Pac post-2020 e innovazione tecnologica: il caso degli investimenti in tecnologie conservative del suolo in Toscana
La promozione di sistemi agricoli sostenibili e resilienti passa necessariamente attraverso il processo di ammodernamento produttivo e tecnologico dei sistemi stessi (Tilman, 2002; Vagnozzi, 2015). Diverse tecnologie attualmente disponibili sono in grado di migliorare in modo congiunto le performance ambientali ed economiche delle aziende agricole, come ad esempio l’agricoltura di precisione e le tecniche di non lavorazione del suolo. Queste tecnologie rappresentano innovazioni chiave per promuovere il processo di intensificazione sostenibile e per migliorare la resilienza del settore agricolo di fronte alle principali sfide future (Buckwell et al., 2014). In particolare, la diffusione di tecnologie di no-tillage possono apportare diversi benefici per l’ambiente come ad esempio la riduzione dell’erosione del suolo, il sequestro del carbonio e la lisciviazione dei nutrienti (Soileau et al., (1994); Holland (2004); Abdalla et al., (2013)). Pertanto la diffusione di tecnologie conservative di gestione dei suoli può coniugare un ottimo privato con un ottimo sociale (Lankoski et al., 2006).
L’analisi dell’adozione dell’innovazione e delle nuove tecnologie in agricoltura è un tema ampiamente trattato nella letteratura scientifica. La comprensione delle determinanti e dei enebling factors del processo di innovazione tecnologica nelle aziende agricole è stato affrontato sia nella letteratura economico agraria sia negli studi sullo sviluppo rurale. Diversi articoli hanno evidenziato il ruolo centrale nel processo di adozione delle tecnologie delle aspettative legate ai futuri flussi di costi e benefici, le incertezze e attitudini al rischio, la qualità delle informazioni e delle conoscenze nel determinare costi di accesso alla tecnologia (Sauer and Zilberman, 2012; Klerkx et al., 2012; Esposti 2012). Adrews et al. (2013) ha identificato tre diversi frames coi quali esprimere la propensione ad investire in tecnologie conservative del suolo: a) motivi legati alla redditività dell’investimento; b) esistenza di incentivi che modificano i rapporti tra i costi ed i benefici; c) esperienze e attitudini soggettive.
Un’ampia letteratura ha evidenziato effetti positivi della politica agricola comune (ed in particolare i pagamenti diretti) nel ridurre il processo di abbandono nelle aree rurali e la disattivazione delle aziende agricole (Raggi et al., 2013; Bartolini e Viaggi, 2013; Olper et al., 2014) nel promuovere il processo di ammodernamento dei sistemi agricoli, nell’incentivare l’innovazione tecnologica in condizioni di strette creditizie o di incertezza (Esposti, 2014) e nel migliorare l’ efficienza e la produttività (Rizov et al., 2013). L’adozione di no-tillage può risentire dell’influenzata di diverse fonti di incertezza tra cui le rese, i prezzi dei prodotti agricoli, il costo degli input (Loughrey et al. 2016). Alti livelli di incertezza possono ridurre la propensione ad investire (Loughrey et al. 2016) o ritardare il processo di ammodernamento tecnologico (Bartolini e Viaggi, 2012).
Le simulazioni micro-economiche degli investimenti rappresentato un tema di crescente interesse nella letteratura economico agraria e sono un valido strumento di supporto ai decisori pubblici o privati per supportare la valutazione degli interventi pubblici nel settore (Ramilan et al. 2011; O’ Dongue 2013).
Mediante l’applicazione di simulazioni micro-economiche, in questo lavoro, sono stati simulati gli effetti di diversi scenari di politica sulla propensione ad adottare innovazioni tecnologiche in condizioni di incertezza. La rimanete parte dell’articolo introdurrà la metodologia e successivamente principali risultati ed infine verranno presentate le considerazioni conclusive

L’obiettivo del presente articolo è stimare gli impatti potenziali della riforma della Pac sul mercato fondiario. Gli impatti sono stati analizzati simulando i cambiamenti nei prezzi ombra del terreno, che possono misurare variazioni nella disponibilità a pagare. L’analisi mette in luce una forte dipendenza dei valori fondiari dai meccanismi di assegnazione dei titoli e dai livelli dei pagamenti
I dilemmi della bioeconomia: una riflessione sulla Bioeconomy Strategy della Commissione Europea
Nel corso del 2012 la Commissione Europea ha pubblicato la sua "strategia per la bioeconomia", che propone un approccio globale per affrontare le sfide ecologica, ambientale, energetica, alimentare e delle risorse naturali che l'Europa e il mondo si trovano ad affrontare (EC, 2012).
La strategia si propone di concentrare gli sforzi con l'obiettivo di "spianare la strada a una società più innovativa, efficiente e competitiva che riconcilia la sicurezza alimentare con l'uso sostenibile di fonti rinnovabili a fini industriali, garantendo al tempo stesso la protezione dell'ambiente". Il documento è articolato in tre sezioni. La prima sezione illustra le sfide sociali che la bioeconomia dovrà contribuire ad affrontare. La seconda riguarda le azioni per uno sviluppo coerente della bioeconomia. La terza sezione definisce un piano di azione che riguarda la ricerca, le politiche e i mercati
Recent developments in multi-criteria evaluation of regulations
Agricultural activity is affected by a very wide set of regulations and prescriptions due to agricultural and non agricultural policies. In the literature about agricultural policy, a growing attention has been paid to the issue of policy evaluation.
The objective of this paper is to provide a literature review of the Multicriteria Analysis (MCA) applied to the context of policy and regulation evaluation. Such purpose implies to identify firstly the main issues of the policy evaluation process and then to identify the potential contribution of MCA as a decision support tool in a policy making context.
In the literature, evaluation has been dealt through the measurement of the performance of a policy, program or regulation by way of effectiveness or efficiency concepts. In spite of the simple nature of these two criteria, the evaluation exercises are strongly affected by several problems, which are mainly due to the weakness in the definition and in the measurement of both policy objectives and policy impacts.
Generally two main approaches have been adopted for policy evaluation purposes: a) Cost-Benefit Analysis, based on the monetisation of both costs and benefit, and; b) MCA, based on the measurement of a set of indicators and their aggregation taking into account the importance attached to each of them by the Decision Makers.
MCA is a method that enables to provide a more robust evaluation with respect to Cost-Benefit Analysis mainly due to the expression of impact with physical and economic indicators rather than monetisation of the impacts. Such property, in addition to the flexibility of the method, allows to adapt the MCA to several contexts and to assess an evolution covering a very wide range of impacts (environmental, social and economic). Several MCA methods have been applied to agricultural and environmental regulation. Generally these methods differ for the adoption of different aggregation functions (single synthesising versus outranking methods), for the treatment of the uncertainty in the evaluation (eg. fuzzy versus non-fuzzy methods), and for the degree of DM involvement (participative methods, interactive methods, etc.).
MCA has been invented as decision support in the choice of alternative projects when decision is effected by trade-offs between criteria and then has been extended to both ex-ante and ex-post policy analysis. However, the applications to policy evaluation still denote a wide room for improvement. In particular, a improved ability to support the decision process can be expected if the MCA is included in a consistent process of monitoring and data gathering, and both MCA and monitoring are developed in such a way as to provide a structured interaction with the DMs within a participative approach. In addition, a cautious integration between MC comparison techniques and policy analysis concepts (e.g. additionality) should be sought in order to avoid misinterpretations
An analysis of policy scenario effects on the adoption of energy production on the farm: A case study in Emilia–Romagna(Italy)
The agriculture sector’s contribution to energy production is a central issue in ongoing policy debates, and one of the central elements of the development of Bioeconomy sector. The ommon Agricultural Policy (CAP) is one of the main determinants of the different farm strategies of European farmers. The CAP is now undergoing a thorough revision process which necessarily includes a debate of the role of the policy in rural areas and the effectiveness of the various CAP policy mechanisms. The objective of this paper is to assess the impact of alternative CAP scenarios in the light of the possible changes in 2013 and the willingness to adopt energy plants for energy crops in the Province of Bologna (Italy). This is pursued using both survey information and farm-household mathematical programming models, hence using stated intentions and simulated profitability to analyse the adopt of new technologies for energy production. The results underscore the relevance of the CAP scenarios in altering intentions with regard to the adoption of energy production and the relevant effect of uncertainty in delaying the diffusion of energy production systems
ANALYSIS OF THE POLICY SCENARIO EFFECTS ON ADOPTION OF ENERGY PRODUCTION/ENERGY CROPS ON THE FARM. A CASE STUDY IN EMILIA ROMAGNA (ITALY)
The production of renewable energy by agriculture has shaped largely the discussion about the future of the primary sector in the next years, and it is at the core of reasoning about the future development of the Bioeconomy. In addressing such issue, the Common Agricultural Policy (CAP) represents a major driver, as it is one of the main determinants of the viability of agricultural production and of production choices by the farms. The objective of this paper is to evaluate the effects of alternative CAP policy scenario on the willingness to adopt energy plants or energy crop in a Province of Italy (Bologna). This is done, using both survey information from the area and farm household mathematical models, hence jointly using stated intentions and simulated profitability to adopt technologies for energy production. The results show the relevance CAP scenarios in changing the intentions to adopt the energy production and in the timing of adoption
Factors affecting the impact of CAP scenarios on farm structure: an analysis based on stated intentions
Several authors have emphasised the effect of agricultural policy (such as SFP) as a driver of structural change. This paper aims to identify the determinants of the change in the use of productive factors under different policy scenarios. The analysis is performed ex ante, assessing the effect of CAP abolishment (as compared to the current CAP) on the use of productive factors, based on stated intentions by farmers. The results highlight the role of farm size, intensity and education in determining different patterns of reaction to policy changes. Also differences are identified among the three main component of structural change, land, capital and labour, with the latter being the less dependent upon the CAP
Incentivi, aspettative e timing nel disegno delle politiche agro-ambientali: un’analisi empirica in Emilia Romagna
The objective of this paper is to evaluate alternative policy design options for agri-environmental schemes. The methodology relies on a simulation model of agri-environmental practices adoption based on a real option approach, including transaction costs and simulating different price expectations by farmers. Transaction costs included are both ex-ante and ex-post. Policy alternatives are represented by a different level of payment and a different dynamic of such payments over time. The model is applied to a case study in the Province of Ferrara (Italy). Results show that transaction costs and expectations play an important role in the adoption of agri-environmental practices, as well as expectations, particularly in the present scenarios of change. The option to wait for adoption is a relevant alternative from the point of view of farmers, while, on the other hand, hold up phenomena may allow relevant savings in payments. Altogether the present policy time framework (7 years) appears insufficient for an accurate incentive design, particularly for actions with a relevant investment component and for decisions requiring to take into account long term income opportunities
