Problems and Pitfalls in ICZM Implementation: lessons from Some Selected Mediterranean and Black Sea Cases
Integrated Coastal Zone Management is widely recognised as a set of principles, approaches and tools for the sustainable development of coastal zones. However, while its importance as a theoretical framework for approaching the complexity of coastal governance is not opinable, the problem of translating ICZM principles into every-day management practice still represents a basic point to deal with. This paper aims at clarifying the most important elements that hinder ICZM adoption and implementation. To this purpose, it critically evaluates the results of the EU FP7 Project PEGASO (People for Ecosystem-based Governance in Assessing Sustainable development of Ocean and coast). The project considered ICZM efforts and initiatives in 10 case studies, 7 in the Mediterranean Sea and 3 in the Black Sea. The study confirms that dealing with the multi-scale nature of coastal governance, the poor coordination of policies and administrative fragmentation, the dictatorship of sectoral approaches, the difficulty to promote integration, both thematic and geographic, the complex relationship between voluntary agreements and statutory frameworks, the difficult relationship between science and decision making, and the problem of the sustainability over time of ICZM initiatives and efforts still represent the main factors that hamper a wider adoption of ICZM in the considered cases

The difficult road to Integrated Coastal Zone Management implementation in Italy: Evidences from the Italian North Adriatic regions
This work examines the evolution of Integrated Coastal Zone Management (ICZM) concepts implementation in the Italian North Adriatic Regions: Marche, Emilia Romagna, Veneto and Friuli Venezia Giulia between 2006 and 2011. In order to achieve such an objective a web-based survey has been realized and addressed to the different local and regional authorities that are competent, with different status and legal powers over coastal management. The study shows that in the considered area, although some improvements have been recorded, thanks to the transposition into the Italian legislative framework of EU provisions and above all, to local and regional efforts and initiatives, ICZM concepts are still far from being widely adopted. The weakest points reported are the fragmentation and poor coordination of the coastal management framework; the low attention given to economic data monitoring and stakeholders involvement. Furthermore, the lack of political support in the medium-long term and the availability of funds as well as the absence of monitoring and assessment strategies hinder the establishment of sustainable ICZM practices in the area. Participation in ICZM initiatives: Critical aspects and lessons learnt from the Mediterranean and Black Sea experiences
Public participation is recognized as a necessary tool to ensure a successful implementation of Integrated Coastal Zone Management (ICZM) strategies and plans. This paper, based on the experiences carried out in the Mediterranean and in the Black Sea within the EU FP7 project PEGASO, presents some critical aspects and lessons learnt regarding participation in ICZM projects. The research shows that data availability, the complexity of data interpretation, an inadequate legal and cultural framework and the difficulties in promoting integration of all the components of coastal management within short term projects are all elements that if not properly considered since the beginning of the participatory process may hinder public participation effectiveness. Moreover the definition of the spatial scale of coastal phenomenon as well as the discrepancy between the local scale of coastal governance and the complex multi-scale nature of coastal systems remain highly critical aspects to be addressed
