As part of its 1999-2000 work programme, the OECD Programme on Institutional\ud Management in Higher Education (IMHE) identified as a priority a project to\ud provide institutions with a range of information on the management implications\ud of changing student expectations. The impetus for this came, in part, from a series\ud of reports, including the OECD’s Redefining Tertiary Education, which highlighted the\ud growing pressures on institutions to respond more effectively to an increasingly\ud diverse and demanding student body, while in many cases simultaneously coping\ud with increasing resource constraints. The project was managed by Professor Peter\ud Coaldrake and Dr Lawrence Stedman, of the Queensland University of Technology,\ud who also edited the papers in this publication..

The discussion paper released by the Review of Higher Education Financing and Policy (West Review) touches on some important issues for Australian higher education, notably the status and quality of teaching and the potential effect of information technology. However, its weaknesses lie in a failure to address the interrelationship between research and teaching; a simplistic view of the potential for information technology to drive down costs; and little consideration of ways in which the university sector is coping with change
