    Natura 2000 Area between Conservation and Opportunities of Local Development. Tha Case of Friuli Venezia Giulia Region (Italy)

    Nowadays the management of protected areas is no longer seen as a mere action of nature conservation. The policies are rather based on a kind of dynamic protection. Synergies can be thus created between the economy, nature protection and non-invasive forms of territorial development. This new approach is based on a different perception and representation of the environment: not natural areas to be defended from human action, but with territories resulting from the interaction between man and environment. That is a shift from the paradigm of nature conservation to the one of wise use of natural resources. Our contribution focuses on three case studies from Friuli Venezia Giulia Region, in North-eastern Italy. Case studies were chosen considering potential problems in combining the preservation of natural heritage and landscape with development policies

    L’approccio di network per la creazione di nuove realtà collettive in Val Canale e Canal del Ferro

    Lo scopo di questo lavoro è di presentare le attività svolte e i principali esiti di un progetto pilota ideato dalla Comunità Montana del Gemonese, Canal del Ferro e Val Canale e dall’Università di Udine per contribuire allo sviluppo sociale ed economico delle piccole imprese e per migliorare l’attrattività dei territori in cui sono radicate. Il progetto è stato realizzato nel 2011 ed era finalizzato a promuovere la creazione di un sistema locale multifunzionale, che nel caso in esame corrisponde a una rete di piccole imprese in grado di fornire alla comunità locale servizi turistici e servizi alla persona. L’approccio di network informa l’intero percorso progettuale. Esso è stato adottato al fine di consentire anche alle piccole imprese locali di disporre all’interno della rete delle risorse utili alla loro crescita (es. competenze organizzative interimprenditoriali), ma difficilmente reperibili individualmente, e di beneficiare - in termini di reddito e occupazione, soprattutto femminile e giovanile - dell’instaurarsi anche di rapporti collaborativi. L’approccio sistemico adottato ha una dimensione territoriale più ampia in quanto attraverso la realizzazione di prodotti e servizi in forma collettiva migliora la capacità di rispondere alle richieste di residenti e turisti (benefici per la collettività). Il capitale sociale è il substrato necessario per l’avvio di azioni collettive. È per questa ragione che il progetto pilota ha individuato quale suo intervento centrale la formazione relazionale, attraverso iniziative intese a rendere la comunicazione più efficace, a instaurare e a migliorare i rapporti interpersonali e interimprenditoriali e ad innescare e gestire dinamiche di gruppo. Visti i risultati ottenuti, il progetto pilota può essere esteso ad altre piccole imprese operanti nell’area e può essere replicato in altre aree rurali, avendo cura di verificarne la coerenza con le esigenze e le risorse specifiche e, se necessario, di adattarlo alle nuove realtà

    Common property organisations as actors in rural development: a case study of a mountain area in Italy

    The Consorzi Vicinali are common property organisations (CPOs) located in a mountain area of Friuli Venezia Giulia region, in North East Italy. These CPOs have a long history of mutual assistance and collective use and management of local resources, thus contributing to a balanced development of the local community and territory. This research is aimed at investigating whether these historical CPOs still have a relevant role to play in the development of local rural areas, and how they deal with the present needs and opportunities of these areas. Specifically, the robustness and viability of these organisations were analysed. The survey revealed some strengths and weaknesses of the Consorzi Vicinali. According to Ostrom’s design principles, the robustness is quite high. Nevertheless, this ability to maintain some desired characteristics despite internal and external fluctuations does not always match with a high viability, in terms of natural resource management, internal participation, creation of job opportunities especially for young people, and capacity to attract financial support. In fact, some Consorzi still act effectively in terms of the collective stewardship of rural resources. Whereas, others have the potential to adapt to new challenges and emerging needs, due to the deep rootedness and the sense of belonging of the local community to its territory. These are the strengths of all the Consorzi. The robustness and viability analyses used in a complementary way have been effective here in giving a more comprehensive description of CPOs and their (potential) role in rural development. © 2016, Igitur, Utrecht Publishing and Archiving Services.     Food solidarity economy: evaluating transition community initiatives in Friuli Venezia Giulia region

    Climate change, ecological challenges, and economic and social crises imply paradigmatic and structural innovations. In the effort to drive transition toward sustainability, local communities often take the lead, mobilize support, and organize initiatives based on the principles of solidarity economy. Our study presents a qualitative evaluation and comparison of three local bottom-up initiatives from Friuli Venezia Giulia, a Northern Italian region, each following alternative and unique models of production and consumption of wheat and flour. The reconstruction of the transition paths of the experiences, together with documental analysis and interviews, allowed us to deduce the influence of alternative approaches and subsequent degree of effectiveness in building a community and driving it toward sustainability

    The paper presents the results of a study focused on the case of Common Properties Institution (CPIs) in the region of Friuli Venezia Giulia. The research approach was based on the concept of local empowerment: the self-government of resources and the self-definition of the rules of their use and appropriation are seen as a real opportunity for local communities. The analysis of the strategies adopted by CPIs to manage their common pool resources may contribute to the debate on local development and promote new models of rural governance
