The article reviews and analyses the state of the art of the literature on local public service delivery modes in Italy and Germany, generally and with specific reference to different forms of privatisation, corporatisation and institutional public-private partnerships.
Since the 1990s there have been diverse practice and lively debate in both
countries on the role of municipal corporations (municipalizzate in Italy, Stadtwerke in Germany). The historical reconstruction of norms and prevalent modes of service delivery, the description of recent reforms and an overview of available data on the present state of service delivery, as well as analysis of the exercise of control over service delivery, allow some comparative conclusions to be drawn on the (re)structuring
of centre-periphery and public-private relationships in the two countries

Local Public Services in Italy: Still Fragmentation
Reforms inspired by NPM have affected local public services in Italy for over two decades by aiming for rationalization and efficiency. Local governments and services have long been managed as a complex, incoherent ‘puzzle’ across multiple levels of authority; and this complexity has long called for a huge effort of coordination, integration and control, as well as simplification and rationalization. Against this backdrop, the chapter provides an assessment of the reforms and their effects in two key domains, namely public utilities and social services, concluding that disjointed incrementalism affecting institutional reforms, the lack of a coherent and binding central regulation or political vision, as well as the present economic crisis, have severely limited the impact of the numerous attempts made since the early 1990s to rationalize and give greater efficiency to local service management and delivery

Qui gouverne les services publics locaux ?. Des configurations variables entre secteurs public et privé dans le cas du service public de l'eau en Italie
Cet article a pour objet un cas de reconfiguration de la gouvernance entre secteur public et secteur privé dans le cas des services publics locaux en Italie, ici retenus comme unité d'analyse, et, en particulier, le cas du service d'adduction, de fourniture, de distribution et de dépuration de l'eau à usage civil. Il s'agit d'une étude de cas d'un très grand intérêt car elle embrasse un arc temporel relativement long, de 1994 à nos jours, et concerne un pays entier confronté à un nouveau modèle de gestion industrielle fondé sur la séparation des rôles de programmation d'un côté et de contrôle et de gestion de l'autre. En partant des éléments empiriques recueillis lors d'une recherche sur la mise en œuvre de la réforme au niveau national et d'un cas régional spécifique pertinent, cette étude soumet à l'attention du lecteur une interrogation bien connue des politologues, déjà soulevée par Robert Dahl en 1961 et qui se représente aujourd'hui dans des contextes différents et novateurs : qui gouverne ?Citroni Giulio, Giannelli Nicola, Lippi Andréa, Profeti Stefania.
