Die wachsende Anerkennung und Umsetzung der Vorgaben für eine „nachhaltige Entwicklung der Städte“ zeigt auf internationaler wie auf französischer Ebene, dass eine Territorialisierung seitens des Staates stattfindet, aber auch der Wunsch nach neuen Alternativen und Regelungen besteht, die dazu beitragen, neue Utopien für eine neue Stadt zu schaffen. Seit 2008 wird in Frankreich für „Öko-Siedlungen“ geworben, eher auf der Grundlage freier Willensbekundungen als dahingehender Vorschriften. Dies wirft Fragen dazu auf, auf welcher Ebene und in welcher Größenordnung (Stadt, Viertel, Umland ?) solche Projekte durchgeführt werden sollen, die Abwägung der Ziele (Konkretisierung „nachhaltiger Städte“ und Ziele der Solidarität oder nur räumliche Absonderung im Sinne gesellschaftlicher Abschottung ?) wie auch die Erarbeitung eines konkreten, für effizienter gehaltenen Instrumentariums (öko-systemischer Art oder um die Verhältnisse der sozialen Integration und des Zusammenlebens neu zu erdenken). Im Hintergrund steht natürlich die stets wiederkehrende Frage nach den unterschiedlichen Konzepten der nachhaltigen Entwicklung oder der Bürgerbeteiligung.From urban ecology to ecodistricts : the pursuit of a utopian project or excessive communitarianism ?
The recognition and growing invocation of the precepts of “sustainable urban development”, at both French and an international scale, reveals a move to territorialisation in public action, but also an alternative quest for coherency and regulation which seems to contribute to renewing the stock of urban utopias. Since 2008, the promotion of “ecodistricts” or “eco-cities” in France, based moreover on a voluntarist model rather than regulations, has given rise to widespread questioning on the choice of the scale and areas of intervention (town, district, conurbation, city), the balance of the end purpose of the actions (achieving the “sustainable town” and reiterated objectives of urban solidarity or quite simply social spatialisation with a communitarian connotation), and building operational tools and instruments that are supposed to be efficient (whether they are ecosystemically inspired or destined to rethink the conditions of social integration and the conditions for “living together”). Running through all this, is the iterative question of the variability of the meanings used to define sustainable development and the participative involvement of the inhabitants.La reconnaissance et l’invocation croissante des préceptes d’un «développement urbain durable» révèlent, à l’échelle internationale comme française, une territorialisation en cours de l’action publique mais aussi une quête alternative de cohérence et de régulation qui semble contribuer à renouveler le stock des utopies urbaines. Depuis 2008, la promotion en France des «éco-quartiers» ou «d’écocités» , sur un mode d’ailleurs plus volontariste que réglementaire, suscite ainsi plusieurs interrogations concernant le choix des échelles et périmètres d’intervention (ville, quartier, agglomération, métropole ?), la pondération des finalités d’action (concrétisation de la «ville durable» et des objectifs réitérés de solidarité urbaine ou simple spatialisation sociale à connotation communautariste ?), ainsi que la construction d’outils et instruments opérationnels supposés plus efficaces (qu’ils soient d’inspiration éco-systémique ou destinés à repenser les conditions de l’intégration sociale et les conditions du «vivre-ensemble »). En filigrane, se pose bien sûr la question itérative de la variabilité des acceptions retenues pour définir le développement durable ou encore l’implication participative des habitants.Bosc Christel. Comparing the inviscid and viscous flows in a shock tube to analyze the boundary layer effects
No full textThe purpose of the present work is to analyze the effects of viscosity in the Mechanical and Aerospace Engineering Undergraduate Laboratory shock tube at a pressure ratio (p4/p1) of approximately 1.54. Ten tests were performed at this ratio to check for consistency in the system. The experimental results from this facility were compared with results obtained from the typical shock tube equations, as well as computer simulations in Matlab and GASP. Among these methods, GASP was the only one which took viscosity into consideration. Multiple simulations were run with this program to determine the appropriate grid size (coarse or fine), as well as compare the inviscid and viscous results. The other methods (theory and Matlab) assumed a one-dimensional inviscid flow for simplification of the computation. The results showed that all of the data from the latter three methods matched relatively well for the flow in the center of the shock tube. However, near the wall, the viscous GASP computation showed a variation in density, temperature, and velocity, while the others remained at a constant value. This is due to the no-slip boundary condition at the walls used for the viscous flow. By taking a specific point along the shock tube with viscous flow and comparing the velocity profiles from when the incident wave and when the reflected wave passes, it was discovered that a wall jet was created in the boundary layer. This jet moves in the opposite direction of the mainstream flow and at a much higher speed (more than 20~m/s greater).M.S.Includes bibliographical references (p. 105-106)by Christel M. Seite

On the choice of the mesh for the analysis of geostatistical data using R-INLA
No full textMany methods used in spatial statistics are computationally demanding, and so, the development of more computationally efficient methods has received attention. A important development is the integrated nested Laplace approximation method which is carry out Bayesian analysis more efficiently This method, for geostatistical data, is done considering the SPDE approach that requires the creation of a mesh overlying the study area and all the obtained results depend on it. The impact of the mesh on inference and prediction is investigated through simulations. Une réflexion sur le changement dans l'action publique nous a permis d'identifier une double tradition étatique de protection de l'environnement et différentes formes locales du militantisme écologiste. L'étude, dans Un second temps, des ressources politiques des maires de Lyon et de Montpellier et de leurs relations d'échange avec les partis et les associations écologistes fait apparaître le lien entre émergence de ces nouvelles politiques locales et quête de légitimation politique
