A multi dimentional analysis on the competitiveness factors to be enhanced in Sicily and Sardinia
The paper aims at presenting the main results emerging from a multi-dimensional analysis developed by a cross-curricular research group, properly focused on the competitiveness factors of two main Mediterranean islands: Sicily and Sardinia. Since 2009 the partnership has been involved in the annual RCAU competitiveness Report (Rapporto di Competitività delle Aree Urbane Italiane) to support investment strategies related to the JESSICA revolving funds (Joint European Support for Sustainable Investments in City Areas), thanks to the operative contribution of the European Bank for Investments and the "CDP- Italian Deposits and Loans Bank". Due to the strong dependence on air and sea connections, both Regions, since 1948, have a special status that let them to rule some fiscal facilities, such as to grant tax benefits. However, despite this facility and other local territorial opportunities, the two islands suffer from both structural and cyclical weaknesses. They are in fact facing a lack of material and immaterial resources, useful to improve their competitiveness within and beyond their own shore lines. The strategic value of the analysis can be summed up in three main points: the collected data consistency (77 indicators covering demography, economy, environment, real estate, social and infrastructural issues), the opportunity of comparing territorial performances at different aggregation scales (moving from the Italian 110 Provinces level -NUTs- up to the national one), and the chance to process geo-referred maps representing systemic and specific risks of each urban area (both according to present and 2030 predictions). Thanks to the time series collected, the data can detect the impacts of the current financial turmoil on the two regions, trying to suggest which urban areas are majorly hit by the decreasing of resources and trustiness, needing, and at the same time, public and private interventions. Sicily and Sardinia, although presenting different critical situations, can challenge for a more dynamic future. Some examples can refer to the empowerment of sustainable green buildings, tourism seasonality mitigation, service sector enhancement, in order to make them more attractive and dynamic. In other words these actions can have a positive impact on youth employment, household income and real estate values. A 'Planning Grid' to Support Environment-Friendly and Sustainable Social Housing Initiatives
The paper aims at developing a 'planning grid' to address sustainable social housing interventions. The purpose lies in acquiring integrated competences to support, develop and monitor residential proposals, from the pre-feasibility up to the on-going phase, covering multi-dimensional impacts on housing costs, investment sustainability, energetic performances as well as on the quality-of-life level induced in the neighborhood surroundings.The methodological approach is based on the analysis of 30 tools currently widespread in the international building sector to assess environmental and energetic performances. Among them an in-depth analysis extrapolated 7 main certification protocols (LEED, ITACA, CASAClima, BREEAM, LiderA', Audis, SB100) and selected 132 indicators (out of the total 448), specifically pertaining to social housing.The selected indicators, useful to measure the environmental and energetic performances beyond the minimum mandatory levels requested by the Italian building sector, have been grouped together into new classes and sub-classes. Furthermore, each sub-class has then been analysed according to the macro-categories defined by the CEN TC 350 standard in order to integrate and uniform the check-list of requirements, purposes and goals coming from the different protocols. The synthetic 'planning grid' obtained, covering the whole life-cycle of a social housing intervention, considers, at the same time, the economic, social and environmental impacts on the building and its context, housing costs, life quality and the users' awareness of the housing resources consumption.The study represents a first attempt in the Italian context to organise a grid of fundamental minimum requirements to develop sustainable social housing initiatives. The set of 7 classes of indicators is out of doubt a strategic 'planning grid' useful to guide public and private decision making in defining design and management priorities, also within the field of public announcement

Fattori di sviluppo territoriale: un'analisi a supporto delle strategie di investimento
Il contributo intende presentare i risultati emersi da un'indagine multi dimensionale svolta sul territorio nazionale, effettuata da un gruppo di lavoro multidisciplinare, nell'ottica di individuare leve e fattori di sviluppo territoriale a supporto di strategie d'investimento. La partnership di lavoro avviata nel 2009 per la produzione di analisi nell'ambito dei fondi europei Jessica (Joint European Support for Sustainable Investments in City Areas) è supportato da Fondazioni bancarie, dalla Banca Europea degli Investimenti (BEI) e della Cassa Depositi e Prestiti (CDP). L'Italia è contraddistinta da regioni ad elevato potenziale di sviluppo, rivelando però criticità non indifferenti. In particolare il sud e le isole sono caratterizzati da regioni che dipendono più di altre dalle infrastrutture di mare e aeree, e che tuttavia mancano di adeguate reti utili a favorire la mobilità di capitali materiali e immateriali al proprio interno, così come "verso" e "da" altre regioni italiane e il mercato internazionale. Ciò che rende l'analisi strategica è riassumibile in tre aspetti chiave: la massa dei dati (77 indicatori di competitività demografica, economica, ambientale, immobiliare, socio territoriale ed infrastrutturale), la possibilità di confrontare le performance riscontrate a diversi livelli di aggregazione territoriale (110 capoluoghi di provincia nazionali) e la possibilità di offrire una mappa della competitività territoriale ed economica (rischio sistemico) e del rischio associato a singoli progetti di sviluppo sul territorio (specifico) sia in chiave statica che prospettica (con proiezioni fino al 2030). Grazie alla raccolta di dati su serie storica più che decennale l'analisi è in grado di cogliere come l'attuale recessione economica stia impattando sull'economia e la demografia. Gran parte delle regioni del sud, pur manifestando svantaggi strutturali rispetto ad altre regioni italiane (mancanza di adeguate infrastrutture) presentano margini di miglioramento potenziali. Si pensi alla sostenibilità energetica degli edifici, alla possibile destagionalizzazione del turismo, allo sviluppo del settore terziario, fattori che potrebbero rendere più attrattive e dinamiche le aree urbane di costa e di entroterra generando impatti sull'occupazione, evitando la fuga delle nuove generazioni e inducendo effetti anche sul valore del patrimonio immobiliare.
