    Rules, discretion and local responsibility : development control case studies in the urban community of Lyon.

    The research presented in this thesis rests on the premise that the administrative and legal systems of France have a critical bearing on the way that decisions on applications for permissions to build are taken, and the nature of the decisions themselves. In the knowledge that the French system of law offered a legalistic, regulatory franiework for planning policy and policy implementation, four specific questions are posed: firstly about the relationship of plans to development control decisions; secondly about the effects of the system on applicants; thirdly about the possibilities for third parties to be involved in, and seek redress from, development control decisions and fourthly about the effects of the decentralisation of development control powers that has taken place since 1983. These questions are then located within a broader discussion of discretion, accountability and the management of uncertainty. The theoretical discussion of the first chapter paves the way for a more detailed presentation of the nature and origins of French local administration and French planning law and procedure which in turn lead to a case study of the 55 communes of the Urban Community of Lyon and eight studies of development control applications which are explored through an examination of the case file documents and interviews with participants. Two sets of conclusions are drawn from the study. The first set concerns the effects of a legalised system on the making and implementation of planning policy. The first conclusion is that the legalistic approach of the French planning system appears to create serious difficulties for finding an appropriate expression for policy. In part the problem is shown to be as much a question of ethos as of what is really possible under the law, amid some examples of practice in Lyon show how flexibility is still possible even within a legalised system. The second conclusion is that once the rules are departed from, the system offers no alternative means of testing policy in its specific application, although the use of non-statutory consultation meetings in Lyon has gone some way to meeting the problem. The third is that the pattern of zoning and regulations does not appear to help the maintenance of a planning strategy. The fourth is that a legalised system does not promote certainty for either administrators or applicants. The fifth is that a legalised system does not permit third parties to participate in the decision-making and ensures that objections are seen mainly as being about property values. The second set of conclusions has to do with the question of the power to decide and the accountability of decision-makers. The first is that the legalised system, while offering potential for agency discretion, nevertheless appears to favour officer discretion which on the evidence of the case studies is rife. While offering mayors the possibility of tactical power, it appears to reduce the accountability for decisions taken. Moreover, the control of the legality of decisions is dependent equally upon the discretion of the prefect. The second is that the pattern of crossregulation within the French system of local government has ensured the continuity of dependencies between the principal actors in the planning system. The final conclusion is that decentralisation has had relatively little effect on the balance of power. In the Lyon conurbation, COURLY would appear to be the principal beneficiary of the new powers, which would suggest that more power will be concentrated in future at the local level, but that the power will not be any more susceptible to control by the electorate

    Implicitni avtor zaradi različnih opredelitev ni enoten koncept. Članek predstavi in problematizira implicitnega avtorja, kot ga je oblikoval Wayne C. Booth, in preveri njegovo rabo v slovenskem prostoru. Prispevek vsebuje izvirno sintezo teorij implicitnega avtorja s poudarkom na opredelitvah, ki so nastale v 21. stoletju, in ključnih starejših. Izpostavi temeljne razlike med različnimi tipi teorij, pri posameznih tipih obravnavanega koncepta izpostavi problematična mesta in osvetli razumevanje implicitnega avtorja kot bralčevega konstrukta, ki se kaže kot najbolj utemeljeno in prevladuje v sodobnih razpravah.The implied author is not a uniform concept because of the variety of its definitions. The article examines the use of the term implied author introduced by Wayne C. Booth and his subsequent reconceptualizations in Slovenia. The paper includes an original synthesis of the theories of the implied author focusing on the key older and modern theories, which shows their differences. The author highlights the problematic areas of each type of the concepts. She sheds light on understanding of the implied author as a reader-generated construct, which is seen as the most reasonable view and it is prevalent in contemporary debates

    Algoritmo de Booth en operaciones de exponenciación modular

    The algorithm given by Andrew Donald Booth in 1950 (Booth, 1951), presents a more natural behavior to the crossing of operations and successions of the same, when these are in the same algebraic stratum (Ayuso 2015, pp. 113-119). Hence in this paper, we propose several algorithms of exponentiation between integers based on the concept devised by Booth. We will see different contributions to realize this computation, and above all with the novelty of supporting us in operations that equally already exploit the concept introduced by Booth, thus solving the reduction process in a modular context. And playing with the fact of warning that to achieve the final result, will require a lot of calculations which exploit these concepts.El algoritmo dado por Andrew Donald Booth en 1950 (Booth, 1951), presenta un comportamiento más natural de cara al cruce de operaciones y sucesiones de las mismas, cuando éstas se encuentran en el mismo estrato algebraico (Ayuso 2015, pp. 113-119). De ahí que el presente documento proponga varios algoritmos de exponenciación entre enteros basados en el concepto ideado por Booth. Mostrando distintas aportaciones para realizar ese cómputo, y sobre todo con la novedad de apoyarse en operaciones que igualmente ya explotan el concepto introducido por Booth, solucionando así el proceso de reducción en un contexto modular. Y jugando con el hecho de advertir que, para lograr el resultado final, se requerirán una gran cantidad de cálculos los cuales explotan estos conceptos

    The algorithm given by Andrew Donald Booth in 1950 (Booth, 1951) for multiplication is possibly richer and adaptable (Ayuso 2015, pp. 113-119) than just as it was in the beginning, and can be applied to more than one single operation in a single operation having a greater 1 (Ayuso 2015, pp. 255-221). We will show some implementations that, based on this concept, make simultaneous use of the simplification of Booth in several of its operands. You will see the performance improvements that can be offered by using, in a single calculation, the Booth algorithm being applied simultaneously to several of the operands that come into play.El algoritmo dado por Andrew Donald Booth en 1950 (Booth, 1951) para la multiplicación es potencialmente más rico y adaptable (Ayuso 2015, pp. 113-119) que sólo como fue descrito en principio, pudiendo ser aplicado a más de un único operando en una misma operación que tenga una aridad mayor que 1 (Ayuso 2015, pp. 255-221). De ahí que en el presente documento se mostrarán algunas implementaciones que, basándose en dicho concepto, hacen uso simultaneo de la simplificación de Booth en varios de sus operandos.
