Leadership and Local Governance:A Case Study of Chu Eric Liluan, Taoyuan County Magistrate
[[abstract]]全球國家間與城市間的競爭愈演愈烈,台灣地方政府面對此番浪潮,加上精省後權責加重,地方公共事務愈來愈難以有效治理,縣市首長的領導力因而成為地方治理的關鍵因素之一。本研究從近幾年(2004~2008)天下雜誌縣市長施政滿意度調查中,選擇前三名的桃園縣長朱立倫進行個案研究。從「領導力」與「地方治理」之分析觀點切入探討,透過質化研究的訪談資料進行分析,並且蒐集相關文獻與官方資料進行比較研究與論述,希冀歸結朱立倫縣長對於提升桃園縣城市競爭力之地方治理策略,並充分瞭解朱立倫縣長領導力與桃園縣地方治理所交織的關連性。
在個案研究中發現,朱立倫縣長的領導力與地方治理特色為精算、魄力與宏觀,並堅持自我原則與專業、權威領導與充分授權來帶領桃園縣政府的行政團隊與施政。本研究得到以下的結論,一個成功的縣市首長應該具備幾項條件:領導者經歷與能力的重要性;政治領導與執行力的重要性;策略思考、洞悉遠見、魄力;政治網絡與社會資本的運用;形象管理與地區品牌的建立。當然,上述這幾點雖不能放諸四海而皆準,但應值得學習與借鏡。[[abstract]]No only between the flaming competitions among countries, but also because of reengineering government, Public Affairs Management becomes harder and harder to govern and leadership of the head of the county or the city becomes a key factor. According to the ranking of citizens’ satisfaction to each head of the county government by Common Wealth Magazine, the head of Taoyuan County, Eric Liluan Chu, had the first place. Subsequently, the author proposed to interview Eric Liluan Chu in order to investigate the relationship between leadership and local governance using qualitative research methodology. In addition, the author compared the literatures and collected information with official data to study the relationship between the leadership of Eric Liluan Chu and Taoyuan local goveranance.
The results showed that characteristics of Eric’s leadership are actuarial, daring and has microscopic view. In addition, Eric insists using discipline, authoritative leadership and authorize to leader the team of the county government. In summary, a good head of the county should have some characteristics as follows: experiences of leadership and self ability, execution, politic leadership, the importance of execution; strategic thinking, microscopic viewpoints, political network, social resources, self image management and local development.[[note]]碩
