Genus 6. <i>Zeugomutilla</i> Chen, 1957 <p> <b>Diagnosis.</b> FEMALE. In the eastern Oriental region, this is the only mutilline genus with a transverse row of teeth on the propodeum and with the disc of T2 having two laterally-situated setal spots. Other useful diagnostic features are mentioned in Lelej <i>et al</i>. (2017) MALE. See Lelej <i>et al</i>. (2017).</p> <p> <b>Diversity and Distribution.</b> Eight Oriental species, three of these: <i>Z. angkorensis</i> Williams 2017 (in Lelej <i>et al</i>. 2017), <i>Z. pycnopyga</i> Chen, 1957, and <i>Z. saepes</i> (Chen, 1957), are known from Thailand.</p> <p> <b>Remarks.</b> This genus was recently reviewed by Lelej <i>et al</i>. Zeugomutilla saepes (Chen, 1957) (Figs 1, 3, 6, 7, 20, 22, 24, 36) Pristomutilla saepes Chen, 1957: 158, ♀ (holotype: ♀, China, Fujian, "Shaowu, Kuhsienchieh, 1944, (TM)"). Mutilla saepes: Nonveiller 1995: 32, 115, ♀ (Fujian). Zeugomutilla saepes: Lelej 1992: 285, figs 2, 4, 6, ♀ (Fujian, Guangdong); 2005: 38, ♀ (Fujian, Guangdong). Diagnosis. Female. Body length 9.0– 9.6 mm. Metasomal tergum 2 in basal half with two small spots of golden setae disposed transversely, distance between equal diameter of spot. Metasomal tergum 5 wholly and tergum 6 basally with black setae. Male. Unknown, possibly Zeugomutilla pycnopyga Chen, 1957 is the opposite sex of Z. saepes (see Lelej 1992: 284). Material examined. The holotype of Zeugomutilla saepes has been collected by Prof. Tsing-Chao Maa in Fujian [former Fukien], Shaowu, Ku Hsien Kai and paratype in Chungan [Wuyishan], "Bohea Hills", Fujian. We hope that eventually the problem concerning the sex combination of two Zeugomutilla species from China will be solved after study of additional material. Who is poor this year? Understanding fluctuations in poverty status in three Chinese villages
We shed light on poverty dynamics by analyzing a census-like survey of three villages of Guizhou province during 2004 to 2011. While the absolute poverty rate is decreasing sharply in the sample, households are highly vulnerable to shocks, and rates of entry or re-entry into poverty are high. We decompose measures of wealth to reveal the proximate causes of poverty entry or exit, then use logistic regression and multivariate hazard models to look for underlying causes. Agricultural income contributes most to changes in poverty status. Poverty entry and exit are both related to household characteristics, assets, and social capital. Rural-urban migration strongly increases the probability of poverty exit, as do government transfers. The frequent changes in poverty status highlight the importance of improving policy targeting and/or implementing village-wide poverty-alleviation strategies. Farmers' coping strategies against an aggregate shock: Evidence from the 2008 Sichuan Earthquake
While rural households in developing countries deploy a series of risk coping strategies to insulate against shocks, their effectiveness relies heavily on the nature of the shocks. Using unique datasets collected before and after the disastrous 2008 Sichuan earthquake, this paper examines the effectiveness of various coping strategies employed by the affected rural households. The rural household survey identifies a number of coping strategies including depleting savings, government aid, subsidized bank loans, informal credit, private transfer, selling assets, and saving money by letting children drop out of school. Difference-in-differences (DID) estimation results show that, in response to the earthquake, rural households also adjust their income generating strategies through crop diversification and pursuing nonagricultural selfemployment, and increased working time by male household members. Earthquake lessons from China: Coping and rebuilding strategies
The Wenchuan County earthquake of 2008 was the most severe earthquake, as measured in sheer magnitude, in the history of the People’s Republic of China. Killing almost 90,000 people and creating economic losses of 845 billion yuan (US$132 billion), the earthquake also elicited a vigorous response from various government agencies, private businesses, and nongovernmental organizations (NGOs). The ways these actors’ responses to the earthquake proved effective in distributing appropriate aid to those in need and the areas where the actors’ earthquake response needs to be improved are discussed and analyzed in Earthquake Lessons from China: Coping and Rebuilding Strategies. The authors identify three earthquake responses that proved helpful to earthquake-affected communities: the use of a pair-wise aid policy, in which a donor province or city is assigned to give aid to a particular earthquake-affected area; expanded NGO and volunteer involvement; and various kinds of public financial aid to earthquake-affected households. They also pinpoint areas that need further work: public aid specifically for home reconstruction, which has been inadequate, and the capacity of local communities to manage their own disaster responses, which is too low. Perhaps most important, the authors found that the high levels of NGO and volunteer involvement in disaster response should be expanded and sustained beyond what they were in the aftermath of the 2008 earthquake. 2021 China and global food policy report: Rethinking agrifood systems for the post-COVID world
During the past several decades, significant progress has been made in reducing global hunger and malnutrition. The number of people suffering malnutrition, however, is rising again. The hidden costs and externalities in the agrifood systems are among the major contributors to various economic, social, and public health crises including food insecurity, zoonotic diseases, climate change, and malnutrition. Compounding the ongoing challenges facing the global agrifood systems, the COVID-19 pandemic, beginning in 2020, has intensified food insecurity and malnutrition in many parts of the world. Global food price indexes increased by more than 27.3 percent from the second half of 2020 to March 2021. Moreover, with many people losing their jobs during the COVID-19 outbreak and therefore facing a dramatic income decrease, the number of people confronted with food crises and extreme poverty increased significantly.
