La notifica degli incidenti nella cybersecurity italiana. Un’analisi sull’efficacia e l’apprendimento post-attacco
This article aims to evaluate the effectiveness of the incident notification tool, a key component of post-incident recovery in Italian cybersecurity policy. The article presents a theory-based evaluation using the realist synthesis method to reconstruct the assumptions underlying the tool’s operation and test its implementation. Our results reveal that the tool's effectiveness is based on its dual role as an alerting system and a learning mechanism. However, its performance varies, depending on factors such as the ability of the actors involved and the capacity of the administrations. Recommendations are proposed to improve the design and implementation of the tool, emphasising the need for corrective measures to ensure its effectiveness in both alerting and facilitating post-incident learning

Food Loss and Waste Policy: From Theory to Practice
This book examines policy responses to food waste and loss, an issue of significant, global concern, with one-third of food produced for human consumption lost or wasted.
Investigating food waste and loss under an interdisciplinary lens, the contributors employ a variety of methodological approaches, including quantitative and qualitative techniques, drawing on in-depth case studies and action research. The volume is organised into four parts: Understanding Food Loss and Waste, International Programmes, National Policies and Local Initiatives. The first part introduces the reader to the concept of food loss and waste, how it can be measured, its causes and consequences, and how it can be reduced. The second part is dedicated to international and cross-country case studies, with six chapters reviewing national policies implemented in France, Italy, Romania, Japan, China and the United States. In Part Four, three chapters are dedicated to local food recovery and redistribution initiatives. By focusing on different territories and different levels of governance, the book provides a detailed evaluation of food loss and waste policies, the barriers and opportunities of implementing the policies, as well as the impact they are actually having. The chapters are both descriptive and evaluative and draw out lessons for designing, implementing and reforming programmes.

Process Tracing Change Management: The Reform of the Italian Judiciary
Purpose. In 2009, the Italian government started a national programme for improving the management of judicial offices. The programme implementation has been patchy, with only a few cases performing satisfactorily. Against such background, the Law Court of Milan achieved exceptional results and it is now recognised as a good practice and reference for Italy. The article investigates this case study, in order to reconstruct the local conditions supporting the success of the national programme.
Design/Methodology/Approach. The article tests a theory of the programme based on leaders’ engagement, their access to managerial knowledge, and the transfer and consolidation of such knowledge. The research applies process tracing, a qualitative method that uses Bayesian reasoning to improve the accuracy of within-case inferences.
Findings. The analysis shows that programme and context features interacted to support change. In particular, while the national programme successfully provided resources for both leaders' engagement and knowledge access, the transfer and consolidation of managerial knowledge was largely due to the performance of a brokerage function performed locally between consultants and magistrates.
Originality/value. The article sheds light on the local conditions for change management and does so by using an innovative qualitative method that improves the reliability of within-case inferences
The Advantages of Proximity: Comparing Higher Education Policy in Scotland and Catalonia
The article claims that, following devolution, increased proximity will increase policy capacity by changing the form of policymaking and providing greater scope for policy tailoring. The hypothesis is tested against devolution of higher education responsibility in Scotland and Catalonia. Results show that devolution did not entail the development of the same form of policymaking in the two regions, but it nonetheless permitted the implementation of policies and tools that were both in contrast with global trends in higher education policy
