Isiolo county Procurement Strategy 2025
This Procurement Strategy provides high-level key objectives for the Procurement Team to deliver performance and value creation.
The below strategic objectives and activities of the County Government of Isiolo as set out in the County Integrated Development Plan (CIDP) 2023-27: Improved access to clean and safe water;
Quality health services;
Strengthening Early Childhood Development Education (ECDE);
Agriculture and livestock promotion;
Exploring the commercialization of mining;
Diversification of tourism products; and
Promoting and marketing our tourism sites and empowerment of women, youth and persons with disabilities among other priorities captured in this CIDP. Everyone involved in procurement must be aware of the policies to abide by and process to follow, protocols to be adopted and clear on their responsibilities. It is key that everyone engaged in the acquisition of goods, services and works has a strategic understanding of the supply market and elements of the sourcing process itself. Both awareness and detailed training shall be provided to ensure this understanding is fully embedded in the County Government of Isiolo
Isiolo County Budget Review and Outlook Paper 2024
The preparation of the County Budget Review and Outlook Paper is a legal requirement under section 118 of the Public Finance Management Act 2012. Its main objective is to review the Financial and Economic Performance of the County Government for the previous year’s budget implementation. This years’ CBROP has been prepared against the global economic challenges which have also affected our economic performance. This paper provides a comprehensive overview of the county's fiscal journey during the past year, offering insights into the challenges faced and the strides made in achieving our development objectives. The financial year 2023/24 brought forth both achievements and challenges for Isiolo County. As we delve into the details of this review, we find a tapestry of financial data that paints a vivid picture of our county's economic landscape. The first half of the FY 2023/254 was marked by slow implementation of programmes and projects due to late disbursement of funds from the national government. The fiscal performance outcome for the FY 2023/24 largely adhered to the fiscal responsibility principles and financial objectives set out in the PFM Act, 2012 . County own source revenue tremendously grew by 86.8% from Ksh152 Million collected in FY 2022/23 to Ksh.285 Million in FY 2023/24
Isiolo County Programme Based Budget 2025/2026
The FY 2025/26-2027/28 budget predictions were developed in accordance with PFM Act 2012 Section 125, which requires the county administration to construct and submit the county budget to the county assembly by April 30 each year. Furthermore, Section 12 of the second schedule of the PFM Act 2012 requires the county government to employ a program-based budgeting (PBB) technique. The budget for 2025/26 aims to accomplish two primary objectives: prioritizing budget expenditure by allocating resources to programs that provide significant public benefits and encouraging county government sectors to be efficient and effective in service delivery by shifting the focus of public spending from input to results. This will ensure that output and outcomes are geared toward achieving county-specific goals.
Budget Outlook: The FY 2025/26 budget estimates were prepared by sector working groups, following the Medium-Term Expenditure Framework guidelines outlined in the 2025 County Treasury Circular. These estimates comply with the Constitution 2010 and the Public Finance Act 2012, with the content guided by the County Fiscal Strategy Paper 2025 and the County Integrated Development Plan 2023-27. Article 201 of the Constitution (2010) encourages transparency and accountability in public financial matters. The budget estimates were based on citizen input from budget public consultation forums held in February and

Isiolo County Annual Development Plan 2025/2026
The Isiolo County Annual Development Plan (CADP) for 2025/26 is the third of the five consecutive year plans of the CIDP III (Y1, Y2, Y3, Y4 & Y5). Section 126 of the Public Finance Management Act 2012 clearly states that: Every county government shall prepare an Annual Development Plan every beginning of the financial year and shall be submitted to the County Assembly for its approval, not later than the 1st September in each year. Further, section 104 of the County Government Act of 2012 displays the obligation to plan for the county including the planning framework that integrates the economic, physical, social, environmental and spatial planning through successive County Integrated Development Plans, ADPs and sectoral policies and plans. The development priority projects, programmes and activities of the third year of the CIDP 2023-2027 are well incorporated in the Isiolo CADP 2025/2026. The document describes the details for each programme including the strategic priorities to which the programme will contribute to; the services or goods to be provided; the measurable indicators of performance where feasible; and the budget allocated to each project and programme
Isiolo county Procurement Policy 2025
The County Government of Isiolo’s approach to procurement is outlined within Section 2 of the Public Procurement and Asset Disposal Act (PPADA) 2015 and the Public Procurement and Asset Disposal Regulations (PPADR) 2020. The approach also includes Bilateral or Multilateral funding agreements by development partners, where applicable.
This Policy defines the Procurement Function as a division within the entity that is staffed with procurement professionals who are officially concerned with managing the procurement and asset disposal processes and report to the County Executive Committee Member (CECM) for Finance through the Chief Officer Finance functionally and administratively. The Procurement Function shall execute activities delegated by the CECM for Finance, including procurement planning, processing and contract management

The 2025 County Fiscal Strategy Paper (C-FSP) is the third to be prepared under the Administration of H.E. Abdi Ibrahim Hassan, EGH. It sets out the administration’s policies, priority programs, strategies and reforms for the Medium-Term Expenditure Framework (MTEF) as outlined in the 2025/26 County Annual Development Plan(C-ADP). Since coming into office in August 2022, the Government has implemented bold policy responses to mitigate the persistent shocks that have been negatively affecting the county economy. Aside from these shocks, the County continues to be confronted by significant losses and damages due to frequent extreme weather events such as drought and floods. These events affected agricultural productivity and have triggered resource based conflicts among communities. Further, the county economy faces the recurrent challenge of low access to finance for business and development; rigidities in business regulatory framework; weak governance; and fiscal risks including stalled public projects, payment arrears; and high pending service that has hindered the economy from achieving its full potential. The 2025 CFSP outlines the Medium-Term Fiscal Framework, which offers mechanisms for entrenching sustainable growth and development for efficient service delivery in Isiolo County. This calls for openness, transparency, accountability, responsiveness, and abiding by the rule of law to facilitate fiscal discipline and maintain macroeconomic stability. Currently, the County’s focus is in implementing priority areas identified in 2023-2027 County Integrated Development Plan (CIDP) and 2024/25 C-ADP. Some of the priority includes: Enhancing County Food Security; Investing in Quality, Affordable and Accessible Health Services; Increase access to clean and safe water; Expanding and maintaining the road network; Investing in ECDE and Vocational Training; Good Governance; Urban Development and enhancement of county own generated revenue. This Paper articulates Economic Policies and Structural Reforms as well as sector-based expenditure Programmes that the County intends to implement in order to achieve the broad goal of its development agenda. The above-identified priority areas will inform the 2025/26 budget estimates.
Given the limited resources, the hard sector ceilings provided in this CFSP will form a basis for preparation of the detailed 2025/26 Budget estimate and the Medium-Term expenditure framework to be submitted to the county assembly by 30th April 2025

Isiolo County Fiscal Strategy Paper 2020 sets out the County policy goals and Strategic priorities that will form the basis for the formulation of the County’s Financial Year 2020/2021 budget and the medium-term projections. This is an annual planning document that shows the various fiscal strategies that the County Government of Isiolo intends to employ to meet its overall objective of improving the livelihoods of its citizens. The County Integrated development Plan (CIDP), 2018-2022 is a five year plan prepared by the County Government of Isiolo through wide stakeholder participation to provide an overall framework for development.

Compliance of Public Procurement Law and Performance of County Government of Isiolo in Kenya
Purpose:Worldwide, many countries including Kenya have initiated procurement reforms culminating into enactment of procurement laws and regulations. In Kenya, despite the existence of the procurement law, there is low level of compliance by the county governments to this law. The purpose of this study is to investigate the relationship between compliance of public procurement law and performance of County government of Isiolo in Kenya.
