No full textThis research aimed to describe the role of Pasuruan Government in controlling
industrial waste of PT. Chiel Jedang Indonesia. The research used descriptive method
with qualitative approach and the focus of this research was the government's role in the
control of waste of PT. Cheil Jedang Indonesia. Informants were determined using
purposive sampling technique. The sources of data consisted of primary and secondary
data. Data were collected by observation, interview, and documentation methods. The
research also used triangulation technique for data validity checking through the
methods and sources. The data analysis used Miles and Hurberman interactive model.
The results showed that Pasuruan government's roles in controlling the industrial waste
of PT.Cheil Jedang Indonesia were monitoring, field inspections or site visit to
determine the sources of pollution caused by PT. Cheil Jedang Indonesia and providing
technical recommendations, enhancing the public role and awareness. In addition, the
government made an innovation in the control of industrial waste, among others, by
conducting a research with NGOs as well as forming a team of 10, making of Momentum
of Understanding (Muo), making a long-term plan and conduct continuous control

implementation of development in Maron Kulon Village, District of Maron, Probolinggo
Regency. The research used qualitative approach with descriptive research type, that is,
a research that reveals the facts naturally about an object, a phenomenon or situation by
describing or explaining and interpreting it into a systematic form of writing. Informants
were selected by purposive technique, which selects the informants who really know the
internal and external conditions. Data were collected by interview and participatory
observation techniques. Data validity checking used triangulation. Data analysis used
interactive model of Miles and Huberman. The results showed that the leadership style
used by by Village Head of Maron Kulon was democratic leadership style. The process
of implementation of village development programs undertaken by the village head was
not authoritarian; however, the village head gathered first people involved in the process
of implementation of the development program and then held a meeting which eventually

government. The issue of quality of patient referral service at Puskesmas (Public Health Center)
Rowotengah, District of Sumberbaru, Jember Regency is centered on the timeliness of services that goes
to lack of officials’ responsiveness to public. The SERVQUAL value means negative that can be
interpreted that the fact of service perceived by the customers is lower than the customer expectations in
receiving the patient referral service. It can be said that the quality of patient referral service at

researcher used multi item scale which was as ServQual in data analysis. The result of the research which was conducted
to 97 respondents could be generally concluded as Good. Based on the ServQual calculation result it was positive 6 (+6),
which meant that the hope of society was completed, four from 5 dimensions got positive value (+), except for reliablity

Tegalboto Markets, Jember Regency. The research used descriptive qualitative research design
with data collected through interviews, observation and document study. The research results
showed that traditional markets in Jember still are still in touch with the problems of the internal
markets which make traditional markets not able be to be at the same position as modern markets
because they are obviously different and difficult to compete with the modern markets. The

apparatus in Tamansari Village, District of Wuluhan, Jember Regency. The problem in this research is
the effect of the situational leadership style on performance of village apparatus in Tamansari Village,
District of Wuluhan, Jember Regency. The research is an associative research with quantitative
approach. The number of population was 25 employees, and the sample size was determined by the
saturated sample. Data sources were primary data and secondary data. Primary data were obtained by
observation, interviews and questionnaires. Meanwhile, the secondary data were gathered through
documentation and literature. In this study, data were collected using questionnaires. Data were analyzed
with SPSS computing. The results indicated that the results of the value of tstatistic = 3.482, the
significance level = 0.002 t table or –tstatistic <-
table; thus, Ho was rejected and Ha was accepted. It means that situational leadership had a significant
effect on the staff performance. The regression equation reads Y = 12 199 + 0.699X. This suggests that
there is no effect of situational leadership style on performance (Y) by 12 199 based on a regression
coefficient of 0.699. The results showed that the situational leadership style contributed 69.9% to the
performance. It is concluded that there is a significant effect of situational leadership style on the
performance of village apparatus in Tamansari Village, District of Wuluhan, Jember Regenc

No full textRice is one of the very important food commodities in Indonesia since it functions as the staple
food for most Indonesian society. Therefore, it is necessary to maintain its availability. The
purpose of this research was to describe the role of Agricultural Extension Officer (PPL) in
community empowerment of rice farmers in Kebonagung Village, District of Kraksaan,
Probolinggo Regency, so that it can prosper and improve their life standard. Farming community
empowerment is done by agricultural extension officers (PPL), who serve to empower the
community through counseling, examination, application, etc. The research was conducted in
Kebonagung Village, District of Kraksaan, Probolinggo regency and Agricultural Extension
Center, District of Kraksaan, Probolinggo Rehgency. Techniques used in the determination of
the informants were purposive sampling and Snowball Sampling. The research results showed
that in general the implementation of agricultural extension in Kebonagung Village has been
running well, seen from agricultural programs and annual work plans of extension. The
agricultural extension activities in Kebonagung village have already been implemented and
agricultural extension officers (PPL) play active roles in assisting and providing guidance and
learning to the farmer groups (POKTAN) and the combined farmer groups (GAPOKTAN). The
success of the development of the agriculture sector is highly determined by the active support of
both farming community either farm laborers or farm owners in implementing their farm
