Italy, as reported in Dossier n. 11 May 2013, Senate Research Services, Research Office on Institutional Issues, Justice and Culture, XVII legislature, shows that the efficiency crisis of justice in Italy began in the 1970s of the last century, aggravating during the ‘80s, and reaching its most critical moment during the 1990s. Several studies emphasize the relevance of the effects of inefficiency upon the judicial system on the credit and financial markets. The present analysis, using data that covers a wide time span and is disaggregated at district level, has set the goal of measuring the efficiency of the individual Italian judicial offices while assessing the progress of productivity in its components, by the means of technological progress and scale efficiency. The efficiency analysis that was carried out transcends the aspect of judicial taxation, considering how the passage of time has impacted on judicial efficiency. Considering the judges and judicial administration employed, in the new, pending and finished cases during the years ranging from 2011 to 2016, the results highlighted a distinct heterogeneity among courts, depending on their geographical location. The five-year period that was considered, included the years in which the judicial geographical distribution reform entered into force, so to better comprehend how this complex reform influenced the recovery of efficiency of the judicial offices. Furthermore, by breaking down the index into change in efficiency and change in technology, this work offers a further glimpse into judiciary organization. The application of combined DEA method and Malmquist indexes for evaluating court efficiency in a large time frame showed very interesting and useful results, relevant for judicial administration

    Aim of this paper is to evaluate the customer satisfaction in a public service context. It is well know that customer satisfaction plays a strategical role for companies providing the public services. In section one some introductory aspects, concerning the concept of citizen satisfaction are discussed. In the second section we define the quality of public services, describing the quality dimensions, considering the “service chart” as a tool useful for the construction of our questionnaire. Infact, our survey, carried out on citizen satisfaction, has been developed through the analysis of questionnaires administered in Bologna city with respect to the service of local public transport. In section three we briefly delineate the sampling procedure adopted for our survey and we describe the questionnaire. In the following section, we illustrate the main statistical results in term of descriptive analysis and multiple correspondence analysis. Finally some conclusive remarks about the needs of citizen-users are discussed

    Inquire, with the tools of Statistics, on the tax evasion which, for its nature, puts taxable figures in its reason and in its own assumption, leads to an expansion of the knowledge of the phenomenon. This raises awareness of the serious damage that it acts on the economic and social fabrics of the Country. In the specific case of this study, through the multiple correspondence analysis, we obtained results that allow us to analyze in detail the evolution of the matter, as declared by a sample of citizens of Emilia-Romagna region and another sample taken from Puglia region, identifying irregularities committed by certain professional groups in terms of undeclared work and tax evasion

    Evaluating the Judicial Activity: A Proposal of Indicators and Analyses of Criminal Burden.

    This work arises from the need to compare criminality in various territorial circumscriptions. Because crimes does not occur uniformly in time, space and number of committed offenses, in this paper two indicators are proposed, weighted for average edictal condemnation, for the necessity to understand criminal burden, focusing on spatial point of view: this is the main difference compared to existing literature. In this paper both civil proceedings and criminal proceedings have been analyzed. Some results related to the average length of civil proceedings and some comparison of criminal indexes in temporal sense are given. We then discussed the crime rates proposed in the literature and, in particular, the correct crime index. Both indexes allow the crime to be compared in time. In the last part of the paper we introduce new indicators that allow the comparison of crime in different geographic areas, also corrected for taking into account the numerical population influence. These indicators, which are the methodological contribution of this paper, has been applied on real data, as reported in tables

    The aim of this research is to analyze the available statistical data on cybercrime, a new form of deviance that is expressed in the illicit use of computer and the internet, and that is characterized by unique features which are particularly difficult to prevent and suppress. Computer crime can be defined as the downside of Information and Communication Technology (ICT) that has allowed us to create new scenarios in these last decades. In this context, it is therefore necessary to develop the appropriate countermeasures in order to oppose the expansion of these forms of crime: and for this purpose specific and ad hoc methodologies, practices and regulations are needed and data analysis is essential to determine the most appropriate forms of intervention

    Evaluation indices of the judicial system and ICT developments in civil procedure

    The reform that by Presidential Decree (13th February 2001, n. 123) introduced “telematics civil p rocedure” in Italian judicial system has the objective of a more efficient and rapid justice. The combination of justice and Information and Communications Technology is now a path to be not only in terms of functionality and cost management, but also to adjust the Italian quality standards respect to the other European states: it is shown telematics civil procedure in its architecture, in its draft implementation and benefits arising from its actual use. From the statistical point of view as an indirect measure of the judiciary evaluation, we analyze the indices of average length in the various proceedings, as the main tool for assessing the efficiency court, noting the repeated condemnations against the Italian state, by the European Court of Human Rights, for failure to comply with the principle of reasonable duration of the process, a further confirmation of the unfortunate situation that our country is facing on the topic of judicial authority

    The new technologies have become essential, thanks to the enormous possibilities that they can offer, as the immediate transfer of a document from one continent to another with just a click, saving both time and money and also allowing many simultaneous interpersonal exchanges, that considerably speed up the decision-making processes which involve numerous individuals located in various places. Moreover, we have witnessed over a very short period of time, that most of the human activities which were carried out manually have given space to much more efficient digital implementations. For instance, we can consider the serious problems that the vast documental archives have created in its management, and how centralized computer databases helped to solve most of these problems, speeding up and optimizing all research operations and data mining. This natural easiness of data exchange is still being expanded and facilitated by the development of computer networks, and in particular by the internet
