He was involved in agricultural service for farm organizations and was administrator of the U.S. Agricultural Adjustment Administration, 1933-1936. He served on the Board of Governors for the Federal Reserve System, 1936-1941, and later as president of the Federal Reserve Bank of St. Louis, 1941-1945. He was associate director in the Ford Foundation, 1951-1954, and did a study on rural credit in India for the Indian government, 1953-1954. In 1939 he received the Distinguished Service to Agriculture medal from the American Farm Bureau Federation
