Modelling risk adaptation and mitigation behaviour under different climate change scenarios
The main objective of this study is to simulate household choice behavior under varying climate change scenarios using choice experiments. Economic welfare measures are derived for society’s willingness to pay (WTP) to reduce climate change induced flood risks through private insurance and willingness to accept compensation (WTAC) for controlled flooding under varying future risk exposure levels. Material flood damage and loss of life are covered in the insurance policy experiment, while the WTAC experiment also captures the economic value of immaterial flood damage such as feelings of discomfort, fear and social disruption. The results show that WTP and WTAC are substantial, suggesting a more prominent role of external social damage costs in cost-benefit analysis of climate change and flood mitigation policies
Substitution Effects in Spatial Discrete Choice Experiments
This paper explores spatial substitution patterns using a choice experiment to estimate the non-market benefits of environmental quality improvements at different sites presented as labelled alternatives. We develop a novel modelling approach to estimate possible disproportional substitution patterns among these alternatives by including cross-effects in site-specific utility functions, combining mixed and universal logit models. The latter model allows for more flexibility in substitution patterns than random parameters and error-components in mixed logit models. The model is relevant to any discrete choice study that compares multiple sites that vary in their comparability and that may be perceived as (imperfect) substitutes. Applying the model in an empirical case study shows that accounting for cross-effects results in a better model fit. We discuss the validity of welfare estimates based on the inclusion of cross-effects. The results demonstrate the importance of accounting for substitution effects in spatial choice models with the aim to inform policy and decision-making.</p

United They Fall: Why the International Community Should Not Promote Military Integration after Civil War
The single strongest predictor of civil war is a nation having had one in the past, and preventing the recurrence of civil war has thus become the critical problem for both scholarship and policy. The conventional wisdom urges the creation of capable, legitimate, and inclusive postwar states to reduce the risk of relapse into civil war, and international peacebuilders have often encouraged the formation of a new national army including members of the war’s opposing sides. However, military integration has received little theoretical or empirical attention. Filling that gap, we argue that both the theoretical logics and the empirical record identifying military integration as a significant contributor to durable post-civil war peace are weak. Our analysis of eleven cases finds little evidence that military integration played a substantial causal role in preventing the return to civil war and little support for the likely causal mechanisms. Military integration does not usually send a costly signal of the parties’ commitment to peace, provide communal security, employ many possible spoilers, or act as a powerful symbol of a unified nation. We conclude that it is both unwise and unethical for the international community to press military integration on reluctant local forces.Based in part on a larger collective project: Roy Licklider (Ed.).
