    Religion, Nationalism and Foreign Policy: Discursive Construction of New Turkey's Identity

    This book provides a critical discussion on how different discourses of nationalism in the Turkish media construct contested concepts of New Turkey's identity, which has great importance for mapping modern Turkey's place in the world of nations. Drawing on a Discourse-Historical Approach, the author analyses different discourses on Turkish national identity and foreign policy in Turkish media in the second term of the AKP government from 2007 to 2011, which was the period of consolidation of Muslim conservative nationalism in both internal and external relations. By using three case studies, including the Presidential elections in 2007, the launch of Kurdish Initiative in 2009, and the debate of axis shift in Western orientation of Turkish Foreign Policy in 2010, the book argues that not only has AKP's Muslim nationalism reconstructed new Turkish foreign policy, but also new Turkish foreign policy discourse has reconstructed Turkish nation's Muslim identity and reinforced Muslim nationalism. © Filiz Coban Oran, 2022

    Energy-Aware Optimization for Off-Grid ORAN with RIS and Edge Computing

    Data Availability Statement: The data supporting the findings of this study are simulation data generated within a MATLAB experimental environment. These data do not originate from real-world measurements. The simulation data are available from the corresponding author upon reasonable request for research and verification purposes.This paper proposes a strategy for designing Open Radio Access Networks (ORAN) to maximise their energy efficiency using solar power, supplemented by Reconfigurable Intelligent Surfaces (RIS) and Mobile Edge Computing (MEC). Because grid power is not always available where these ORAN systems are built, our approach manages the difficulties created by dynamic energy and timing issues found in isolated environments. The approach concentrates on allocating energy to all transmitters, CPU speed and RIS phases in real time, subject to strict rules on power use, latency issues and heat. The primal-dual algorithm we propose reacts to queue and energy changes to update the dual variables and control policies without access to every channel parameter. Our combined (composite) cost function measures energy use, delays encountered by users, reliability of the SINR and fairness. Results from the simulation indicate that using the proposed method lowers energy usage by 25% and average delay by 18%, outperforming baseline models under varying solar and traffic patterns. Robustness is further validated through sensitivity and ablation analyses. This work demonstrates the feasibility of deploying sustainable, intelligent ORAN infrastructures in remote 6G scenarios where conventional power and connectivity are unavailable.This work was partially supported by Brunel University of London

    Dans cette réflexion autour de la nouvelle « La Fièvre dans des yeux d’enfant » du recueil Oran, langue morte d’Assia Djebar, nous montrons qu’il s’agit encore et toujours pour l’auteure d’entrelacer désir amoureux et engagement politique. Nous avons donc cherché à comprendre ce qu’il en est de l’amour et du désir d’Isma pour son mari Ali et son amant Omar, confrontés à son engagement pour la cause des femmes menacées par les intégristes. Nous aboutissons à la conclusion que pour la romancière l’engagement n’est compatible ni avec l’amour au sein du couple, ni avec la relation érotique ; d’où le destin tragique du personnage féminin ici représenté par Assia Djebar.In this reflection on the short story : “La fièvre dans les yeux d’enfant” from AssiaDjebar’s collection Oran, langue morte, we show that the author is still interweaving loving desire and political commitment. So we tried to understand Isma’s love and desire for her husband Ali and her lover Omar, faced with her commitment to the cause of women threatened by the fundamentalists. We have reached the conclusion that to the novelist, commitment is neither consistent with love between the couple nor with the erotic relationship ; hence the tragic fate of the female character here represented by AssiaDjebar

Araştırmada öğretmenlerin dönüşümsel önderlik davranışına ilişkin algı ve beklentileri arasındaki fark ve kişisel özelliklerin algı ve beklentiler üzerindeki etkisi araştırılmıştır. Araştırmada betimsel yöntem kullanılmıştır. Veri toplama aracı olarak, Bass ve Avolio'nun çok faktörlü liderlik ölçeğinden(Multifactor Leadership Questioner), Liderlik uygulamaları ölçeğinden (LPI), ve Hollanda okullarında geniş gelişme çabalarını değerlendirme amacıyla geliştirilen anketlerden alınan soruların bir araya getirilmesi ile oluşturulan dönüşümsel önderlik anketi kullanılmıştır. Araştırma verileri 2001-2002 eğitim öğretim yılında Edirne ili merkeze bağlı ilköğretim ve orta öğretim okullarında görevli öğretmenlere uygulanarak elde edilmiştir. Ölçek yoluyla elde edilen veriler istatistiksel olarak "tek yönlü varyans analizi", tukey testi, faktör analizi yöntemleri ile bilgisayarda SPSS 10.0 paket programı kullanılarak analiz edilmiştir. Araştırmada elde edilen bulgular aşağıdaki gibi özetlenebilir. Bass ve Avolio tarafında dört ayrı boyut olarak ele alınan dönüşümsel önderlik Türkiye deki ilköğretim ve orta öğretim okullarında görev yapmakta olan öğretmenler tarafından üç boyut olarak algılanmıştır. Öğretmenler dönüşümsel önderliğin ilham verici motivasyon ve ideal etki boyutlarını tek boyut, zihinsel teşvik ve bireysel ilgi boyutlarını tek boyut, ve buna ek olarak sadece okul amaçlarına yönelik olan güdüleyici davranışları da ayrı bir boyut olarak algılamışlardır. Ayrıca öğretmenlerin kişisel özelliklerinin dönüşümsel önderlik davranışları üzerindeki etkisi incelendiğinde hizmet sürelerinin ve eğitim durumlarının bu davranışları algılama üzerinde etkisi olduğu ortaya çıkmıştır. Author: Necibe Oran ABSTRACT The purpose of the study is to investigate teachers' perceptions and expectations of primary and secondary school principals' transformational leadership practices. This study also aims to demonstrate whether or not there are difference between perceptions and expectetions of teachers, and there are any significant relationship between teachers' background and their perceptions and expectetions. Measurement of the study includes questions from multifactor leadership quetionaire, leadership practices inventory, and quetionaire developed for large scale innovation program for schools in Netherlands. The inventory was applied on teachers working at secondary and primary schools located in Edirne. To analyze the data SPSS 10.0 software was used and "Factor Analysis", "Analysis of Variance", and "Tukey Analysis" was employed. Some findings of the study are; dimensions of transformational leadership, that are suggested as separate by Bass and Avolio, are percieved as three dimensions. Teachers did not separate inspirational motivation and idealised influence, intellectual stimulation and individualised consideration. Teachers also percieved the practices that are only include school aims, as one factor. There are significant relationship between teachers' level of education and years as teacher.     Oran, ou la mémoire exhumée (1962, 1994) dans les nouvelles d’Assia Djebar

    C’est à la faveur de mon enquête sur les victimes de l’OAS à Oran, durant la période 1961-1962, que je suis arrivé à m’intéresser de plus près au recueil de nouvelles d’Assia Djebar, « Oran, langue morte ». Romancière et nouvelliste, elle fut la première femme romancière algérienne à avoir intégré Oran comme trame spatiale dans son écriture romanesque. Oran, langue morte, n’est pas à proprement parler une œuvre romanesque, mais un recueil de nouvelles écrites entre les mois d’août et octobre 1996 à Paris : Oran, langue morte, L’attentat et Le corps de Félicie.L’auteure, scénariste et réalisatrice de surcroît, emprunte à l’écriture cinématographique, la technique de l’assemblage des plans en procédant dans son style narratif à des « retours en arrière dans la guerre d’hier », établissant ainsi le lien directement entre les différents protagonistes sur les mêmes lieux et à des époques différentes, la politique de la « terre brûlée » de l’OAS, la journée sanglante du 5 juillet 1962, et les massacres des populations et assassinats des intellectuels par les islamistes (1992-1999).It is owing to my investigation in the OAS victims in Oran, during the period 1961-1962 that i became much interested in the collection of Assia Djebar’s novels, « Oran, langue morte »”, “The Tongue’s Blood Does not Run Dry: Algerian Stories” (the English version). Novelist and short story writer, she was the first Algerian woman novelist to have included Oran as a spatial frame in her romantic writing. “The Tongue’s Blood Does Not Run Dry: Algerian Stories” (Oran, langue morte), is not, properly speaking, a romantic work, but a collection of stories written between August and October 1996 in Paris: Oran, langue morte (The Tongue’s Blood Does not Run Dry, L’attentat (The assassination) and Le corps de Félicie (The corpus of Felicia). The author, script-writer and film director in addition, borrows from film writing, the technique of the assemblage of plans by proceeding in her narrative style to « flashbacks in the war of yesterday », thus, erecting a direct link between the different protagonists on the same spots and at different epochs, the OAS policy of the « burned land », the bloody day of July 5th, 1962, and the massacres of populations and assassinations of intellectuals by Islamist terrorists (1992-1999).Tras mi encuesta sobre las víctimas de la OAS en Orán, durante el período 1961-1962, llegué a interesarme de más cerca a la recopilación de los diarios de Assia Djebar, “Orán, lengua muerta”. Fue la primera mujer argelina novelista quien integró Orán como trama espacial en su escritura novelesca. Orán, lengua muerta, no es realmente una obra novelesca en sí, sino una recopilación de diarios escritos entre los meses de agosto y octubre de 1996 en París : Orán, lengua muerta, el atentado y El cuerpo de Felicia.La autora, guionista y encima directora de cine, presta a la escritura cinematográfica, la técnica de recopilación de los planes procediendo en su estilo narrativo à “vueltas atrás en la guerra de ayer” , estableciendo así el enlace directo entre los diferentes protagonistas sobre los mismos lugares y en épocas diferentes, la política de la “tierra quemada” de la OAS, la jornada sangrienta del 5 de julio de 1962 y las matanzas de las poblaciones y asesinatos de los intelectuales por los islamistas (1992-1999).يعود مبعث اهتمامي بمجموعة القصص القصيرة لآسيا جبار والمعنونة بـ " وهران، لغة ميتة" إلى اشتغالي ببحث حول ضحايا " منظمة الجيش السرّي" بوهران في الفترة الممتدة بين 1961-1962. روائية وقصص قصيرة، كانت جبّار روائية جزائرية أدخلت وهران ككيان فضائي في كتاباتها الروائية.لا يمكن اعتبار"وهران، لغة ميتة" بشكل دقيق بعمل روائيّا، ولكن مجموعة قصص قصيرة كتب بين شهري أوت وأكتوبر 1996 بباريس : وهران، لغة مية (L’attentat et le corps de Félicie)..تقتبس المؤلفة عن ذلك وهي كاتبة سيناريو ومخرجة ، من الكتابة السينماتوغرافية تقنية جمع المشاهد بالقيام من خلال أسلوبها القصصي ب " الرجوع إلى الخلف في حرب البارحة"،واضعة بذلك رابطاً مباشرا بين مختلف "الفاعلين في نفس الاماكن وفي فترات مختلفة : سياسة "الأرض المحروقة" لمنظمة الجيش السرِّي، اليوم الدامي المتمثل في 5 جويلية 1962 ومجازر الأهالي ومقتل المثقفين من طرف (الإسلاميين ) (1992-1999)
