No full textThe German Basic Law of 1949, the Grundgesetz, includes the commandment on equal treatment of the sexes in art. 3, II. In 1990, a constitutional review took place and a second sentence was added. It affirms that “The state shall promote the actual implementation of equal rights for women and men and take steps to eliminate disadvantages that now exist”, thus incorporating what the Federal Constitutional Court had already stated in several decisions. Since then, different measures have been implemented in order to comply with the mentioned principle

No full textRisks are growing dynamics of urban daily life in the twenty-first century. It mainly affects cities because their rapid and often unplanned expansion exposes a large number of people to unexpected events. For the purpose of considering urban vulnerabilites, an increasing number of cities is engaging in designing adaptation plans and strategies focused on resilience, which is acknowledged as one of the top priorities of the development agenda and a primary guiding principle of policy governance of our time. Nevertheless, there is little empirical evidence to demonstrate that adaptation planning is useful, as it is more concerned with having a broad vision rather than about specific actions. Despite this, the critical role played by spatial planning in addressing both the mitigation of climate change and adaptation to its unavoidable impacts has been theoretically acknowledged. This view stems from the admission that the spatial configuration of cities has significant effects on climate change and has become central to enacting adaptive responses within a resilient framework. Starting from these remarks, the paper reports a qualitative comparison between the local climate adaptation strategies of Bologna (Italy) and London (UK). The
analysis was conducted in order to understand why cities continue to engage adaptation planning, and the response of spatial planning in vision-oriented strategies and action-based plans for adaptation towards resilience. Basically, the paper discusses the gap between theory and practice of planning in achieving a resilient approach to urban risks through adaptation

Passenger and baggage flow in an airport terminal: a flexible simulation model
No full textThe lack of a friendly and flexible operational model of landside operations motivated the creation of a new simulation model adaptable to various airport configurations for estimating the time behaviour of passenger and baggage flows, the elements’ capacities and the delays in a generic airport terminal. The validation of the model has been conducted by comparison with the results of previous research about the average behaviour of the future Athens airport. In the mean time the proposed model provided interesting dynamical results about both passenger and baggage movements in the system

Urban Climate Action. The urban content of the NDCs: Global review 2022
No full textThis report was prepared by United Nations Human Settlement Programme (UN-Habitat) and the UNESCO Chair on Urban Resilience at the University of Southern Denmark (SDU.Resilience). It offers a global analysis of the urban content of 193 Nationally Determined Contributions (NDCs) submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) before the 19th of June 2022. For this report, more than 200 indicators were used to analyse external data (e.g., Human Development Index and income categorisation) and data within the NDCs, including climate mitigation and adaptation challenges and responses, as well as specific sectors. This analysis is instrumental to supporting Parties’ efforts in further integrating national climate policies and urban climate actions, which is considered fundamental to raising ambition and developing adequate and timely actions as required by the current climate emergency. This review can be instrumental for advocacy and direct support to countries by partner organisations. The work was supported by a group of experts from bilateral and multilateral organisations and academia. Three expert group meetings were convened, and a peer review was organised for the final report
