In addition to this the aim was to examine how social workers and officials working within these two forms of organizations experience discretion. Furthermore, a goal of this paper was also to examine if the social workers felt that any of these two organizational forms had any impact on the workload and how that in such case manifested. The study was conducted through a qualitative research method. Six social workers and officials were interviewed for the study. The results from the study demonstrated that the employees in the integrated organization had more general work tasks and that those in the specialized organization had their tasks divided on different units that were more specialized. Findings also showed that employees in each municipality interpret discretion differently. The social workers from the integrated organization interpreted discretion in terms of being able to affect their client’s case. The social workers from the specialized organization, on the other hand, defined discretion as being able to influence their own daily work tasks. Conclusively, the study showed that workload exists in both municipalities and that it was manageable in each of the municipalities, the workload was however higher in the specialized one but it was no burden on the employees in neither the specialized nor the integrated.     Woman Artist–Whore Model: Why Is The Archetypal Story of “The Red Shoes” (Still) Controversial

    The essay takes up the assumption about the tenacity of the archetypal motif of red shoes and its artistic and theoretical reworking, which highlights patriarchal presumptions of a culture aggressively cutting women down to fit the size of their social roles or, conversely, promotes its subversive potential as a site of feminist awakening, leading towards a space of freedom, nurturance of one’s own identity, and towards realizing one’s right to artistic creation and autonomy. Contrary to prevailing interpretations, which include patriarchal stereotypes of rebellion of a girl/woman against the entrenched order and hierarchy, punctuated by punishment in the film version of the red shoes story or in Hans Christian Andersen’s fairy tale, several artistic articulations with feminist undercurrents by artists such as Kate Bush, Anne Sexton, Amy Lowel and Rosemary Sullivan have been presented here. The artistic reworking of this motif by the aforementioned women artists always points to a dynamic need of women to analyze and question what relates to their existence. Our task in analyzing Andersen’s fairy tale “The Red Shoes”, the most famous variant of the motif, will be to uncover the mechanisms of managing women and inducing desired behaviour, which is metaphorically rendered by way of a complex theoretical notion of women’s authorship. The correlation of these motifs has been observed through the binary docility/ punishment and at the axis of creating figures: docile girl/ domestic angel and rebellious girl/ woman author– whore. Deconstructing the motif of the red shoes through the parallel with female creativity indicates the challenges faced by the woman artist and the need to constantly oppose oppressive cultural discourses sustaining and buttressing misogynist attack on woman’s need for articulation and autonomy

    Turizam u Bosni i Hercegovini je industrija koja je još uvijek u niskoj fazi razvoja. Iako statistički pokazatelji ukazuju na kontinuirani porast broja turista kako u Bosni i Hercegovini, tako i u Federaciji BiH, potrebno je razmotriti i identificirati ključne razvojne čimbenike za ovo područje. Predmet ovog rada je utvrditi važne čimbenike u razvoju turizma. Cilj je ovog rada empirijskim istraživanjem analizirati i predstaviti odlučujuće čimbenike na temelju kojih će se predstaviti model razvoja turističke destinacije. Na temelju postavljenog cilja i predmeta istraživanja, autor će u ovom radu empirijskim istraživanjem i dobivenim rezultatima otkriti ključne čimbenike koji će biti temeljna osnova za model razvoja turizma. U radu se koriste metode analize, sinteze, opisa, kompilacije i usporedbe, kao i metode dokazivanja, što je realizirano u procesu empirijskog istraživanja pomoću upitnika. U analizi i obradi podataka koristit će se statistički program za obradu podataka SPSS 20.Tourism in Bosnia and Herzegovina is an industry that is still at a low stage of development. Although statistical indicators indicate a continuous increase in the number of tourists both in Bosnia and Herzegovina and in the Federation of BiH, it is necessary to consider and identify key development factors for this area. The subject of this paper is to identify important factors in the development of tourism. The aim of this paper is to analyze and present the decisive factors on the basis of which the model of tourist destination development will be presented through empirical research. Based on the set goal and subject of research, the author will in this paper through empirical research and the results obtained to reveal the key factors that will be the fundamental basis for the model of tourism development. The paper uses methods of analysis, synthesis, description, compilation and comparison, as well as methods of proof, which was realized in the process of empirical research using questionnaires. In the analysis and data processing, the statistical program for data processing SPSS 20 will be used

    The topic of the essay is the interpretation of the interdependent relationship between a father and a daughter and its consequences on the emotional life of the grown daughter (woman) in the novel The Daughter of the East (2012) by the Spanish author Clara Usón. A methodological framework was created which includes different theories of textual analysis intersecting with the feminist unlocking of the social context giving rise to familiar relations, as well as dynamic, individual choices of the heroine Ana. Taking into consideration that the focus is placed on the patriarchal character of a nuclear family, the article will first consider the literary means of construction of a dependent relationship and an unhealthy love between a daughter and a father. Their relationship is integral for the conception of the novel because it obstructs the heroine’s independence, blocks the creation of antipatriarchal views on love, initiates wrong choices, romanticizes male-female relationships and, finally, undermines the heroine’s capacity of finding and maintaining a healthy relationship. The feminist intervention in the classical psychoanalytical term Electra’s complex uncovers a powerful role of the father and the status of the girl (woman) in a familial or social hierarchy. Based on her relationship with her father, Ana, as a grown woman, forms ideas about love and emotional and erotic relationships with men. Imbued with the vital emotion of the love between a parent and offspring, the understanding of the relationship complicates the interpretation through the prism of the role of the eternal girl who seeks a multifacetedly problematic ideal of love. The role of the heroine, coded by the novel, is revealed in the aspects of general submission and the aim to satisfy her father’s demands, as well as a secret destructive testing of an erotic encounter with an inadequate partner

    LEGAL CONCEPT OF UNLAWFUL EVIDENCE IN CRIMINAL PROCEDURES INBOSNIA AND HERZEGOVINA WITH REFERENCE TO COMPARATIVE LAW

    U radu se razmatra institut nezakonitih dokaza u krivičnom zakonodavstvu u Bosni i Hercegovini s teorijskog, zakonskog i praktičnog aspekta. Nakon teorijskog obrazlaganja pojma „nezakonitih dokaza“, analiziraju se pozitivnopravne odredbe o nezakonitim dokazima u zakonima o krivičnim postupcima u Bosni i Hercegovini, te pravne posljedice njihove upotrebe uz uporednu analizu instituta nezakonitih dokaza u najznačajnijim pravnim sistemima evropsko-kontinentalnog sistema i anglosaksonskog pravnog kruga (SAD). U radu se ukazuje i na dva najznačajnija teorijska i uporedna sistema izdvajanja nezakonitih dokaza – apsolutni i relativni sistem izdvajanja nezakonitih dokaza. U zadnjem poglavlju rada dat je opsežan pregled prakse Evropskog suda za ljudska prava i prakse Ustavnog suda Bosne i Hercegovine po pitanju nezakonitih dokaza. Normativnom analizom domaćih pravnih normi na kojima je utemeljen institut nezakonitih dokaza, uz utvrđivanje njihovog tačnog značenja i smisla, te paralelnim kompariranjem sa uporednim sistemima uz osvrt na dosadašnju sudsku praksu po pitanju pravnih posljedica upotrebe nezakonitih dokaza u krivičnom postupku, autorica zaključno, a što je i cilj rada, iznosi svoj stav i ukazuje na nužnost promjene zakonske regulative kada je u pitanju apsolutni oblik izdvajanja nezakonitih dokaza i normiranje tzv. relativnog izdvajanja koje se temelji na razmjernosti, što je u skladu i sa dominantnim kretanjima u razvoju ovog instituta u uporednom pravu.The paper discusses the legal concept of unlawful evidence in criminal legislation in Bosnia and Herzegovina from a theoretical, legal and practical aspect. After the theoretical explanation of the notion of "unlawful evidence", the positive legal provision on unlawful evidence in criminal proceedings in Bosnia and Herzegovina and the legal consequences of their use are analyzed with a comparative analysis of the legal concept in the most important legal systems of the European continental system and the Anglo-saxon legal circle (USA). The paper further points to the two most significant theoretical and comparative system for the exclusion of unlawful evidence - the absolute and the relative system of exclusion of unlawful evidence. In the last chapter, there is a comprehensive overview of the jurisprudence of the European Court of Human Rights and the Constitutional Court of Bosnia and Herzegovina on the issue of illegal evidence. By normative analysis of domestic legal norms on which the institute of unlawful evidence was founded, in establishing their exact meaning and sense, and by parallel comparison with comparative systems, with reference to the current court practice regarding the legal consequences of the use of unlawful evidence in criminal proceedings, the author ultimately - which is the aim of the paper, expresses its position and points to the necessity of changing the legislation when it comes to the absolute form of exclusion of unlawful evidence and standardizing the so-called relative exclusion based on proportionality, which is in line with the dominant trends in the development of this institute in comparative law

    End-to-end learning from spectrum data : a deep learning approach for wireless signal identification in spectrum monitoring applications

    This paper presents end-to-end learning from spectrum data an umbrella term for new sophisticated wireless signal identification approaches in spectrum monitoring applications based on deep neural networks. End-to-end learning allows to: 1) automatically learn features directly from simple wireless signal representations, without requiring design of hand-crafted expert features like higher order cyclic moments and 2) train wireless signal classifiers in one end-to-end step which eliminates the need for complex multi-stage machine learning processing pipelines. The purpose of this paper is to present the conceptual framework of end-to-end learning for spectrum monitoring and systematically introduce a generic methodology to easily design and implement wireless signal classifiers. Furthermore, we investigate the importance of the choice of wireless data representation to various spectrum monitoring tasks. In particular, two case studies are elaborated: 1) modulation recognition and 2) wireless technology interference detection. For each case study three convolutional neural networks are evaluated for the following wireless signal representations: temporal IQ data, the amplitude/phase representation, and the frequency domain representation. From our analysis, we prove that the wireless data representation impacts the accuracy depending on the specifics and similarities of the wireless signals that need to be differentiated, with different data representations resulting in accuracy variations of up to 29%. Experimental results show that using the amplitude/phase representation for recognizing modulation formats can lead to performance improvements up to 2% and 12% for medium to high SNR compared to IQ and frequency domain data, respectively. For the task of detecting interference, frequency domain representation outperformed amplitude/phase and IQ data representation up to 20%

    A survey on machine learning-based performance improvement of wireless networks: PHY, MAC and network layer

    This paper presents a systematic and comprehensive survey that reviews the latest research efforts focused on machine learning (ML) based performance improvement of wireless networks, while considering all layers of the protocol stack: PHY,MAC and network. First, the related work and paper contributions are discussed, followed by providing the necessary background on data-driven approaches and machine learning to help non-machine learning experts understand all discussed techniques. Then, a comprehensive review is presented on works employing ML-based approaches to optimize the wireless communication parameters settings to achieve improved network quality-ofservice (QoS) and quality-of-experience (QoE).We first categorize these works into: radio analysis, MAC analysis and network prediction approaches, followed by subcategories within each.     Clustering as an Organizational Response to Capital Market Inefficiency: Evidence from Microenterprises in Ethiopia

    Absence of a well-developed capital market has been listed as a key obstacle to industrialization in developing countries in the development literature. In this paper, we show that industrial clusters, through specialization and division of labor, can ease the financial constraints of microenterprises even in the absence of a well-functioning capital market. By using data from more than 17,000 microenterprises in four sectors and four regions of Ethiopia, we find that clustering lowers capital entry barrier by reducing the initial investment required to start a business. This effect is found to be significantly larger for microenterprises investing in districts with high capital market inefficiency, indicating the importance of clustering as an organizational response to a credit constrained environment. The findings highlight the importance of cluster-based industrial activities as an alternative method of propagating industrialization when local conditions do not allow easy access to credit
