    Este artigo tem o propósito de investigar se houve relação entre gastos sociais dos governos de esquerda latino-americanos em países selecionados: Brasil, Chile, Uruguai e Bolívia e melhoria das suas distribuição de renda entre 2000 e 2010. Para tanto, tomou-se como ponto de partida o artigo elaborado por Julia Sant’Anna e Fabrício Pereira da Silva – Esquerdas latino-americanas e gasto social- Há coerência entre propostas e práticas?- publicado pela Revista Debates em 2008. Nossa investigação, partindo dessa análise, é a de verificar se as ações desses governos, eminentemente de caráter emergencial, tornaram-se perenes, ou seja se impactaram em transformações na estrutura social, em especial através da verificação da evolução do Índice de Gini e do perfil da distribuição de renda nos países selecionados.As conclusões alcançadas evidenciam que a trajetória positiva dos gastos sociais nos países de esquerda selecionados foi acompanhada por avanços no Índice de Gini e no perfil da distribuição da renda

    Unemployment in the rural area of Bahia: a comparative analysis between development patterns in the territories of identity

    Work is a central element in the life of the human being, it is his condition of existence, reveals his way of survival, identifies him as a human being and dignifies him. However, since the implementation of the capitalist mode of production, the work has an abstract and alienating meaning to re-become a means of providing the reproduction of capital. In the rural world, the capitalist mode of production has been excluded from the world of work, the worker who does not follow innovations and technological advances, being deprived of their small properties, and transformed into a casual, non-resident employed labor force. And it is about the unemployment resulting from the advances of the capitalist mode of production in the field, especially in Bahia, that we will deal with in this thesis. Bahia presents a complex, diversified rural territory, in which there are profound differences in patterns of capitalist development, which are linked to the technical/technological progress adopted. It is intended to compare the patterns of economic growth that emerged in selected territories of Bahian identity to answer the following question: what is the potential for occupation in rural Bahia in view of the specificities of agricultural development patterns that emerged in selected identity territories? Thus, the general objective of this research is to understand the potential for occupation in rural Bahia in view of the specificities of agricultural development patterns that emerged in selected identity territories. Two hypotheses guide the research: i) The use of capital-intensive technology provokes at the same time, in a movement contradictory from the point of view of socioeconomic development, growth, increased productivity, and unemployment of the man from the field. ii) Inclusive (labor-intensive) technological alternatives can mitigate the increase in unemployment in the field. The methodology to answer the research question is based on bibliographic research that seeks to systematize the state of the art. This qualitative survey will be validated with census data (secondary) to explain or help in the comprehension of the phenomenon (rural unemployment) that emerges in the selected bahian territories, based on the paradigmatic discussion of technical progress in Brazilian agriculture. The conclusions reveal that regarding the object of analysis of this thesis, the occupation of rural labor, the development models adopted based on singular technological paradigms, seem to have a different impact on the levels of occupation: more unemployment in the west of the state than in the Sertão do São Francisco, and a lower unemployment rate in the Litoral Sul. Like the diagnosis, the propositions to mitigate the phenomenon are unique and different. We understand, therefore, that by developing a comparative analysis on the diversity of patterns of rural growth in Bahia and its different alternatives for mitigating the phenomenon of unemployment in Bahia's identity territories, we have brought novelty to this research.O trabalho é um elemento central na vida do ser humano, é a sua condição de existência, revela seu modo de sobrevivência, o identifica como ser humano e o dignifica. Contudo, desde a implantação do modo de produção capitalista, o trabalho possui um significado abstrato e alienante (estranho) para reificar-se como meio de propiciar a reprodução do capital. No mundo rural, o modo de produção capitalista adentrou excluindo do mundo do trabalho o trabalhador que não acompanha as inovações e os avanços tecnológicos, sendo destituídos de suas pequenas propriedades e transformados em mão de obra assalariada casual, não residente. E é sobre a desocupação proveniente dos avanços do modo de produção capitalista no campo, em especial na Bahia, que trataremos nesta tese. A Bahia apresenta um território rural complexo, diversificado, no qual se verificam profundas diferenças de padrões de desenvolvimento capitalista, que estão atrelados ao progresso técnico/tecnológico adotado. Pretendeu-se comparar os padrões de crescimento econômico que surgiram em selecionados territórios de identidade baianos, de modo a responder à seguinte questão: qual o potencial de ocupação no meio rural baiano, tendo em vista as especificidades de padrões de desenvolvimento agrícolas que emergiram em territórios de identidade selecionados? Destarte, o objetivo geral desta pesquisa é compreender o potencial de ocupação no meio rural baiano, tendo em vista as especificidades de padrões de desenvolvimento agrícolas que emergiram em territórios de identidade selecionados. Duas hipóteses norteiam a pesquisa: i) o uso de tecnologia intensiva em capital provoca, ao mesmo tempo, num movimento contraditório do ponto de vista do desenvolvimento socioeconômico, crescimento, pelo aumento da produtividade e desocupação do homem do campo. ii) alternativas tecnológicas inclusivas (intensivas em mão de obra) podem mitigar o aumento da desocupação no campo. A metodologia para responder à questão de pesquisa está alicerçada na pesquisa bibliográfica, que busca sistematizar o estado da arte. Esse levantamento qualitativo foi validado com dados censitários (secundários), com o intuito de explicar ou ajudar na compreensão do fenômeno (desocupação rural) que emerge nos territórios baianos selecionados, tendo por base a discussão paradigmática do progresso técnico na agricultura brasileira. As conclusões revelam que quanto ao objeto de análise desta tese, a ocupação da mão de obra rural, os modelos de desenvolvimento adotados com base em paradigmas tecnológicos singulares parecem impactar de maneira diferente sobre os níveis de ocupação: mais desocupação no Oeste do estado que no Sertão do São Francisco, e menor índice de desocupação no Território Litoral Sul. Tal como o diagnóstico, as proposições para mitigar o fenômeno são singulares, diferentes. Entendemos, assim, que desenvolvendo uma análise comparativa sobre a diversidade de padrões de crescimento rural na Bahia e suas diferentes alternativas para a mitigação do fenômeno da desocupação em territórios de identidade da Bahia, trouxemos ineditismo a esta pesquisa

    Projeto de nação e formação econômica: é possível encontrar indícios de uma Administração Política nos planos macroeconômicos do Brasil?

    O presente ensaio se preocupou em identificar, no âmbito dos planos macroeconômicos engendrados desde a implantação do modo de produção capitalista no Brasil, indícios da presença da Administração Política no país. Para tanto, realizou-se um resgate histórico do processo de acumulação capitalista desde a era Vargas, denominado de acumulação restringida, passando pelo período da substituição de importações de Juscelino Kubitschek, que marcou a fase da acumulação plena e implantou o centro dinâmico do processo de industrialização - o departamento de bens de consumo capitalista. Por fim, desemboca-se na implantação do departamento de bens de capital na gestão do presidente militar Ernesto Geisel sob o Brasil em Marcha Forçada. Acredita-se que durante o período de 1930 a 1984 houve indícios da consecução de um Projeto de Nação, mas que se perdeu a partir daí em função da força dos preceitos neoliberais cujos alicerces se fundamentam numa ideologia que enaltece apenas a busca pela estabilização (planos de controle da inflação) em detrimento do fortalecimento das relações sociais de produção mediados pelo Estado

Studies have demonstrated that NETs could be responsible for the trapping and elimination of a variety of infectious agents. In order to verify the presence of NETs in American tegumentary leishmaniasis (ATL) and their relationship with the presence of amastigotes we evaluated active cutaneous lesions of 35 patients before treatment by the detection of parasites, neutrophils (neutrophil elastase) and histones through immunohistochemistry and confocal immunofluorescence. Intact neutrophils could be detected in all ATL lesions. NETs were present in 27 patients (median 1.1; range from 0.1 to 23.5/mm2 ) with lesion duration ranging from one to seven months. NETs were in close proximity with neutrophils (r = 0.586; p = 0.0001) and amastigotes (r = 0.710; p = 0.0001). Two patterns of NET formation were detected: small homogeneously distributed networks observed in all lesions; and large structures that could be visualized at a lower magnification in lesions presenting at least 20% of neutrophils. Lesions presenting the larger NET formation showed high parasite detection. A correlation between NET size and the number of intact amastigotes was observed (p=0.02). As we detected an association between NET and amastigotes, our results suggest that neutrophil migration and NET formation could be stimulated and maintained by stimuli derived from the parasite burden/parasite antigen in the extracellular environment. The observation of areas containing only antigens not intermingled with NETs (elastase and histone) suggests that the involvement of these structures in the control of parasite burden is a dynamic process in which the formation of NETs is exhausted with the destruction of the parasites. Since NETs were also associated with granulomas, this trapping would favor the activity of macrophages in order to control the parasite burden
