CARI: A model of assessment for educator preparation programs
No full textThis paper presents a model of assessment that fosters the development and maintenance of a culture of continuous improvement. Background consisting of a short discussion of accountability, the education standards movement, and a theoretical framework supporting the building of an assessment culture and a model is presented. Seven considerations for developing a model of assessment are presented. A four-phase plan for developing a culture of assessment is discussed. The connection between the considerations for developing a model of assessment, the four-phase plan for developing a culture of assessment and the development of the CARI (collect information, analyze data, report findings, and implement changes) model is woven throughout the document. No full textCari İşlemler Hesabı, Dış Borçlanma, Doğrudan Yabancı Sermaye Yatırımları, Portföy Yatırımları ÖZET TÜRKİYE’DE CARİ İŞLEMLER AÇIĞI VE YABANCI SERMAYE YATIRIMLARI İLİŞKİSİ Dünya ekonomisindeki küreselleşme ile birlikte sermaye hareketlerinin hızı ve hacmi artmış, bu durum bazı gelişmiş ve gelişmekte olan ülkelerde cari açıklar gibi ekonomik sorunlara yol açmıştır. Bu süreçte Türkiye 2003 yılından itibaren hem yüksek oranlı yabancı sermaye girişlerine, hem de büyük miktarlarda cari açıkların yaşandığı bir döneme tanıklık etmiştir. Bu tez, Türkiye’de gerçekleşen cari açıkların finansmanında doğrudan yabancı sermaye yatırımlarının etkisini araştırmayı amaçlamıştır. Beş bölümden oluşan çalışmanın ilk bölümünde yabancı sermaye yatırımları tanımlanmış ve olumlu, olumsuz yönleri incelenmiştir. İkinci bölümde ödemeler dengesi ve cari işlemler hesabının tanımı yapılmış ve konuyla ilgili teorik yaklaşımlar ele alınmıştır. Üçüncü bölümde cari işlemler hesabı ile yabancı sermaye yatırımları arasındaki ilişki belirlenmiş, dördüncü bölümde ise adı geçen kavramların tarihsel gelişimi ortaya konulmuştur. Son bölümde cari işlemler hesabının doğrudan yabancı yatırımlar, portföy yatırımları ve dış borçlanma ile olan ilişkisi incelenmiş ve sermaye hareketlerinden hangilerinin cari açığın finansmanında rol oynadığını belirlemek üzere regresyon modeli kurulmuştur. Türkiye’de cari açıkların finansmanında doğrudan yabancı sermaye yatırımlarının ana etken olduğu sonucuna varılmıştır. Supervisor: Dr. C. Zeynep Zafir Current Accounts, Foreign Indebtment, Foreign Direct Investments, Portfolio InvestmentsTHE RELATION OF CURRENT ACCOUNT DEFICIT AND FOREIGN CAPITAL INVESTMENTS IN TURKEY Globalization of the world economy has increased the speed and the volume of the capital movements, therefore it has brought on economical problems such as current account deficits in developed and developing countries. Among this period, Turkey has experienced dramatic rates of foreign direct investments and also great current account deficits since 2003. This thesis -in five chapters- aim to probe the effect/ role of the foreign capital investments in financing the current account deficits in Turkey. In the first chapter, the foreign investments are defined and both the advantages and disadvantages of them are argued. In the second chapter; balance of payments, and current accounts are defined and theoretical approaches to the issue are discussed. In the third chapter, the relation between current accounts and foreign investments is stated; then in the fourth chapter the historical development of the concepts mentioned in the previous chapters is introduced. Finally the effects of foreign direct investments, portfolio investments and foreign indebtment on the current accounts are analyzed and regression model is framed to state which of these is the key element in financing the current account deficits. In conclusion, foreign direct investments are determined to be the mainspring in the financing of current account deficits in Turkey
