The present study aims at implementing a biomass transportation cost mapping, drawn thanks to the spatial analyses included in the Geographical Information System (GIS). The themes involved in the creation of the cost function can be identified in the use of soil, information concerning the punctual biomass availability, road system and morphology, and
exact localisation of plants for processing wooden material, etc. The idea stands in the will to search for and afterwards apply a function able to match cost and distance by keeping in mind several parameters. Stepping back, the realisation of the transport cost function is useful in case we have not definitely placed the biomass processing plants in the whole area as it is in the region of Basilicata, the area analysed in the present proposal. The proposed analysis would be useful to identify the economically valid collection basins and the best positions where a new plant can be installed, and also the size itself of the biomass processing plant on the basis of the actual production conditions of the area
Modelli multicriteriali geografici per la valutazione delle trasformazioni di uso del suolo e impatti della politica agricola nei territori rurali
Agriculture is the most important component influencing rural areas. This sector not only identifies the «territorial space» of the productive systems but it is also one of the main production factors. The actual rural framework is a consequence of the implementation of the agricultural policies that have followed one another in the last forty years. In this context many agro-environmental indicators have been developed (OECD, EEA), with the aim of measuring the effects of these policies on the territory. In this research the Land Cover changes in the last 40 years, are analyzed in relation to changes in the CAP. A geographic multicriteria model is used for ranking the agricultural areas with particular environmental value, for which it would be necessary to identify specific interventions to be inserted in the Rural Development Plans
Il governo del territorio e la conservazione delle risorse: l’uso dei modelli geografici multicriteriali per la valutazione del rischio socio-economico e ambientale degli incendi boschivi
The forest fires represent one of the most important cause of environmental damage. In the Mediterranean region the high frequency of the wildland fires and their large surfaces represent a problem due to the loss of vegetation and to the risks for the human activities. In Italy the most recent tool to face this phenomenon is the law n. 353/2000, in which the regional annual plan of forecast, prevention and active fight is innovative.
In this framework, a model that is able to evaluate at the same time the probable occurrence of a catastrophic event and the possible effects that it can cause in terms of ecological, environmental and socio-economics impacts has been proposed. The use of multi-criteria analysis techniques and Geographical Information Systems (MCA-GIS) gives the chance to integrate the landscape features with the preferences expressed by the actors involved in the decisional process.
The maps of “Predisposing” and “Derived” fire risk are the most important results of the MCA-GIS model. The first map integrates all the morphological, climatic and human characteristics that induce the ignition and the propagation of the fire; the second one integrates all the ecological characteristics and the human activities that make dangerous the calamitous phenomenon.
By using the obtained outcome it has been possible to study the predisposing and the derived risk in the urban-forest interface areas. The results show that the predisposing risk increases from the agricultural areas to the natural areas and those of urban-forest interface. An opposite tendency is showed by the derived risk that is linked to the presence of protected areas and to the distance from the infrastructures required for the interventions (supply water, fire means); as a consequence, the derived risk is lower in the urban-forest interface areas.
The overlay of the risk and the protected areas maps underlines that protected areas mostly suffer such phenomenon due to the lack of an strategic planning of economic development and natural resources protection

Biomass resources as a renewable energy resource: The region of Basilicata rural areas study case
economic and social development of every country. All the economic activities implying
growth and development are closely related to the resources available amount and their
use efficiency.
Considering the Kyoto protocol, for which the European Union members committed
themselves to reducing their greenhouse gas emissions, and the endless fluctuation of the
fossil fuels prices, in Italy, for the next few years, the Government and the Regions will
adopt incentives to produce energy from renewable resources.
In Italy, the most important renewable energy productions are supplied from aeolic and
hydroelectric power, with 77 and 222 plants respectively, for 20021; there are several
geothermal and photovoltaic power stations, with 27 and 4 plants. Concerning the
biomass plants, in 2002 there were 77 power stations that were using biomass from
forestal use, agricultural productions and solid waste. Particularly, biomass allows to
supply heat, by heating public and private buildings.
In the present study, the perspectives deriving from the biomass use to produce energy in
rural areas have been analyzed. At the same time, the potential starting-up of a new local
network enterprises, capable of producing biomass power to supply thermic and electric
plants, has been analyzed. The quantitative assessment of the forestal and agricultural
activities and wood processing (sawmills and joineries) residual products, allows the
evaluation of the potential productions and following transformation of the biomass into
energy.
The analysis has been carried out for 4 small municipalities, which well represent the
rural areas of the Region of Basilicata. A Geographic Information System has been
developed and represents the most important step to assess the potentiality of the region.
By using GIS softwares and field measurements, available land extensions and potential
biomass energy productions have been evaluated.
According with the most recent European Union common agricultural policies, providing
for a reduction of the aids paid to farmers, it has been possible to hypothesize multicriteria
analysis models, capable to select the most suitable areas for a possible
development of energy crops productions. Two different hypothesis have been carried
out: the first one excluding the land occupied by annual crops, the second one including
them.
The analysis results show that the proposed methodology of multicriteria analysis gives
an useful tool to support the land management and planning, by considering
simultaneously economic, environmental and agricultural criteria

Actually, there is a close connection between the individual welfare and the use of the environmental resources. However, it is generally well-known that an excessive use of the resources implies a pollution increase and a consequent welfare decrease. The identification of the actions and the tools facing such a negative trend actually represents one of the most important political objectives, at each level.
The aim of the present work is to identify the trends which have produced and are still producing some modifications of the territory, with a particular reference to the rural territory. The models carried out involve the transition matrixes and the space models, which have been compared for twelve years on the inner territory of Basilicata Region
