    Landscape dynamics analysis in Iasi Metropolitan Area (Romania) using remote sensing data

    The present paper focuses on the observation and quantification of land cover changes in Iasi Metropolitan Area during 1993-2009. The analysis is centered upon the built-up space dynamics and includes the detection of its extension directions and the measurement of its structural changes by landscape metrics. In order to obtain the land cover data, some remote sensing images were processed by supervised classification and Normalized Difference Vegetation Index (NDVI). In the end of the study, a synthetic statistical analysis of the change dynamics is performed at commune level, in order to compare the administrative units by the intensity of land cover dynamics

    Les territoires postsocialistes se retrouvent bouleversés de façon presque simultanée, par le passage à l'économie de marché ainsi que par la concurrence interterritoriale induite par le paradigme de la mondialisation, les deux sous un régime de transition postsocialiste, avec son héritage spécifique. La présente recherche s'intéresse aux trajectoires de résilience économique de trois métropoles régionales roumaines face à ces défis. Par ces trajectoires de résilience, nous entendons une synergie qui apparaît entre la résilience-résultat (la forme de la résilience atteinte) et le processus qui y contribue (les décisions clés des acteurs locaux). La thèse défendue dans le présent travail est qu'au sein d'un même paradigme (celui de la mondialisation) et d'un même régime (le même pays post socialiste, en transition), on peut avoir des trajectoires différentes de résilience des métropoles régionales. Compte tenu de la complexité de la problématique étudiée, une approche qui s'appuie sur la combinaison de trois cadres théoriques - la théorie de la résilience, la théorie évolutionnaire et la théorie de la gouvernance - a été retenue. La méthode principale utilisée est celle de l'étude de cas, basée sur des entretiens et sur d'autres sources (documents, articles de presse, rapports, données statistiques) qui ont été croisées afin de retracer au plus près les sentiers de résilience des cas étudiés. Un nombre total de 37 entretiens ont été faits dans les trois villes, visant quatre catégories d'acteurs ayant un rôle important dans la résilience économique du territoire : administrations locales, entreprises, universités, autres acteurs (chambres de commerce, clusters, cabinets de conseil, ONG, etc.). Les résultats de la recherche mettent en évidence des différences à la fois en termes de résilience-résultat (restructuration, attractivité) et du processus de résilience (généré par l'action des acteurs qui diffère en termes de types d'acteurs impliqués, de formes de coopération et de coordination, de rapidité d'action, de stratégies privilégiées et de positionnement par rapport aux autres échelles spatiales). Sur un plan général, nous remarquons un gradient ouest-est dans la vitesse de transformation post socialiste. Les structures héritées jouent un rôle très important pour expliquer certaines différences de rythme d'adaptation, au moins au début de la période de transition. Dans le même temps, chaque ville génère ses propres systèmes de gouvernance, à son rythme.The post-socialist territories find themselves disrupted almost simultaneously by the transition to the market economy as well as by the inter-territorial competition induced by the paradigm of globalization, both under a regime of the post-socialist transition, with its specific heritage. This research examines the trajectories of economic resilience of three Romanian regional metropolises in the face of these challenges. These resilience trajectories represent a synergy between the outcome-resilience and the process that contributes to it (the key decisions of local actors). The thesis defended through this work is that within the same paradigm (that of globalization) and the same regime (the same post-socialist country, in transition), we can have different trajectories of resilience of regional metropolises. Given the complexity of the problem studied, an approach that relies on three theoretical frameworks - resilience theory, evolutionary theory and governance theory - was chosen. The main method used is that of the case study, based on interviews and other sources (documents, press articles, reports, statistical data) which have been developed in order to allow the process of tracing the path. A total of 37 interviews were carried out in the three cities, targeting four categories of actors having an important role in the economic resilience of the territory : local administrations, companies, universities, other actors (chambers of commerce, clusters, consulting firms, NGOs, etc.).The results of the research highlight differences in terms of the outcome-resilience (restructuring, attractiveness) and of the resilience-process (generated by the action of the actors which differs in terms of the types of actors involved, forms of cooperation and coordination, speed of action, privileged strategies and positioning in relation to other spatial scales). In general, we notice a west-east gradient in the rate of post-socialist transformation. The inherited structures play a very important role in explaining some differences in rhythm, at least at the beginning of the transition period.     The Perspectives of a Sustainable Tourism Development in Barnova Village

    The present paper synthesizes the tendencies of the tourist phenomenon in Bârnova Village, focused on progress from a disorganized and unsystematized form of tourism, to an organized one, based on education and specific infrastructure. This evolution is supported by the village atractiveness index of 2,79 on a scale of 1 to 4 and by the tourists increased interest, as well as by the local inhabitants’ enthusiasm, which came as a conclusion of our questionnaires. In order to improve the conditions for tourist development, it is absolutely necessary to take 4 types of measures: the modernization of infrastructure, reconstruction of tourist sights, preservation of natural resources and the construction of new facilities.     MEASURING DISTRIBUTION AND DERIVED INEQUALITIES IN ACCESSING URBAN GREEN SPACES WITHIN IAȘI CITY (ROMANIA)

    The present study aims to identify inequalities concerning accessibility to urban green spaces within Iași city. In order to reach this purpose, the used methodology included walking time distance-based indicators, as well as demographic-load based indicators. The accessibility was assessed by means of Closest Facility and Service Area tools in ArcGIS for Desktop 10.1, while the demographic load was calculated by different specific indicators, based on the total area, pedestrian area and the number of benches for each urban green space. The results highlighted a great deficit in parks for the Iași city, as 25 % of the population is located at more than 12 minutes walking time distance from an urban green space and, at the same time, according to the calculated optimal demographic load, only 5% of the city population can be hosted by the existent parks. These mean values also contain important disparities, as the central and northern part of the city is by far more advantaged than the peripheral neighborhoods

    DOES GEOGRAPHICAL LOCATION MATTER? ASSESSING SPATIAL PATTERNS IN PERCEIVED QUALITY OF LIFE IN EUROPEAN CITIES

    The Quality of Urban Life is one of the most important issues of the present policies, being highly researched. The spatial dimension of this concept is still a major challenge for both researchers and policy makers as it was not enough explored and applied. Therefore, the present paper aims to create a more in-depth image on the Quality of Urban Life in Europe, by detecting and explaining the spatial differences in relation to their territorial context. Spatial statistics applied on Urban Audit Data is employed to create a typology of European cities, to identify spatial outliers by using spatial autocorrelation and to map the regional differences in the relationship between different domains of the Quality of Urban Life. Our results bring to light both some clear regional patterns in perception on the Quality of Urban Life and some particular cases - outliers – which require special attention when developing different planning policies. The present research identifies a dominant West-East and North-South gradient, strengthening the idea that QoUL- which has a wide spatial variation- is highly influenced by the geographical location. Hence, the study not only creates a general in depth diagnosis on the Quality of Urban Life in Europe, but also proposes a methodological framework for researching perceptions from a spatial point of view
