    Dr. Louis A. Martin-Vega has served as Dean of the College of Engineering at North Carolina State University in Raleigh, North Carolina since 2006. With over 10,000 students, 750 faculty and staff and $200M in annual research expenditures, NC State’s College of Engineering is internationally recognized for the excellence of its research and educational programs. Prior to joining NC State, he spent five years as dean of engineering at the University of South Florida in Tampa, Florida. He has also held several prestigious positions at the National Science Foundation (NSF) including acting head of its Engineering Directorate and director of its Division of Design, Manufacture and Industrial Innovation. His research and teaching interests are in the areas of industrial engineering, manufacturing, logistics and distribution, operations management and production and service systems. He is the author or co-author of more than 100 journal articles, book chapters and other publications and has made over 200 keynote and related presentations at national and international forums. Martin-Vega is a Fellow of the Institute of Industrial Engineers (IIE) and the Society of Manufacturing Engineers (SME). His numerous awards include the 1999 IIE Albert Holzman Distinguished Educator Award, the 2000 HENACC-Hispanic Engineering National Education Achievement Award, the 2007 National Hispanic Scientist of the Year Award from the Tampa Museum of Science and Industry, the 2008 Outstanding Engineer in North Carolina Award from the NC Society of Engineers, the Industrial and Systems Engineering Alumni Leadership Award from the University of Florida in 2009, and the 2012 Frank and Lillian Gilbreth Industrial Engineering Award, IIE’s highest honor. He is a past president of IIE, a member of the Pan American Academy of Engineering and the HENACC Hall of Fame and was named as one of the 50 Most Influential Hispanics in the US by Hispanic Business magazine in 2014. He is a former member of the executive board of the National GEM Consortium and former chair of the ASEE Engineering Deans Council. He is currently the Immediate Past President of ASEE, past Chair of the Advisory Committee for the Engineering Directorate at NSF and current Vice-Chair of NSF’s Foundation-Wide Committee on Equal Opportunities in Science and Engineering (CEOSE).     Roger Martin du Gard and Maumort: The Nobel Laureate and His Unfinished Creation

    In the late 1930s and early 1940s, Roger Martin du Gard was one of the most famous writers in the Western world. He won the Nobel Prize for Literature in 1937, and his works, especially Les Thibault, a multivolume novel, were translated into English and read widely. Today, this close friend of André Gide, Albert Camus, and André Malraux is almost unknown, largely because he left unfinished the long project he began in the 1940s, Lieutenant Colonel de Maumort. Initially, the novel is an account of the French experience during World War II and the German occupation as seen through the eyes of a retired army officer. Yet, through Maumort\u27s series of recollections, it becomes a morality tale that questions the values of late nineteenth- and early twentieth-century European civilization. A fragmentary version of the novel was published in 1983, twenty-five years after its author\u27s death, and an English translation appeared in 1999.     The author is the son of the distinguished historian Nicholas Mansergh, author of the Irish Question and more recently The Unresolved Question. Having inherited from his father « a broad anti-imperialist outlook », Martin Mansergh who describes himself as « a democratic Irish republican » was special adviser on Northern Ireland to the Taoiseach Charles J. Haughey and to his successor Albert Reynolds. As such he was a central figure in the Irish government's peace initiative which culminated in the IRA's and loyalist's ceasefires of 1994.     Industry structure and regulation

    As private firms become increasingly involved in the development of key infrastructure, redefining the role of government from that of serviceprovider to regulator presents both challenges and opportunities. The factors that give rise to sector reforms color how much policymakers invest in regulatory design during the reform process. Nevertheless, two factors are essential to sustainable sector and regulatory reform. First, the right structure must be established for the industry concerned, a structure that allows competition appropriate for that industry. Second, the objectives of regulation must be well defined, with a clear distinction between policymaking, policy implementation, and operations. The extent to which competition can be harnessed to help make regulation efficient, effective, and sustainable depends on the intrinsic technical characteristics of the sector. Each decision affects the sustainability of the regulatory regime in the face of the threat of regulatory capture (both political and commercial). Careful regulatory design is crucial not only for successful sectoral reform but also to balance the interests of various actors (government, consumers, developers, investors, and financiers). One model that has been relatively successful combines new entry, unbundled services, and the unambiguous spelling out of the legal rights and duties for both public and private service providers, administered by an autonomous regulatory authority. Problems with regulation often result as much from inadequate attention to sector structure and fostering competition as from weaknesses in the regulatory authority's institutional capacity. As for the tools of regulation, despite differences in some details between licenses and concessions (and their many contractual variations), these are basically instruments that establish the rights and obligations of contracting parties. Choices about where these rights and obligations are located in the legal hierarchy are shaped by a country's institutional capacity and legal traditions. But the existence of instruments to establish those rights and obligations does not eliminate the need for institutionsto administer them, and thus carry out the regulatory function. Establishing effective sectorwide regulation can be difficult in a developing country, but it is necessary.     Technical and marketing support systems for successful small and medium-size enterprises in four countries

    Studies of successful and medium-size enterprises (SMEs) and their marketing and technical support systems were undertaken for Colombia, Indonesia, Japan, and the Republic of Korea. Three to four subsectors were examined in each country. The sample worldwide amounted to 445 firms. Mechanisms to support export marketing varied across countries and subsectors. How they varied depended greatly on whether SMEs operated within well-developed private networks. When market penetration begins, transaction costs are high and collective marketing support can be important. As markets"thicken,"initiatives by foreign buyers become more important. Generally the most effective collective marketing support was of the kind that can be provided more effectively by decentralized organizations - such as industry associations or local governments and chambers of commerce (support firms'participation in trade fairs, for example) - than by central government institutions. Private mechanisms were more important than collective mechanisms for helping firms improve their technological capability. Demand for collective mechanisms tended to be greater when technological requirements of production were complex or when the endowments of private technological networks in certain countries or industries were weak. Broad-based collective technical support facilitates the emergence of an information-rich environment for firms, and may be worth pursuing in many settings. Examples of such support include: 1) sponsoring courses in specialized topics; 2) facilitating the use of expert consultants (either directly, by making a consultant available to a broad array of firms, or indirectly, by providing financial support for the use of consultants); and 3) promoting information-sharing among firms.     This thesis aims to develop and understand the role of peptide modified collagen scaffolds in tissue engineering and stem cell differentiation. The extracellular matrix and microenvironment surrounding cells plays a critical role in controlling phenotypic and genotypic behavior of cells. It is important to elucidate this role in stem cell differentiation to develop regenerative therapies. Here in, we developed a method to alter, positively and negatively, the adhesion migration and reorganization of scaffolds by fibroblast and smooth muscle cells on and in collagen. By grafting an adhesive peptide 'RGD' and a scramble non-adhesive peptide 'RDG' to collagen we were able to modulate in a dose dependent manner the adhesion of cells to collagen and establish the bimodal dependence of migration on adhesion in and on collagen scaffolds. We then extended this approach to understand the role of cell adhesion on differentiation of stem cells; we assayed the differentiation of sox-1 reporting murine embryonic stem cells on these scaffolds. Sox-1 expression was found to be inversely related to cell-matrix adhesion. Sox-1 reporting stem cells cultured on RDG grafted collagen scaffolds had a significantly greater population of cells that were sox-1 positive relative to controls. However, the difference between conditions was at most 10%. To further evaluate the ability of matrix cues to guide the differentiation of stem cells we grafted peptide mimics of neural stem cell niche carbohydrates, human natural killer-1 and polysialic acid to collagen and assayed the differentiation of stem cells towards cell types from all three germ layers. Cells cultured on human natural killer-1 and polysialic acid grafted collagen preferentially differentiated towards neuroectoderm lineage cells as indicated by qPCR and Immunohistochemistry. Identifying matrix cues and environments that support and direct the differentiation of stem cell is essential for regenerative medicine.
