Kitui County Budget Review and Outlook Paper 2025
The County Budget Review and Outlook Paper (CBROP), is prepared in accordance with Public Finance Management Act, 2012. It is the twelfth to be prepared by the County Government of Kitui under the devolved governance structure. The outlook presents the actual fiscal performance of the FY 2024/2025 and projection of the 2025/26 FY hence making comparative analysis to the budget appropriations. The paper highlight the recent key economic development for the period under review for both the National and County Government. The report further provides an updated Medium Term Expenditure Framework
(MTEF) financial forecasts and states how these projections deviated from estimates contained in the last County Fiscal Strategy Paper (CFSP) and actual budget for 2024/25 financial year (FY). The paper also shows how the actual performance at the local and national level in 2024/25 FY affected the County’s compliance with the fiscal responsibility principles and financial objectives as detailed in CFSP 2025. The County Government in collaboration with the National Government is implementing strategies and reforms geared towards accelerated economic growth and realization of the sixteen sector manifesto that include; Agriculture, Water, Health, Education, Urban, Roads & Construction, Trade & Investments, Micro Small & Medium Enterprises (MSMEs), Cooperatives Societies, Tourism & Hospitality, Women
Youth & PWDs, Environment, Energy, Information & Communication, Security and Boda boda for the residents of Kitui County. Implementation of various projects in 2024/25 FY proved to bear fruits through successful irrigation project, water infrastructure, hybridization and piping, road gravelling and skills development among others. The outlook gives a clear comparison of own revenue generation, grants and loans; and equitable share from the national government and other development partners hence gives appropriate recommendations on the changes in revenue. The County Government is committed and will continue to improve the welfare of the residents through implementation of life changing programs as outlined in the County Integrated Development Plan (CIDP) 2023 - 2027
Kitui County Fiscal Strategy paper 2024/2025
Kitui County Fiscal Strategy Paper (CFSP) FY 2024/25 builds direct linkages between policies, plans, and budgets, and sets the County Government priority programs to be implemented through the medium-term period 2024/2025–2026/2027. It provides an overview of recent economic development and outlook as well as expenditure ceilings for County Departments, units, and agencies and detailed guidelines that are aimed at structuring County Government expenditure towards prevalence areas. The programs and policies herein reflect the concerns of the Kitui Citizenry and are anchored under the draft CIDP 2023-2027, the 16-point governor’s manifesto, and the approved 2024/2025 Annual Development Plan. The theme for development for FY 2024/2025 is The Bottom-up Economic Transformation Agenda for Inclusive Growth. The Government has prioritized programs aimed at increasing household income. This will be through accelerating rural economic development through investment in the productive sectors of the economy, Promotion of savings and investment among the households, and public sector restructuring and reorganization to enhance efficiency and productivity. This document is aligned with the National Treasury's Budget Policy Statement (BPS) 2024, which outlines the national broad strategic priorities and policy goals that will guide budget preparation for the next fiscal year at the national level. It is mandatory to subject the proposals to public scrutiny in order to ensure transparency and accountability. Kitui County Annual Development Plan 2025/2026
The Annual Development Plan (ADP) is prepared in accordance with Article 220 (2) of the constitution. The Public Finance Management Act, 2012, (section 126) requires each County Government to prepare ADP which is submitted for approval to the County Assembly not later than 1st September of each year.
ADP provides county strategic priorities, programmes and projects to be offered to county citizens in the succeeding financial year and are selected from County Integrated Development plan (CIDP) 2023-2027. County Performance Review for the previous year (FY2023/2024). Some of prominent achievements include; i. Pro-poor support programme benefitting three thousand learners ii. Community level infrastructure development programme – over three hundred projects have been done iii. Completion and construction of ward offices - Nine Ward Administration offices completed while three are ongoing iv. Construction of police stations at security prone borders - 2 complete (i.e., Mandangoi-Ngomeni, Kon-akaliti-Mutha), 2 ongoing (Twambui-Endau/Malalani, Imuumba-Voo/Kyamatu) and one delayed due to insecurity- Katumba Police station in Nguni Ward. v. Establishment of Kitui County Industrial Park is ongoing, vi. Construction of Maternity and New born unit at Mwingi level IV Hospital is ongoing, vii. Constructed and Equiped Trauma Center; psychiatric center and a cancer treatment center at KCRH. viii.Completed Blood Satellite at Kitui County Referral Hospital. ix.Gender Based Violence (GBV) Center has been identified and works is in progress..........

Some of prominent achievements include; Community level infrastructure development programme – over three hundred projects have been done across the county benefiting three hundred households.
Disbursement of pro-poor was done to need students. Existing VTCs were renovated that; Kyuso VTC, Tseikuru VTC, Miambani VTC, Mwingi Baptist, Kanyongonyo VTC, Mutwaathi VTC, Kyatune VTC (Kyuso, Tseikuru, Miambani, Mwingi Central, Yatta Kwa Vonza, Migwani and Ikanga Kyatune) Fencing of land designated for Utalii College complete. Twambui Police station and Imuumba police station blocks were completed fenced and now are operational. Construction of Kyuso ward office is ongoing 80% complete. Construction of 80 sand dams completed and 9 sump wells constructed. 12 bore holes were drilled and equipped while 20 were repaired and equipped. 6 cluster irrigation projects completed and one solarized. 377 Parking slots marked in township ward to improve revenue. 59 posts of Streetlight installed in various places in township wards and its environs. 10,000 Households & Institutions were connected with electricity in partnership with REREC and Kenya Power. 144,000 tree seedlings were planted.

Kitui County Budget Review and Outlook Paper 2024
The core purpose of the 2024 CBROP is to provide a review of the previous fiscal performance and how this impacts the financial objectives and fiscal responsibility principles. These are set out in the last County Fiscal Strategy Paper (CFSP), which provides the basis for the revision of the current budget in the context of supplementary estimates and informs the choice of broad fiscal parameters underpinning the next budget and medium-term expenditure framework.
Analysis of the 2023/24 FY fiscal performance shows an increase in absorption rate of development funds from 84.10% to 87.12%. There was a great improvement in the performance in revenue collection owing to setting realistic historical target, strict enforcement and favourable economic activities in the county.
Kenya’s economic performance is projected to remain stable over the medium term. Growth is expected to moderate from 5.6 percent in 2023 to a forecast of 5.2 percent in 2024 and 5.4 percent in 2025. The growth in 2024 and 2025 will benefit from the enhanced agricultural productivity and a resilient services sector. The rebound in Kenya's agricultural sector is expected to be largely driven by favourable weather conditions and productivity-enhancing government interventions

The County has large Coal deposits in The Mui Basin which will be used to fuel power plants and supply reliable energy to the National grid. Kitui County Integrated Development Plan 2013-2017
This County Integrated Development Plan (CIDP) has been prepared as the basis for
the social economic transformation in Kitui County and identifies key policy actions as well as
programmes and projects that the County Government of Kitui intends to implement over the
period 2013-2017. Being the first such medium term plan, it focuses on the priority policies that
the county will need to put in place to sustain the future long term plan and lay a strong
foundation for implementing development projects and programmes in the county. Setting up
and building the capacities of an institutional framework within the county has been identified as
a key policy action that the county will embark on to deliver economic growth and prosperity to
