Public Expenditure and Growth: The Indian Case
The paper deals with the analysis of the relationship between public spending and growth as well as the dynamics of the ratio public debt/GDP. We show that a composition of public spending that favours productive expenditures, i.e. those with a direct positive effect on the economy’s rate of growth, can determine a situation in which the ratio of the public debt to GDP is stable, even though the government runs primary deficits.
We test our theoretical results by considering the Indian case that, for a number of reasons, appears to be consistent with our theoretical hypotheses and assumptions. The results of the empirical analysis substantially support the idea that the dynamics of the economy as well as of the ratio public debt/GDP are crucially contingent on having a public sector that favours productive expenditures.

Federal Transfers and Fiscal Discipline in India: An Empirical Evaluation
This article examines the relationship between federal transfers and fiscal deficits in India. The current system of transfers has been criticized on the grounds that it distorts the incentives for states to promote fiscal discipline. We analyze the relationship between transfers, state domestic product, and fiscal deficit for a panel of states during the period 1990 to 2010. The article finds a positive long-run relationship and bidirectional causality between primary/gross fiscal deficits and non-plan transfers. Further, there is a negative long-run relationship and one-way causality from state domestic product to transfers. These results are confirmed by multivariate cointegrationanalysis, which finds a long-run relationship between fiscal transfers, state product per capita, and state primary deficit. The evidence in the article is consistent with the system of fiscal transfers being "gap filling.'
The “Triangle” Sign: A Novel Ultrasound Marker for Diagnosing Total Choroidal Detachment and Total Suprachoroidal Hemorrhage

It also validates the sign’s efficacy in distinguishing between choroidal detachment (CD) and suprachoroidal hemorrhage (SCH) from retinal detachment (RD) and vitreous hemorrhage (VH).Patients and Methods: Retrospective analysis of consecutive cases of total CD and SCH undergoing B-scan at a single tertiary imaging center. The study examined the presence of the “Triangle” sign (a hypoechoic/anechoic triangular shape of vitreous noted anterior to the optic disc) in total CD & SCH, categorized cases by subtype and etiology, and its role in differentiating from RD and VH.Results: Thirty-six eyes with a total CD and SCH were analyzed. Amongst the cases of total SCH 31 (86.1%), (58.1%) were linked to intraocular surgery, and (41.9%) were linked to post-traumatic events. The “Triangle” sign was consistently present in all 36 eyes, with additional findings indicating concurrent VH (52.8%) or RD (5.6%). Among the 31 eyes with total SCH, 58.3% initially had detectable choroidal membrane seen on B scan, while 41.7% did not. Despite this, the “Triangle” sign was consistently visible in all 36 eyes, and monitoring with B-scans revealed choroidal membrane as the hemorrhage resolved.Conclusion: The “Triangle” sign is a distinctive and reliable ultrasound feature for total CD and SCH diagnosis, offering clarity in challenging cases where traditional methods face limitations.Keywords: choroidal detachment, suprachoroidal hemorrhage, ultrasound B-sca

Commissioned in 1942. His family was impoverished. He was one of three boys. One brother became a clerk. A second a teacher. SKR Bhatt attended a government school and his elder brother goaded him to finish. He always had a mechanical bent and he went to Madras to look for a job in 1941. He got a job in watch shop while he also did an Engineering course The British were starting to have emergency commissions. Bhatt joined the Air Force as an airman as they desperately needed pilots. He was selected to go to England to train to fly spitfires and hurricanes. According to his son, in Burma, he targeted ammunition dumps on Japanese boats and once when he struck Japanese boat his wing broke. He managed to land safely with two min petrol/gasoline left. Two days later he contracted malaria and was placed on sick leave. On 31st August, 1945, he had a narrow escape from Japanese soldiers who were still fighting the war despite of it being over. Post Malaria, he joined 8 Sqn Indian Air Force. Vishwesh Bhatt has been the chef at Snackbar in Oxford since its opening in 2009. A native of Ahmedabad, Gujarat, India, Bhatt is a graduate of the University of Kentucky. He moved to Oxford after college to begin a graduate program in political science but soon abandoned academia for restaurant kitchens. When folks in Mississippi ask him the loaded question, “But where are you really from?” his response is, “I am from here.” That’s the title of Bhatt’s cookbook. Throughout the book Bhatt tells stories of understandings forged over shared meals and explores the common ingredients that connect global cuisines, particularly those of India and the American South.
Bhatt is joined in conversation with Sara Camp Milam, managing editor of the Southern Foodways Alliance. Milam has a BA in Spanish from Princeton University and an MA in folklore from UNC-Chapel Hill
Public Capital Expenditure and Debt Dynamics: Evidence from the European Union
This paper investigates the relationship between public capital expenditure and public debt in the European Union (EU) on a panel of fifteen countries in 1980-2013. We find robust evidence of a negative cointegrating relation, whereby increases in the capital expenditure-GDP ratio cause reductions in the long-run debt-GDP ratio. Our empirical results suggest that current EU fiscal austerity can trigger upward debt spirals if cuts in total expenditure disregard its composition. The findings appear to give support to the view, consistent with the «golden rule of public finance», that EU fiscal rules should allow for higher levels of capital expenditure in order to foster debt consolidation through growth dividends
SEZ proliferation in India: are the objectives being realized?
This paper analyzes if the industrial policy framework of the Indian Government with regard to the proliferation of SEZs has satisfied its aims and objectives. The analysis however, shows otherwise. The empirical results show that the policy of the Indian Government has been lopsided, wherein the concentration of SEZs has increased in States which face lower levels of unemployment and a comparably high level of FDI inflow. Further, the concentration of
the SEZs has been restricted majorly to the IT industry resulting in rigidity in the export mix. Policy implications hint towards a diversification of the SEZ industry portfolio and in increasing the size and therefore, the economic impact of these zones
