Measurement of corruption
Measures of corruption started to emerge in the 1990s, as interest shifted to the study of its determinants and consequences using quantitative methods, also with the aim of addressing the public demand to curb it. The most popular measures are based on perceptions of the degree of corruption and, as such, are subjective. Other approaches have an objective character, in the sense that they are based on hard data of some type—such as judicial statistics, recorded prices of public purchases, or other characteristics emerging from large datasets of publicly procured goods and services. Overall, the available measures have their respective shortcomings. They reflect a narrow view of corruption which tends to coincide with bribes. Measures of broader definitions of corruption, such as forms of “legal corruption”, are almost absent

Barómetro da Corrupção. https://ffms.pt/pt-pt/estudos/barometros/barometro-da-corrupcaoO Barómetro da Corrupção teve por objetivo proporcionar um retrato social da corrupção em Portugal e fomentar uma discussão informada sobre a importância das perceções e atitudes face à corrupção em democracia.
Este estudo de opinião foi realizado pela DOMP, S.A. para a Fundação Francisco Manuel dos Santos (FFMS), com base num inquérito apresentado a uma amostra representativa da população portuguesa, por quotas cruzadas de sexo, faixa etária e região de Portugal continental (NUTS II). O estudo insere-se na série de barómetros quadrimestrais da FFMS, através dos quais se pretende auscultar a população portuguesa.
O questionário foi desenhado e desenvolvido sob a coordenação de Luís de Sousa e Susana Coroado, com o contributo de Carlos Jalali, João Tiago Gaspar e Inês Renda, da FFMS, bem como de Patrício Costa e Daniela Monteiro, da DOMP. A análise dos dados contou ainda com a colaboração de Felippe Clemente.
O universo do estudo é composto pelos residentes em Portugal continental, com 18 ou mais anos, falantes de língua portuguesa, com telefone da rede fixa ou acesso à internet. O trabalho de campo decorreu apenas em Portugal continental, entre os dias 25 de março e 22 de abril de 2024, tendo sido recolhidas 1101 entrevistas completas e validadas, das quais 626 através de inquérito online (CAWI; 57% da amostra) e 475 através de chamada telefónica (CATI; 43% da amostra), correspondendo a um erro máximo amostral de 3% (para um nível de confiança de 95%).
Das 1101 pessoas que responderam ao Barómetro da Corrupção, 52% são do sexo feminino e 48% do sexo masculino, com a seguinte distribuição por grupos etários: 18-34 anos (21,1%), 35-54 anos (33,4%), 55 e mais anos (45,5%).info:eu-repo/semantics/publishedVersio
Does formal independence of regulators change? Evidence from Portuguese agencies
The rise of the regulatory state has led to the global diffusion of independent regulatory agencies (IRAs). IRAs are the result of the tension between the functional demands of regulatory capitalism and the need of politicians to control policies. Their life cycles have not been linear. Their legal statuses have changed over time, affecting their degrees of independence. This article revisits Gilardi's formal independence index, makes an in-depth diachronic and cross-sectorial analysis of 11 regulatory bodies in Portugal, and searches for explanations for the observed variations. It concludes that the formal independence of IRAs tends to increase due to external pressure and the need of governments to project credible commitment, but principals only grant as much independence as they see fit to satisfy those (external) demands (for change).info:eu-repo/semantics/publishedVersio
Búsqueda y construcción identitaria en la poesía de Susana March
[spa]El objetivo principal del presente trabajo es ahondar en la obra poética de Susana March
como autora inscrita en la poesía de posguerra. Para ello se trabaja en uno de los aspectos claves en
la literatura femenina de la época y así también en nuestra autora: la búsqueda y construcción
identitaria, presente a lo largo de toda su producción literaria. Susana March estructura su poética a
través de un hilo conductor que camina sobre la historia de un sujeto femenino que nos relata todo
su proceso vivencial entrelazado libro a libro, desde la niñez, pasando por los años de juventud,
seguidos de la madurez, hasta alcanzar la vejez. Se crea así una historia solícitamente construida
desde el principio hasta el final, en la que se da una estrecha relación entre autobiografía e
identidad, es decir, entre la impronta autobiográfica de Susana March y todo el proceso de búsqueda
identitaria que caracteriza enormemente su poesía.[cat]L'objectiu principal del present treball és aprofundir en l'obra poètica de Susana March com a autora
inscrita en la poesia de postguerra. En aquest sentit, es treballa un dels aspectes claus en la literatura
femenina de l'època i així també en la nostra autora: la recerca i la construcció identitària, present al
llarg de tota la seva producció literària. Susana March estructura la seva poètica a través d'un fil
conductor que camina sobre la història d'un subjecte femení que ens relata tot el seu procés
vivencial entrellaçant llibre a llibre, des de la infantesa, passant pels anys de joventut i la maduresa,
fins a arribar a la vellesa. Crea així una història construïda des del principi fins al final, en la qual és
implícita una estreta relació entre autobiografia i identitat, és a dir, entre l'empremta autobiogràfica
de Susana March i tot el procés de recerca identitària que caracteritza enormement la seva poesia.[eng]The main objective of the this thesis is to delve into the poetic work of Susana March as an author
inscribed in spanish postwar poetry. With this purpose we'll work on one of the key aspects in the
feminine literature of the time and also in our author: the search and identity construction
throughout all her literary production. Susana March structures her poetics through a thread that
walks on the history of a female subject which tells us all her experiential process book by book,
from childhood, through the years of youth, followed by maturity, until the old age. A wellconstructed
story from the beginning to the end is thus created, in which there is a close relationship
between autobiography and identity, or in other words, between the autobiographical imprint of

The rise of the regulatory state (Levi-Faur 2005) led to the global diffusion of independent regulatory agencies – IRAs – (Jordana et al. 2018) which are expected to operate at arm's length from politicians and the regulated businesses (Majone 1997; Thatcher 2002). Diffused across different geographies, sectors, varieties of capitalism, and administrative and political traditions, IRAs became an institutional norm of regulation. However, several crises have questioned their performance and raised concerns over industry capture and politicization (Lodge and Mennicken 2014). This thesis tackles these issues through five questions: i) To what extent are IRAs shielded from capture at the de jure and de facto levels? ii) Have IRAs experienced any changes in independence over the years? iii) In which direction has institutional change moved? iv) Which inputs have contributed to that change? v) Are there sectors that are more likely to be captured than others?
The thesis adopts a cross-sectorial and diachronic with-in case study approach, in seeking to understand how eleven Portuguese IRAs in key economic sectors evolved overtime on what concerns their legal and de facto independence vis-à-vis the external stakeholders. Empirically, the study finds that the agencies are subject to a variety of political and industry influences that are exerted through different forms. At the formal level, the regulatory state as a whole and the IRAs, in particular, have shown inconsistencies and shortcomings that can render them fragile. Moreover, the successive legal reforms suggest that agencies continue to show credibility problems, but also that politicians keep safeguarding control mechanisms. At the de facto level, the politicization and industry capture are observable and measurable through the intensity of the revolving door, particularly in the financial and the utilities agencies

questão ainda nem sequer chegou ao debate público. A construção e obras públicas, o setor financeiro e da energia foram identificados como aqueles em que práticas de lóbi duvidosas ocorrem com
mais frequência.A palavra lóbi tem várias conotações, variando consoante o interlocutor. Para o público em geral, o lóbi continua a ser um mistério e assume uma conotação muito negativa. A indústria do lóbi e da
