An assessment of the impact of possible CAP reform scenarios on Romanian agriculture
Using a simplified model, with key-variable the prices of two different possible scenarios of CAP reform after 2013 (moderate and radical), this paper present a comparison between the price effects of implementation of each reform scenario at 2015 horizon on Romanian agriculture. This short analysis shows that, under the presented hypotheses, the net welfare effect, due to the price changes, for the selected products, is positive in both reform scenarios, yet greater in the case of the radical reform. Integrated in the large context of Romanian development, it seems that the influence of CAP reform upon agriculture and rural areas will be most likely a gradual one: an interpenetration between the two scenarios is foreseeable, starting with the moderate reform that will dominate the period around 2013, the reform measures acquiring a more radical character afterwards.CAP reform, Romania, welfare effects, Agricultural and Food Policy,
This paper is focused on the mechanisms that could potentially allow the Italian Third Sector to develop innovative responses to the old and new needs and vulnerabilities emerging during and after the Covid-19 pandemic. The pandemic, according to the authors, exacerbated pre-existing inequalities and vulnerabilities, linked at least to the 2008 Great Recession of social capital. During the Covid-19 crisis, the Third Sector confirmed its ability to respond in an in-novative way to emerging social problems and its propensity to question the causes of the problems. By virtue of this ability, the Third Sector could be able to play a leading role in an overall rethinking of the social protection system. The principles of empowerment, the en-hancement of social relations, the centrality of the person, are part of the Third Sector's DNA and today find expression in social innovation, capable of affirming an innovative reconcilia-tion between efficiency and solidarity
A Regularized, Pyramidal Multi-grid Approach to Global 3D-Volume Digital Image Correlation Based on X-ray Micro-tomography
In this study a robust strategy for 3D-Volume Digital Image Correlation (DIC) is presented, apt to provide accurate kinematic measurements within a loaded sample on the basis of three-dimensional digital images by X-ray computed micro-tomography. In the framework of a
Galerkin, finite element discretization of the displacement field, the inverse problem of estimating 3D motion inside the bulk material is solved recursively on a hierarchical family of grids, linked
by suitable restriction and prolongation operators. Such structured grids are defined over an image pyramid, which is generated starting from the raw tomographic reconstructions by a reiterated application
of average filters and sub-sampling operators. To achieve robust estimates of the underlying displacement fields, multi-grid cycles are performed ascending and descending along the pyramid in a selected sequence. At each scale, the least-square matching function for DIC is enriched by means of a penalty term in the spirit of Tychonoff regularization, including as a priori information the estimate achieved at the previous grid and transferred to the current scale. For each grid only one Newton iteration can be considered, implying important time savings. Results are presented concerning a laboratory X-ray micro-tomography experiment on a polymeric foam sample, subjected to loading by an apparatus ad-hoc realized
Rich, Sturmian, and trapezoidal words
In this paper we explore various interconnections between rich words, Sturmian words, and trapezoidal words. Rich words, first introduced by the second and third authors together with J. Justin and S. Widmer, constitute a new class of finite and infinite words characterized by having the maximal number of palindromic factors. Every finite Sturmian word is rich, but not conversely. Trapezoidal words were first introduced by the first author in studying the behavior of the subword complexity of finite Sturmian words. Unfortunately this property does not characterize finite Sturmian words. In this note we show that the only trapezoidal palindromes are Sturmian. More generally we show that Sturmian palindromes can be characterized either in terms of their subword complexity (the trapezoidal property) or in terms of their palindromic complexity. We also obtain a similar characterization of rich palindromes in terms of a relation between palindromic complexity and subword complexity
Global 2D digital image correlation for motion estimation in a finite element framework: a variational formulation and a regularized, pyramidal, multi-grid implementation
In this study, the inverse problem of reconstructing the in-plane (2D) displacements of a monitored surface through a sequence of two-dimensional digital images, severely ill-posed in Hadamard’s sense, is deeply investigated. A novel variational formulation is presented for the continuum 2D digital image correlation problem, and critical issues such as semi-coercivity and solution multiplicity are discussed by functional analysis tools. In the framework of a Galerkin, finite element discretization of the displacement field, a robust implementation for 2D digital image correlation is outlined, aiming to attenuate the spurious oscillations which corrupt the deformation scenario, especially when very fine meshes are adopted. Recourse is made to a hierarchical family of grids linked by suitable restriction and prolongation operators and defined over an image pyramid. Multi-grid cycles are performed ascending and descending along the pyramid, with only one Newton iteration per level irrespective of the tolerance satisfaction, as if the problem were linear. At each level, the conventional least-square matching functional is herein enriched by a Tychonoff regularization provision, preserving the solution against an unstable response. The algorithm is assessed on the basis of both synthetic and truly experimental image pairs
