    The author presents some data and estimates about incidence, mortality and prevalence of the oncological diseases, in Italy and around the World, focusing on gender differences and those between countries with different levels of development. After some remarks on the economic and social costs of this plague of our time, are reviewed, along with the biological ones, lifestyles and environmental factors that contribute to the onset of the disease and explain the insistence of the institutions on the fundamental role of prevention. Media campaigns promoted for this purpose are partially effective, because are object of antagonistic pushes of deep-rooted social norms, habits and addictions, marketing and other powerful factors. The author reports some data, representative of economic and political interests tied to the rootedness of behaviors and environmental risk factors that suggest to carefully consider, in addition to the individual level, the structural determinants to be tackled for effective prevention of cancer

    The aim of this article is to shed light on those processual dimensions of change where to focus public policy analysis and evaluation. The article concerns the evaluation of the policies for the social and labor inclusion of people with psychiatric disorder, an area of intersectoral action that requires the integration of health, social, educational and work policies and the collaboration of the private companies and the Third Sector. After recalling some key reference concepts and have presented some results of the evaluative research activities carried out in the framework of a project funded in this area by the European Social Fund, the Author proposes the reconstruction of a program theory for the evaluation of such interventions

    In this contribution, the Author intends to take stock of the situation regarding the main Italian public institutions which have assumed a leading role in the evaluation of public policies, with particular regard to the evaluation of the public administration, the evaluation of the education and training system, the evaluation of universities and research, the analysis and evaluation of labor policies and social policies, the evaluation of development cooperation initiatives, the evaluation of cohesion policies, the evaluation of agricultural policies. For each of these areas the public institutions of reference are identified, the role covered is outlined and the main activities carried out within the framework of the functions assigned to them are described. The purpose of the essay is to provide a general overview: the sources reported can be used for appropriate insights

    L’inserimento socio-lavorativo di persone con disturbo psichiatrico è un ambito di intervento intersettoriale che richiede l’integrazione delle politiche sanitarie, sociali, formative e del lavoro e la collaborazione del mondo aziendale e del terzo settore. Ne è un esempio il progetto “Mente-al-Lavoro” della Regione Liguria.     Nel saggio si riflette su come la co-programmazione e la co-progettazione introdotte dall’articolo 55 del Codice del Terzo settore implichino il passaggio da un paradigma competitivo ad un paradigma collaborativo, interrogandosi poi sui riflessi di questo mutamento di paradigma sui processi di valutazione che alimentano il policy making. A tale riguardo, sono presi in considerazione gli effetti sui ruoli di committente, valutatore e soggetto valutato e sulle loro relazioni reciproche: pur nella riduzione della distanza tra tali soggetti, e nella sfumatura di confini che può derivare da un dialogo continuo e da un confronto costruttivo, resta importante la distinzione dei ruoli in un processo valutativo partecipato. È poi fondamentale che, almeno nella valutazione, al centro del triangolo committente, valutatore e soggetto valutato possano partecipare i destinatari delle policy oggetto di valutazione, il che pare andare anche oltre quanto previsto dall’articolo 55.The essay reflects on how the co-programming and co-planning introduced by article 55 of the Third Sector Code imply the transition from a competitive paradigm to a collaborative paradigm, then questioning the repercussions of this paradigm shift on evaluation processes that nourish policy making. In this regard, the effects on the roles of client, evaluator and evaluated subject and on their mutual relationships are taken into consideration: despite the reduction of the distance between these subjects, and the blurring of boundaries that can derive from a continuous dialogue and a constructive comparison, it remains important the distinction of their roles in a participatory evaluation process. Then, it is fundamental that, at least in the evaluation, the recipients of the policies being evaluated can participate at the centre of the triangle the represents the relationships between client, evaluator and subject being evaluated, which seems us to go even beyond what is provided for in the article 55
