Irregular sub-Saharan migrants in Morocco: illegality, immobility, uncertainty and ‘adventure’ in Rabat
As a result of European externalization of the politics of migration, Southern and
Eastern Mediterranean countries like Morocco are increasingly co-opted to deter
asylum-seekers and other migrants. These latter, criminalized and labelled as ‘illegal’,
are prevented from reaching a Europe whose economy nevertheless partially relies on
the precarious and low-cost labour of sans-papiers. As Morocco shifts from a country
of mainly emigration to also a country of ‘transit’ and immigration, thousands of Sub-
Saharan migrants find themselves ‘stranded’, unable to go further, return or gain a
meaningful legal status in Morocco. The research focuses on the two poor and densely
populated neighbourhoods of Douar Hajja and Maadid, often called after the larger,
adjacent neighbourhood Taqaddoum (‘progress’ in Arabic). Reputed to be violent and
dangerous, they host a visible, (im)mobile population of irregular, sub-Saharan
migrants struggling to cope with everyday life and (re)considering their uncertain
migratory journeys.
This research engages with recent critical debates in anthropology over ‘mobility’ and
‘illegalization’ to examine how ‘irregular’ sub-Saharan migrants cope with violent
abuses and attempt to exert control over their lives in a Moroccan marginal
neighbourhood. Exploring migrants’ imagination and hope, it focuses particularly on
migrants’ circumscribed agency as well as emerging social relationships and political
participation. Rather than adding to the profuse production of migration studies
concepts, the thesis contends that migrants’ own articulations of notions such as
‘adventure’ and ‘objective’ offer an analytical tool to overcome some of the pitfalls of
other concepts (e.g. transit, imagined community) which do not completely succeed in
accounting for migrants’ experiences; their own ambiguities and limits are useful in
uncovering some of the dilemmas faced by migrants in Morocco
Sebastien Rale vs. New England: A Case Study of Frontier Conflict
Author\u27s original abstract: A study was made of the Jesuit missionary, Sebastien Rale, and his role in New England-New France relations. French and English primary and secondary materials were examined to give the broadest possible view of the man and to place him in historical context.
It was found that Sebastien Rale was not an agent of New France. The conflicting opinions surrounding the mission of Norridgewock and the border war of the 1720\u27s were traced to the problems of Massachusetts-Abnaki relations. Rale\u27s frequent and testy letters to the government of the Bay Colony were blunt reactions to what he viewed as religious and territorial threats against his mission.
The frontier conflict between 1713 and 1722 was not the result of French Imperial policy. The French insisted that the Abnakis were allies but refused active participation in the Indians\u27 quarrel with New England. Policy was developed in Maine by the Jesuits. The missionaries were only secondarily interested in Quebec\u27s desire to prevent Massachusetts\u27 settlement of the Kennebec. With the declaration of war in July, 1722, however, the Jesuits left the Abnakis in the hands of the governor and the intendant of New France on whom the Indians relied for vital war supplies.
Finally, the controversial attack on Norridgewock was appraised. It was found that no secondary account had fully evaluated the sources. Examination led to the discovery of crucial inconsistencies in the primary accounts of New England. The French sources were found to be based on the understandably confused impressions of the fleeing Indians. In large measure the English sources present the more valid picture: the sudden attack, the panicked confusion, and Sebastien Rale dying with gun in hand. After Rale\u27s death the war drew to a close. Without Sebastien Rale\u27s persuasion and determination, the Abnakis were not able to present a united front against colonial expansion
“Fighting against Clandestine Migration”: Sub-Saharan Migrants’ Political Agency and Uncertainty in Morocco
Drawing on ethnographic research in Morocco among irregular migrants from Central and Western Africa, this article shifts the exploration of what it means to be political by examining how migrants’ political participation is entangled with their attempts to overcome the uncertainty inherent to their lives. Recent scholarship has exposed and decentered boundaries between the citizen and the illegal migrant, placing a prominent focus on migrants’ subjectivity and the radical potential of migrants’ protests. However, studies of migrants’ protests have often been limited to the “West.” Through an examination of the development of a migrants’ association in Morocco, I show how studies of migrants’ movements and protests must account for their multiple, uncertain, and sometimes seemingly contradictory claims and demands. Failing to do so risks curtailing any radical potential for political subjectivization and contributing further to migrants’ marginalization. The article illustrates how migrants’ aspirations cannot be reduced to regularization in a host country and, crucially, how hampered political agency is articulated with constricted mobility in a country closely cooperating with Europe in migration matters.</p

“Adventurers” is the nickname that “irregular” sub-Saharan migrants—in Morocco and beyond—have given to themselves. Heroic discourses surrounding migrants’ journeys and their exploits towards Fortress Europe are the antithesis of what Hage (2009) describes as “heroism of stuckedness”; that is a conservative governmentality which delegitimizes impatience and disruption in a permanent time of crisis. “Boatpeople,” “illegal migrants,” who do not “wait out” the crisis, are perceived as hordes of savages assaulting Europe. This photo-essay aims to depict migrants’ liminality and complex agency in a marginal neighborhood of Morocco, Douar Hajja. A poor and over-crowded part of Rabat, Douar Hajja is where sub-Saharan migrants’ im/mobility is grounded as a result of Europe’s externalization of border controls. It is a space in constant (re)making where migrants’ establishment is not fully realized as they wait to decide whether to stay in Morocco, go on, or return. Though legally and materially marginalized, migrants in Douar Hajja engage in socio-political activities: they organize life in collective houses, open businesses, and set up political organizations

Mirar hacia adelante: un análisis sobre las devoluciones de libros de la Biblioteca Pública de Lima hechas por Chile en 2007 y 2017
El propósito de la presente investigación es analizar los factores que llevaron a que
Chile decidiera devolver al Estado peruano, en los años 2007 y 2017, los libros
expoliados de la Biblioteca Pública de Lima durante la Guerra del Pacífico. El diseño
de la investigación corresponde a un estudio de caso de corte transversal, el cual
sigue una metodología cualitativa basada en la recolección de datos mediante
entrevistas semi-estructuradas a actores clave, noticias y documentos oficiales. El
análisis en la investigación se ha hecho mediante el uso de los conceptos de
diplomacia cultural y toma de decisiones en el presidencialismo latinoamericano. Se
han establecido las siguientes variables intervinientes en la toma de decisión de
realizar las devoluciones de libros de 2007 y 2017: 1) el respectivo contexto político
bilateral, 2) las gestiones peruanas a favor de la devolución de libros, y 3) la voluntad
política del gobierno de la presidenta Michelle Bachelet. Los hallazgos de la
investigación plantean que el contexto político bilateral entre Chile y Perú, de la
mano de gestiones peruanas que generaron confianza con las autoridades chilenas,
y una voluntad política a favor de realizar la devolución por parte del gobierno de
Bachelet, han sido factores determinantes en la restitución del patrimonio peruano.
La presente investigación es un aporte al estudio de la dinámica de la relación Perú-
Chile desde una visión histórica y cultural, y es un estudio de caso sobre la práctica
de la diplomacia cultural en Latinoamérica
