    Foreigners and immigrants in Italy’s penal and administrative detention systems

    The aim of this article is to address the two strictest forms of immigration control in Italy: penal and administrative detention. The first core section of the article discusses key trends in the use of penal detention against foreigners and immigrants, whilst the second and longest core section of the article explores key trends in the administrative detention of irregular migrants. As concerns penal detention, it is shown that the significant growth of Italy’s prison population over time has been because of a rapid rise in the number of foreign prisoners, which has outpaced the decline observed in the number of their Italian counterparts. As regards administrative detention, which was first introduced in Italy in 1998 for irregular migrants who cannot immediately be deported, the article demonstrates that only a proportion of irregular migrants transit through a CIE (Centro di Identificazione e di Espulsione, or Identification and Deportation Centre). This is because of the high selectivity that is exhibited by Italy’s administrative detention system, itself based on a range of considerations, from the availability of beds and the likelihood of repatriation for apprehended migrants to public opinion. The findings of this article also imply that there has been an impressive degree of consistency in the immigration control policies adopted by governments of different party-political orientation

Ma che cosa sappiamo davvero del rapporto di noi italiani con la morte? La temiamo o ne esorcizziamo la presenza incombente? Con quali sentimenti e con quali forme ci prepariamo ad affrontare la fine della vita, nostra e dei nostri cari? Quali sono i gesti e le pratiche che ci accompagnano al trapasso, al commiato, al lutto, alla sepoltura?     Hope and despair: ‘Deviant’ immigrants in Italy

    This article presents the results of research conducted in Milan in 1993 and 1994, collecting life stories among Algerian immigrants involved in petty crimes such as shoplifting and pickpocketing. Against a broad picture of the presence of crime among foreigners in Italy based on official sources, the article reconstructs the social and familial contexts of the immigrants interviewed, analyzes the ways they arrived and settled, and why they chose to come to Italy. Two main patterns of immigration emerge. The first is that of young people who, using social migratory chains, arrived in Italy in the late 1980s, mainly because opportunities in their own country appeared to be blocked. The second consists of older people who emigrated from Algeria at the time of decolonization, and arrived in Italy because they were marginalized from established migratory chains or because alternative migration plans failed. © 1997 Routledge

    Oggi oltre due milioni e mezzo di famiglie italiane hanno in casa assistenti familiari (le cosiddette "badanti"), colf, baby-sitter. Ma la novità più vistosa, rispetto al passato, sta nel fatto che questo personale di servizio è costituito in misura crescente da stranieri, e in particolare da straniere: quella che era chiamata semplicemente "la donna" è diventata "la filippina" o "l'ucraina". Un cambiamento largamente inesplorato. Basato su estese ricerche condotte negli ultimi anni da un team di studiosi che hanno intrecciato approcci disciplinari diversi, e su un ricchissimo archivio di oltre seicento lunghe storie di vita raccontate da lavoratrici e lavoratori stranieri, questo volume ne ricostruisce i percorsi migratori, i canali di integrazione, le esperienze lavorative, le relazioni domestiche all'interno delle nostre case.     Mortalità e cause di morte degli stranieri in Italia (1997-2002)

    This paper aims to examine disparities in mortality rates between immigrants and Italians as well as between migrant groups residing in the host society and those residing in their homeland. Not only do we attempt to identify the existence in Italy of an advantage of immigrants’ mortality rates, but we also analyze the advantage taking into account the causes of deaths. Standardized Mortality Ratios (SMR) are used to calculate and compare data. Italian data is retrieved from the National Institute of Statistics of Italy (Istat). The dataset contains the total number of deaths in Italy between 1997 and 2002 (N > 5 milions, by nationality, sex, age, cause according to ICD9). Data on deaths of immigrants residing in their homeland is retrieved from the World Health Organization. We choose to use the numbers of residence permits granted in Italy during the period 1997-2002 as proxy of immigrants’ population in Italy. Our main result is the identification of lower mortality rates of some immigrant nationalities than those of Italians. The advantage is reliable even when we observe mortality rates of compatriots residing in the country of origin. However, the extent of this advantage varies depending on the causes of death. The advantage is low when factors related to the context of arrival are at work, as it is the case of cancer, traumatisms, poisoning or violent deaths. These results are consistent with previous findings from immigrants’ physical and mental health researches. In particular, our findings seem to confirm the healthy migrant theory which explains this phenomenon as the result of immigrant selectivity. On one hand these findings highlight the utility of analyzing mortality rates of immigrants taking into account the causes of deaths and the homeland context. On the other hand they show that further research and sounder methods are needed to a better understanding of the factors that explain the identified difference
