    This paper introduces a new empirical strategy for the characterization of business cycles. It combines non-parametric decoding methods that classify a series into expansions and recessions but does not require specification of the underlying stochastic process generating the data. It then uses network analysis to combine the signals obtained from different economic indicators to generate a unique chronology. These methods generate a record of peak and trough dates comparable, and in one sense superior, to the NBER’s own chronology.     Timed Runtime Monitoring for Multiparty Conversations

    We propose a dynamic verification framework for protocols in real-time distributed systems. The framework is based on Scribble, a tool-chain for design and verification of choreographies based on multiparty session types, developed with our industrial partners. Drawing from recent work on multiparty session types for real-time interactions, we extend Scribble with clocks, resets, and clock predicates constraining the times in which interactions should occur. We present a timed API for Python to program distributed implementations of Scribble specifications. A dynamic verification framework ensures the safe execution of applications written with our timed API: we have implemented dedicated runtime monitors that check that each interaction occurs at a correct timing with respect to the corresponding Scribble specification. The shapeless property has surpassed the shaped property in importance. In the past, the national strength is closely concerned with its labors, land and resources, but now, the Intellectual Property Rights( under for short IPR) is, in stead, a mainly key point in influencing a country’s competition ability. On January 1st, 2002, Taiwan became a member of the World Trade Organization formally. In order to carry out a member’s obligation, obey the “Agreement on Trade-Related Aspects of Intellectual Property Rights” ( under for short TRIPs), and face the challenge of the “knowledge- oriented economy” age, Taiwan should reinforce efforts in IPR protection works, and encourage creation, as well as upgrade its industries. The protection of IPR is a long-term task, On facing the advance in technology, and the availability of copy equipments, this essay analyzes the factors, modus operandi and trends of the deteriorating IPR infringement cases, and research the organization, operation of IPR police force, and their anti-pirate achievement in coordinating with policy, based on related theories in IPR policy execution and principles in economy-criminology. We hope we could find the problems in factual conditions, and offer objective conclusion as well as feasible suggestions to those who make and execute IPR’s protection policy for reference.

However, this legislation deprives teachers’ three basic labor rights. Whether it violates the will of our Constitution, protecting the basic human rights, has never been stressed by our legal field. The executive agency of education has been using the reason, saying students’ learning right to be infringed, to prohibit teaching strike. It is doubtless that the protection of teachers’ work right & benefit becomes legal emptiness and the most neglected portion. In fact, under the “miss” of learning right and the public benefit of the Constitution Article 23, teachers have become the sacrificial offering. Teachers’ most basic right, organizing a union, has been deprived by legislation together with this reason. It seems that if teachers have a strike, the public safety will be affected. What on earth is the side line of public safety? What are the characteristics of teachers’ strike right? When the strike right has conflicts with students’ learning right, what is the priority? What is the measurement standard of public benefit stipulated in the Constitution Article 23? Will teachers’ strike really have influence over public safety? Is there any objective measurement standard for public benefit in view of the examples from international organizations and overseas legislation? On legislation, is it necessary to discriminate the strikes between generic laborers and teachers? Should the standard strictness be different? These issues are to be discussed one by one. Finally, in compliance with the will that the Constitution protects the basic human rights and via strict and deliberate examination over the reasons of depriving teachers’ three basic labor rights, it is hoped that the scope of teachers’ three basic labor rights and the implementation should have proper regulation legally in order to establish a wholly sound legal system and organize a timely and Constitution-complied labor system for teachers. The two privileges both protect the freedom of discussion and voting in Congress, restrain the components of Congress from being illegally interfered and maintain the personal freedom of legislative. Above all, they prevent other governmental power or the third person from using inappropriate means to hinder or violate the operation of the Congress. The Congress is a stage where the opinions of nationals are assembled and expressed. In order to make political opinions become effective regulations, legislative must employ their power based on their conscience and freedom. Through such constant efforts, the representative system can earn people’s complete trust. Therefore, the Congress should be able to comprehensively start its sessions at anytime and the discussion and voting will not be interfered with any external power. The privilege of speech or debate and the privilege of freedom from arrest are parts of the tradition of the Congress law during the time of the constitutional monarchy. Even though the opposite or hostile conditions between monarchy and the Congress do not exist in today’s democratic constitutional government, the two privileges are still retained in most countries. The purpose of this research is aimed to explore the protection and restrictions of the design of the two privileges on lawmakers; meanwhile, using Congress self-discipline system to examine the Congress behaviors is also investigated. It influences traffic and city’s appearance. There’s been a backlash against street vendors. Former mayors tried their best but still hit pothole on road to solving this problem. Actually, vendors are formed for people’s intention to shop economically and conveniently. Not only it provides employment opportunity, it also supplies a great diversity to shop. Street vendors remain rooted in the basic level commercial activities. If the government clamp down on them absolutely would cause negative influence. Therefore, effective management becomes an important issue. This thesis is based on the theory of vendor management. In addition to analysis, management and evaluation of vendor problem, it probes into public opinions about the process of vendors’ emergence. And, former mayor Chen Shui-bian used to conduct a poll among residents in the neighborhood of 91 vendor centralization areas. Incumbent mayor Ma Ying -chiu also placed importance on public opinion poll. This topic analyses above mentioned polls and our own questionnaires. According to the“Vendors’ Operation Survey”released by the Directorate-General of Budget, Accounting and Statistics, Executive Yuan,the total vendors’ production value is 184,999 million dollars per year in Taiwan. There are 291,064 vendors all over Taiwan.(including 26,981vendors in Taipei, with vendors’ production value 21,527 million dollars per year)They occupies streets, sidewalks and building overhangs. The external cost is pretty high. Users should pay expenses, but street vendors don’t. Therefore, their production prices are lower than others, and the number of vendors is increasing continuously. We hope to make good policies to increase vendors’ cost, transforming external cost into internal cost. Then we expect to control the quantity and quality through market invisible hand to aim at a perfect living environment The successive mayors all have their own policies to manage vendors. For example, the Sole Responsibility Bulletin of Vendors’ Ban of mayor Huang Ta Chou, the Vendors’ Counselling Program of mayor Chen Shui -bian and the White Book of Vendors’ Policies of Taipei mayor Ma Ying-chiu This research analyzes and compares above policies. Taipei Vendors’ Management Regulation is the law basis at present. This topic not only evaluates the achievement of Taipei Vendors’ Management Regulation, it also compares the present law to the Taipei Vendor’s Management Autonomous Regulation. We collected the opinions of vendors about the government’s management and offered solution. Our focuses contain clamping down on illegal vendors, function of vendors’ autonomous organization, management of permitted vendors, issuing of vendor s’ permit and tax and fair of vendors. I strongly suggest that we should protect legal vendors and clamp down on illegal ones. The chief conclusions of this thesis are as following: A、Vendors cause high external cost and the amount of vendors is way too big. We hope to make good policies to transform external cost into internal cost. Then we expect to control the quantity and quality through free economy. B、In order to transform external cost into internal cost, the confirmation of property right is the most important. It includes the ownership of streets, sidewalks, building overhangs and the quality of our environment. The ownership won’t influence the optimal allocation. We can easily define the ownership by law. C、We should consider the cost effectiveness of tax levying, especially the fairness and generality.Our suggestion is available or not depends on the tax levying very much. D、Vendors are viewed as minority group nowadays. All the policies in this thesis are strongly based on the support of public opinions.     A chronology of turning points in economic activity: Spain 1850-2011

    This paper codifies in a systematic and transparent way a historical chronology of business cycle turning points for Spain reaching back to 1850 at annual frequency, and 1939 at monthly frequency. Such an exercise would be incomplete without assessing the new chronology itself and against others —this we do with modern statistical tools of signal detection theory. We also use these tools to determine which of several existing economic activity indexes provide a better signal on the underlying state of the economy. We conclude by evaluating candidate leading indicators and hence construct recession probability forecasts up to 12 months in the future.Business cycles ; Spain
