The author argues that the focus on regional planners and their actions in academic literature has obscured the importance of regional elites in this process. The author compares Western Scotland and the west of Crete, focusing on the wider regional political and business elites within these regions, and attempting a comparison of elite attitudes within regions and between regions.</p

    Relational attributes of political entrepreneurs: a network perspective

    Political entrepreneurs are identified by personal characteristics similar to economic entrepreneurs, i.e. intellectual ability, good knowledge of their domain, team building skills, reputation, extensive networks, strategic vision and tenacity. Political entrepreneurs differ from economic agents by having a different incentive structure in attempting to control or exercise political power. A complete model of actor interaction would entail structural constraints and agency attributes coupled with an account of actor relational data. These we can best conceptualize as network data. Networks provide the context within which these actors thrive. Furthermore, as all entrepreneurial activity bears risks, networks are employed to mitigate them. Furthermore, accepting the premise that political entrepreneurs are network-dependent implies that their ability for political action is network-contingent. Focusing on their network attributes, I attempt to identify those significant for the entrepreneurial behaviour of policy actors. A case study of agenda-setting among policy entrepreneurs provides the background for testing two alternative hypotheses on whether these actors exhibit incremental or opportunistic behaviour

    Governance Capacity and Regionalist Dynamics

    The debate on the effects of regionalism and European integration on European nation states has been prominent for more than a decade. Regionalization of EU states has not brought with it genuine regional autonomy and regionalism has not emerged as a bottom-up public demand in European regions. It is contended here that to determine the future of regional devolution, whether as a result of bottom-up or top-down processes, the factors at play must be contextualized. This paper examines some determinants of regional political capacity, as identified in the policy literature, in tandem with a number of determinants of economic prospects and the existence of an economic milieu. This is done in a comparative context across 12 regions of the EU. It is suggested that the potential for regionalist pressures to emerge is dependent on regional governance capacity and the relative economic weight of a region

    European regional elite behaviour: A comparative study of political and business elites in the Strathclyde region of Scotland and Nomos Chanion in Crete

    In the framework of the European Communities and later the European Union a number of policies were devised for the European regions to facilitate their balanced economic development. An attempt to co-ordinate these policies can be linked to the fact that European regions are increasingly interdependent and European Union policies increasingly more relevant to this interdependence. Socio-economic and regional planning information between the Community regions is vital in this interdependent environment. The importance placed by the academic literature and by the European Commission on regional planners and their actions has to an extent obscured the importance of regional elites in this process. This thesis attempts to redress the balance, and does so by means of a series of interviews with business and political elites on the effects and prospects of further economic integration as well as administrative and political autonomy. I am comparing Western Scotland and the west of Crete focusing on the wider regional political and business elites within these regions. My assumption that the interaction of regional elites with each other can be, at least partly, responsible for competitiveness differentials between regions underlies most of this analysis. I attempt a comparison of elite attitudes within regions and between regions, giving particular attention to the effect aspirations to autonomy may have on elite perspectives. I have been able to discern and identify a relationship between regional elite attitudes on devolution and their perceptions of business prospects in a region. I have also identified a relationship between the attitudinal concordance among a region's elite groups and regional growth prospects. Furthermore, I have identified certain value groups for which attitudinal concordance appears significant to elite co-operation. Ensuing conclusions do not necessarily have predictive value but, by identifying attitudinal patterns among regional elites, can provide an insight into the transforming effect of European integration and modernity on European regional civil societies

    The Governance of Networks: Heuristic or Formal Analysis? A Reply to Rachel Parker

    Rachel Parker, in her article 'Networked Governance or Just Networks?' in this journal, has dealt with a very challenging question on the relevance of network interaction to governance outcomes. Her use of network concepts, however, appears to employ networks as a heuristic device. Her article employs terms that describe social network properties that are best contextualised with reference to the theoretical insights offered by formal Social Network Analysis (SNA). My suggestion in this brief review is that some of the theoretical assumptions made about concepts such as fluidity, density or trust imply specific network properties that cannot be ignored when attempting an analysis of policy outcomes. © 2007 Political Studies Association

    Dimitrios Mavrokordatos Disproving the Hemostatic Myth of Aqua Binelli

    “Aqua Binelli” or “Aqua Balsamica Arterialis” was a hemostatic compound invented by the Italian Fedele Binelli in 1797. Its hemostatic properties were viewed as the solution to treating hemorrhage in cases of wounds and surgical operations. Those who opposed the compound were persuaded of its total lack of effectiveness, supporting the view that hemostasis could be achieved by exerting pressure on, stitching, and ligating a vessel. The publications of Karl Ferdinand von Gräfe, Professor at the University of Berlin and fervent advocate of Aqua Binelli, helped spread the use of the compound in Europe. In 1832, however, one of his students, a young Greek named Dimitrios Mavrokordatos, who became the first Professor of Anatomy and Physiology in the newly established University of Athens in 1837, published in Würzburg his dissertation titled Observations on the Potency of Aqua Binelli (Weitere Nachrichten über das Binellische Wasser), where a completely different picture emerged relating to those applications of the compound that von Gräfe considered successful. The case of Mavrokordatos’ dissertation was a typical 19th-century scientific controversy between a young student and his teacher who enjoyed the support of his associates. Eventually, the myth of the hemostatic activity of Aqua Binelli was debunked. © The Author(s) 2020
