    The County Government of Meru is committed to improving the livelihood of its citizens, as demonstrated by the various policies and legislative steps that have been undertaken by the government in recent years. This commitment is an extension of the Kenya Constitution (2010), whose chapter 4 expressly guarantees all Kenyans their social, cultural and economic rights, including the right to health, education, food and decent livelihoods. Vision 2030 aims to transform Kenya into a newly industrialized middle-income country, providing a high quality of life to all its citizens by the year 2030. Under its economic and social pillars, Vision 2030 further emphasizes the enhancement of productivity of crops and livestock, incomes, and food security and nutrition. In view of the above, it is our pleasure as Meru county Government to develop a policy that will guide establishment, implementation and evaluation of a quality, regular and reliable school meals and nutrition for pre-schoolers in Meru County. According to research findings in ECDE centers, we have identified inadequate nutrition and health support service as one of the challenges facing ECDE and therefore the County government of Meru has been liaising with various Education stakeholders over the years, to propose strategies for mobilization of resources to support this school meals and nutrition in line with principles of devolution. Introduction of school feeding programme in Meru County will aim to increase enrolment and attendance in our ECDE centers, Reduce Stunting and Health Issues among learners, provide crucial support to vulnerable families who may struggle to provide nutritious meals for their children, reduce inequalities in access to early childhood education and nutrition among others in line with the governor’s commitment to making Meru people happy

    The County Government of Meru is pleased to present the Programme-Based Budget (PBB) Estimates for the Financial Year 2025/2026. These estimates have been prepared in accordance with the Constitution of Kenya, the Public Finance Management (PFM) Act, 2012, and other relevant legal and policy frameworks that guide prudent management of public resources. This document sets out the expenditure priorities of the County Government as anchored in the County Integrated Development Plan (CIDP) 2023–2027, the Annual Development Plan (ADP) 2025/2026, and the County Fiscal Strategy Paper (CFSP). It underscores our commitment to fiscal discipline, transparency, accountability, and effective service delivery. The 2025/2026 budget is designed to accelerate socio-economic transformation by focusing on key priorities including healthcare, agriculture, infrastructure development, water provision, education, environmental management, trade and investment promotion, youth empowerment, and social development. Through these strategic interventions, we aim to create an enabling environment that promotes inclusive growth and improves the welfare of all residents of Meru County. We acknowledge that the formulation of this budget was a highly participatory process, reflecting the voices and aspirations of the people of Meru as expressed during public participation forums and stakeholder engagements. The County Government remains committed to working in close collaboration with the County Assembly, development partners, civil society, and the private sector in order to deliver on these priorities and ensure prudent utilization of resources.     The Public Finance Management Act, 2012 provides for each County Government to prepare an Annual Development Plan (ADP) as one of the statutory documents obligatory in the annual budget preparation process. This is pursuant to Section 126 of the Public Finance Management Act (PFMA) 2012 and in accordance with Article 220 (2) of the Constitution. The ADP 2025/2026 provides a development framework with strategic interventions and programs that will guide the government in realizing its socio-economic transformation agenda. The ADP 2025/2026 is the 3rd annual implementation plan for the 3rd generation County Integrated Development Plan 2023-2027 themed ‘Making Meru Happy’. The government is focusing on building resilience across sectors to respond to economic shocks, climate change effects, and enhancing recovery from COVID-19. The development priorities in the plan are integrated with the existing global, national, and county blueprints namely; Kenya Vision 2030, MTP IV(BETA), Approved Meru County Integrated Development Plan 2023-2027, the Sustainable Development Goals (SDGs), Meru Vision 2040, and the County Spatial Plan. The priorities have also been aligned to the Governor’s manifesto and the development philosophy “Sustained Development” – the desire to do lasting and changing development for all.     The FY 2023-2024 budget estimates give recurrent and development expenditure allocated to the various departments. The priorities to which allocation has been given is based on the County Integrated Development Plan (CIDP) 2023-2027, Annual development plan (ADP), 2024-25 and the County Governments manifesto. The CIDP is itself a representation of the social and economic development aspirations of the people of Meru County, recognizing that these are consistent with the aspirations of all of the people of Kenya under Vision 2030 and the National Governments agenda. Section I04 of the County Government Act 2012 requires a County Treasury to prepare the annual budget for the county and coordinate preparation of estimates of revenue and expenditure of the county government. In line with the requirements of the Public Finance Management Act (PFMA), 2012, these Programme based budget estimates are also guided by a three-year Medium-Term Expenditure Framework covering the period from 2024-2025 to 2026-2027. The estimates are further informed by budget ceilings approved by the County Assembly through the County Fiscal Strategy Paper (CFSP). Formulation of 2024-2025 PBB Estimates represents a highly consultative and participatory process that involved extensive public participation in CIDP and ADP preparation, CFSP presentation and the budget estimates.     he County Annual Development Plan for the financial year 2024/2025 is the second Annual Development Plan that will implement the third generation of the County Integrated Development Plan 2023-2027. This is in pursuant to section 125 and 126(1) of the Public Finance Management Act (2012) that emphasises preparation of the Annual Development Plan as a link between the CIDP and the overall budgeting Process. It outlines the county’s development priorities in line with programme based planning and budgeting with clear objectives, outputs and outcome indicators, to guide the implementation and monitoring of projects and programmes in each department and agencies of the County Government. This ADP will enhance the prudent allocation of resources as envisaged in the government policy on expenditure prioritization to achieve the transformative development agenda of making Meru Happy, spearheaded by H.E. Hon. Bishop Kawira Mwangaza. This CADP FY 2024/2025 clearly aligns not only with the CIDP 2023-2027 but also with other planning frameworks such as the Kenya Vision 2030, the Medium-Term Plan IV, the Sustainable Development Goals (SDGs) and the African Agenda 2063. Comprehensive consultation process with all the County Departments and Agencies has characterized the preparation of this CADP where keen attention has been given to the transformative, ongoing and new projects captured in the CIDP 2023-2027

    The Public Finance Management Act (PFMA), 2012, requires every County Government to prepare an Annual Development Plan (ADP) as part of the annual budget process. This legal requirement, provided under Section 126 of the PFMA and in line with Article 220(2) of the Constitution, ensures that our plans are not only visionary but also anchored in a clear framework that links policies, programs, and budgets. The Annual Development Plan (ADP) 2026/2027 is our collective blueprint for the year ahead. It is the 4th annual implementation plan of the 3rd Generation County Integrated Development Plan (CIDP) 2023–2027. More than just a document, it reflects our shared aspirations, the lessons we have learned, and the priorities of the citizens of Meru. This plan has put the people of Meru at the center, focusing on building resilience in all sectors, preparing the Meru economy to withstand shocks, responding to the realities of climate change, and consolidating the gains made in the post-election recovery. The priorities in this plan are aligned to the big picture: Kenya Vision 2030, the Fourth Medium Term Plan (MTP IV – Beta), the approved CIDP 2023–2027, the Sustainable Development Goals (SDGs), Meru Vision 2040, and the County Spatial Plan. The plan is also guided by the Governor’s development philosophy of “Inclusive Development”-development that is lasting, meaningful, and beneficial to all, leaving no one behind. Under the theme “Building Meru Together”, the ADP 2026/2027 lays out programs and projects that will strengthen public service delivery, spur economic growth, safeguard natural resources, expand educational opportunities, improve planning and infrastructure, ensure food security, promote investment, and enhance health and social protection services. This plan is the result of open and inclusive consultations. Farmers, business owners, youth, women, professionals, community leaders, and development partners all had a voice in shaping it. Their ideas, needs, and hopes are embedded in it. With unity, transparency, and accountability, the priorities outlined will move Meru County closer to the Meru envisioned by all: a county of opportunities, dignity, and shared prosperity

    The County Budget Review and Outlook Paper (CBROP) is prepared in accordance with Section 118 of the Public Finance Management (PFM) Act, 2012 and the PFM (county) Regulations 2015. The 2023 CBROP presents updated economic and financial forecasts with sufficient information to inform the budget proposals for the next financial year. It also reviews previous year’s budget and provides an outlook for the forthcoming budget year. The paper examines recent economic developments and fiscal performance in FY 2023/24 against corresponding appropriations. This entails analysis of total revenue collected versus projected revenue and highlighting the causes for deviations. The actual analysis also includes FY 2022/23 expenditure performance for county departments with compliance to fiscal responsibility principles in the PFM Act of 2012. Additionally, the paper provides an overview of how the actual performance of the FY 2022/23 affected the financial objectives as detailed in the 2022 County Fiscal Strategy Paper (CFSP). CBROP 2023 is informed by the views of the Meru County Annual Development plan, the County Integrated Development plan 2023 – 2027, the “Bottom-up Economic Transformation and Climate Change Mitigation/Adaption for improved livelihoods of Kenyans†and Kenya Vision 2030. The Medium-Term Budget has also been analyzed to limit spending on non-productive areas and ensure resources are directed to priority programmes optimally.     The 2025 Meru County Fiscal Strategy Paper is the second fiscal strategy paper to implement the 3rd generation County Integrated Development Plan 2023-2027. The CFSP outlines the development agenda for the medium term in line with the theme of building a resilient economy for sustainable development. The CFSP is prepared pursuant to provisions of PFM Act, 2012 and outlines the government’s strategic priorities, current state of the economy, fiscal outlook over the medium term and expenditure limits that will form the basis of preparing the FY 2025/26 budget. The CFSP prioritizes interventions on infrastructure development for rural and urban areas to improve access to roads, water and sanitation; improving access to universal health coverage; automation of government services; youth empowerment and innovation; strengthening public finance management and public sector transformation for performance-oriented results and decentralized government services. All these are geared towards building a resilient economy for sustainable development. The 2025 CFSP prioritize on enhanced resource mobilization to fund the Government agenda. The county will leverage on automation to ensure efficiency and enhance service delivery for results.     The 2024 Budget Review and OutJook Paper (CBROP) bas been developed against a backdrop of stable global and domestic economic outlook. Global growth is projected at 3.2 percent in 2024 and 3.3 percent in 2025 from 3.3 percent in 2023. The outlook reflects economic recovery in China, Euro areas and UK, despite a slowdown in activity in the USA and Japan. On the domestic front, the Kenyan economy is currently unwinding from layers of negative and persistent shocks that had a structural effect on economic activities. The shocks included: COVID-19 pandemic and its ensuing effects, conflict in Eastern Europe and the Middle East that led to global supply chain, disruptions and the adverse effects of climate change from the prolonged drought in 2021 to the floods in the first half of 2024. These shocks escalated the cost of essential household commodities including fuel prices, and led to a rapid depreciation of the Kenya Shilling exchange rate, pilling pressure on public debt. The Gross County Product which is a measure of county's contribution to Kenya's GDP was reported at 3.1 % in the Gross County Product 2023 report by KNBS. Meru County is among the 5 largest county economies. Meru County economy is expected to have a steady growth in the year 2024. This optimistic outlook is underpinned by ongoing initiatives such as the provision of subsidized farm inputs, establishing of agriculture value chain value-added products . Additionally, the government is actively supporting Small and Medium Enterprises (SMEs) by offering low-interest loans through the the micti finance Corporations, establishment of industrial and incubation centres among others. In the realm of water and sanitation, the government shall seek to revitalize water services and sanitation infrastructure, institutional development, external linkages, ensure financial sustainability, environmental conservation and provision of sustainability quality, affordable and adequate water for improved livelihoods
