    Farm nitrogen budgets for the assessment of the effectiveness of agri-environmental measures in the Watershed of the Venice Lagoon

    One of the main concerns of the environmental scientists and policy-makers is related to the environmental compatibility of current agricultural systems and, in particular, to the losses of chemical fertilizers and manure in surface and ground-waters, as a consequence of run-off and leaching phenomena. In most cases European recent agri-environmental schemes envisaged specific measures for the reduction of fertilizer rates and the control of manure applications, in order to limit the releases of nutrients in surface and ground-waters. Substantial financial resources are invested in those measures and therefore the issue raises interest in monitoring and evaluating their effectiveness. Nutrient balance indicators are often used for quantitative assessment of the effectiveness of the measures in limiting the environmental impact of farming activities. N-surplus is one of the most commonly used indicators. The paper refers the results of a research project aimed at assessing the outcomes of agri-environmental measures implemented in the Venice Lagoon Watershed with an approach based upon the gross nitrogen balance, called “Nboxes”. The results of applying the Nboxes procedure to a sample of 550 farms set are presented, evidencing the expectations of greater effectiveness in terms of nitrogen surplus reduction from the measure C.5.1.3a and C.5.1.3b (low input farming and buffer strips). Measures supporting improved irrigation systems, controlled drainage and more rational livestock nutritional programmes and technologies, showed instead only limited potential for meaningful contributions to the reduction of nitrogen surplus in cultivated soils

    Cost effectiveness of Greenhouse gases mitigation measures in the European agro-forestry sector: a literature survey

    Over the last 20 years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases (GHG). This paper offers a survey of the existing literature assessing cost-effectiveness and efficiency of greenhouse gas mitigation strategies or the effects of broader economic reforms in the agricultural and forestry sectors. The focus is mainly on European countries. Different methodological approaches, research questions addressed and results are examined. The main findings are that agriculture can potentially provide emissions reduction at a competitive cost, mainly with methane abatement, while carbon sequestration seems more cost-effective with appropriate forest management measures. Afforestation, cropland management and bioenergy are less economically viable measures due to competition with other land use. Mitigation policies should be carefully designed either to balance costs with expected benefits in terms of social welfare. Regional variability is one of the main drawbacks to fully assess the cost-effectiveness of different measures. Integration of models to take into account both social welfare and spatial heterogeneity seems to be the frontier of the next model generation

    Towards Development of a Decision Support System for Water Resources Management

    Developing decision support systems for environmental applications is an intricate, challenging task. The increasing complexity of environmental decision problems, the growing number of subjects involved and keen competition between conflicting interests make decisions and decision support difficult. Decision support systems have been developed since the 1970s to help tackle semi-structured and unstructured decision problems. Despite their popularity, the success of DSS development is uncertain and many computerised decision-support tools have failed when dealing with complex and unstructured problems. This article describes the development methodology and progress of mDSS, a decision support system for water resource management that has been developed under the European research project MULINO. The mDSS tool is designed to integrate environmental (especially hydrological) models with multiple-criteria evaluation procedures.Anumber of prototypes have been developed and the final version is expected at the end of the 3-year project. The system’s development is driven by the experience acquired in several case studies selected in five European countries. Although the main aim of the MULINO project and the DSS is to help with increasingly complex decisions of general water management, the concepts of sustainable river basin management introduced by the water framework directive are addressed as well
