The Future of Impact Assessment in the CGIAR: Needs, Constraints and Options
Proceedings of a workshop organized by the Standing Panel on Impact Assessment of the CGIAR Technical Advisory Committee, from May 3-5, 2001 at FAO Headquarters in Rome. The workshop was organized to instruct the formulation of operational guidelines for future impact assessments in the CGIAR on the basis of the experiences gained to date, and reviewed the, objectives, conduct, limitations, and methods used in past assessments. Discussions underscored the different purposes impact assessment serves for CGIAR Centers, Stakeholders, and Members, its critical role in accountability, in guiding future research, priorities, and resource allocation, and in providing Members with the evidence they require to justify further investment. Report of the TAC Standing Panel on Impact Assessment to CGIAR International Centers Week 2000
Report of the TAC Standing Panel on Impact Assessment (SPIA) to CGIAR International Centers Week 2000. It describes SPIA's composition, structure, role within TAC, and relationship to its predecessor, the Impact Assessment and Evaluation Group (IAEG). The report outlines plans for the completion and publication as a book of the Assessment of Germplasm Improvement Impacts, discussed at MTM 2000. An assessment of impacts on poverty alleviation consists of two phases, a review and synthesis of the literature completed in 1999, and an ongoing series of case studies in which IFPRI is collaborating with other centers. An assessment of the impacts of the CGIAR on the environment was in Phase II, the first phase having been reported to ICW 1999. A progress report on this study is found as Appendix A to the document.SPIA also reported on a workshop held in Rome in May 2000 to start the process of formulating realistic and operational guidelines for future impact assessments in the CGIAR. Report of the TAC Standing Panel on Impact Assessment to the CGIAR Mid Term Meeting 2000
First report of the Standing Panel on Impact Assessment (SPIA) presented to the CGIAR Mid Term Meeting 2000 by SPIA Chairman Hans Gregersen. The report described the composition and organization of the new panel, its place within TAC, its relationship and interaction with the TAC Standing Committee on Priorities and Strategies, and the portfolio of studies it had inherited from IAEG upon SPIA's establishment and integration into TAC on January 1, 2000.These included assessments of CGIAR germplasm improvement, integrated pest management, contributions to poverty alleviation, and impacts of CGIAR research on the environment. SPIA also presented its plans for a study of CGIAR contributions to scientific capacity building and partnerships, as well as the outcome of its workshop on the future of impact assessment in the CGIAR held in Rome in early May. Technical Advisory Committee Sixty-Fourth Meeting, 20-26 June 1994: Report of the Meeting
Report of TAC 64 held in Bouaké, Côte d'Ivoire, June 20-26, 1994, Alex McCalla presiding. Mr. McCalla reported that he had revised his paper on structural adjustments in the CGIAR under resource constraints in response to concerns of CGIAR Chairman Serageldin that the earlier draft might harm his effort to rebuild financial support. TAC decided to defer preparation of the implementation plan for this paper pending completion of planned stripe reviews and the outcome of the CGIAR Chairman's proposals to revitalize the system. TAC asked two of its standing committees to advise on ways to apply Mr. Serageldin's proposals for an activities matrix as a framework for CGIAR funding.TAC selected IITA to receive the King Baudouin Award, to be announced at ICW94, for research on black sigatoka resistant plantains and advances in musa genetics. After reviewing the draft strategic plan and indicative MTP for ILRI, TAC concluded that the debate on livestock in the CGIAR had been concluded and the board of the new center was set to operate. TAC encouraged ILRI to collaborate with NARS and others at the regional level, and with ITC, CIRDES, and other institutions on trypanosomiasis research.The chair of TAC's Standing Committee on Priorities and Strategies reported on plans for preparing the next report on this topic. TAC reviewed center responses to a background paper on the CGIAR review process, looked forward to donor inputs, and identified important issues to be incorporated in a further draft. TAC raised a number of issues for consideration by center directors in revising a draft paper on information management in the CGIAR. TAC prepared a commentary on the external review of IIMI, urged the center to develop a strategic research agenda, and said IIMI was well placed to develop a systemwide effort on water management
Report of the TAC Fact Finding Mission to the International Centre of Insect Physiology and Ecology (ICIPE)
Report of the TAC fact finding mission in April 1989 to the International Centre of Insect Physiology and Ecology (ICIPE) chaired by C. T. de Wit. ICIPE was one of ten nonassociated centers being considered for sponsorship by the CGIAR. Missions were to provide TAC with information needed for recommending whether the Group should incorporate the center.The report described ICIPE's history, mandate and strategy. The Center's crop pests, livestock ticks, tsetse, and medical vectors programs were examined by activity and in terms of impact. An overview of ICIPE's governance and management structure included descriptions of its strategic planning process and its relations with other institutions, including IARCs and African universities. A profile of the Center's physical, human, and financial resources follows. The report concluded by relaying issues and concerns expressed by ICIPE regarding the security and stability of the Center's funding and its limited capacity for longer-term planning, as well as a broader concern with the implications of intellectual property rights for the conduct of ICIPE's programs. Report of the TAC Fact Finding Mission to the International Council for Research in Agroforestry (ICRAF)
Report of the TAC fact finding mission in April 1989 to International Council for Research in Agroforestry (ICRAF) chaired by R. Dudal. ICRAF was one of ten nonassociated centers being considered for sponsorship by the CGIAR. Missions to these centers were to provide TAC with the information needed for recommending whether the Group should incorporate the center.The report described ICRAF's history, mandate, and clients. ICRAF's program was examined in terms of its strategy, constraints, and through the operations of its Research Development, Collaborative Programs, and Information and Communications divisions. The report examined the results and impacts of ICRAF's research and training programs. An overview of ICRAF's governance and management structure included a brief description of its methods of operations and relations with other institutions, including national programs, IARCs and advanced research institutions. A profile of the Center's physical, human, and financial resources followed. The report concluded by relaying issues and concerns expressed by ICRAF regarding a shortage of core funding caused by commitments to a large number of bilateral projects and by demands for ICRAF information and training.
