Defalcation of European Union Budget in the Romanian Criminal Law
One of the goals for Romania, after the 1st January 2007, was to protect the financial interests of the European Union to fight against fraud, corruption and other illegal activities. In order to achieve this target, the legal framework has been completed by the Law no. 161/2003 which introduced the article no. 182 in the text of the Law no. 78/2000 regarding prevention, discovery and punishing the corruption acts. The author analyses this new article and he develops the two constitutive elements (actus reus, mens rea), the objective and subjective aspects of the analyzed crime, the ways, the legal punishments applicable to this crime.fraud, financial interests, spending, incomes, actus reus, mens rea, legal punishments.

The process of forming the witnesses’ declarations involves a moment of achieving the information circumscribed to the crime or to its author, a moment of keeping the perceived information in memory and, finally, the moment of communicating this information to the judicial organs, by reproducing or acknowledging. THE FINANCIAL PERFORMANCE OF EUROPEAN COMPANIES: A COMPARATIVE APPROACH
The present study empirically examines the financial performance of European companies and tries to identify the profitability differences that exist between: enterprises with same profile, economic sectors and between several countries from the European Union. Based on data of the year 2009, the newest available on the BACH-ESD database, three financial performance main indicators are being calculated, namely: Return on Assets, Return on Equity and Net Margin. Results are discussed and compared with the ones obtained in former similar studies and some conclusions are drawn. The most performing sectors are found to be mining, quarrying, professional, scientific and technical activities, utilities and IT&C. The sectors that perform the worst are transport and storage, agriculture, accommodation and food service. As shown in other studies the most profitable and competitive companies in the sample belong to the Nederland, Belgium and Austria and the least profitable ones are situated in Italy and Portugal. As a complementary useful result of the study, the average values obtained for the three variables, in the various sectors considered, can be utilized for future comparisons, for assessing the financial performance of companies that belong to same sectors as those surveyed. Legal and Financial Problems of International Joint Custody of Children
The aim of this article is to analyze very interesting and currently up-to-date area of children living in international joint custody from the legal and financial point of view. This covers the situation when custody of a child is awarded to both parents living in different states of the European Union (or also other states). The number of marriages contracted between Czech nationals and foreign nationals and also between nationals from two different states (not necessarily inside European Union) increases every year while free movement of people is a real practice today. Because these international marriages are becoming more common they bring new problems that must be solved by contemporary law. This regulation needs to result from the knowledge of the children psychology that is affecting family law the most but also has its practical aspects in the area of taxation and payment issues that will be analyzed deeply as well.juridical problems, financial problems, international joint custody, family.
The Catalogue of “Constantin Ciubuc” Trichoptera (Insecta) Collection of “Grigore Antipa” National Museum of Natural History
Abstract
The catalogue of “Constantin Ciubuc” trichopteran collection includes a total of 188 species, 178,878 specimens, (68,966 ♂♂ and 110,937 ♀♀) belonging to 19 families of the Order Trichoptera, Class Insecta. Imago insects were caught by the author and different collaborators, or friends, within the period 1986–2015 (Tab. 5). Last material was collected in the summer of 2016, in the Bucegi Natural Park and Natura 2000 site (ROSCI0013 - Bucegi) (Tab. 6). A percentage of less than 0.1% of the samples contained in the collection are insects from “Adriana Murgoci” collection, collected by Petre Iuncu in the period 1953–1954, offered to the author for preservation in 1985 (Tab. 5). Almost all samples were captured by light traps (white, black, blue), using mercury vapor lamps and / or incandescent light lamps and preserved in tubes, hermetically sealed, in ethyl alcohol. All information regarding the number of specimens, species, author, sex, habitat, sampling places, methods, number, the person who made the capture, climatic conditions during the collection, the date of collection, the geographical coordinates of sampling points, and other information are included in the database (Tabs 5 and 6). Some information on the Romanian endemic species, of the Balkans and of south-eastern Europe are given, as well as the taxonomic index, index of localities, sampling methodology, distribution map of the sampling places in Romania. The large number of species, specimens, vast area, sampling, information contained in the database (Tabs 5, 6) make the collection a scientific reference document for freshwater invertebrate fauna of Romania. It is the single complete trichopteran collection, with specimens collected from Romanian territory.</jats:p
ROLE OF FUCOSYLTRANSFERASE-VII AND P-SELECTIN GLYCOPROTEIN LIGAND-1 IN THE MIGRATION OF CD4+CD25+ REGULATORY CELLS IN INFLAMED BRAIN
CD4+CD25+ regulatory T (Treg) cells participate in immunologic homeostasis by active suppression of inappropriate immune responses and are able to inhibit a variety of autoimmune and inflammatory diseases. Treg cells inhibit the activation of autoreactive T cells and suppress organ-specific autoimmunity. The mechanisms of Treg cells involved in the regulation of experimental autoimmune encephalomyelitis (EAE) are not well understood. Recent studies have shown a direct involvment of Treg cells in the natural resolution of EAE within the central nervous system (CNS) and a strong correlation between their migration pattern and their ability to control inflammatory responses. However, the molecular mechanisms controlling the migration of Tregs in inflamed brain are not known. P-selectin glycoprotein ligand-1 (PSGL-1) and alpha (1,3) fucosyltransferases (FucT), enzymes that catalyze the glycosylation of PSGL-1 and control its functionality, are molecules involved in the migration of leukocytes in sites of inflammation. The GOAL of this study was to determine the role of PSGL-1 in the migration of Treg cells in mice with EAE.
METHODS: Active and transfer EAE were performed in WT/C57Bl/6, FucT-VII and PSGL-1 deficient (FucT-VII-/- and PSGL-1-/-) mice using MOG35-55 peptide. CD4+CD25+ cells were obtained by magnetic cell sorting. Flow cytometry and ImageStream technology were used to determine the expression and distribution of adhesion molecules and binding capacity to P-selectin and E-selectin chimeras. Migration properties of WT, FucT-VII-/- and PSGL-1-/- Tregs were determined with in vivo migration assays using 3H-glycerol-labeled Tregs. Intravital microscopy experiments were performed in order to determine the ability of WT, FucT-VII-/- and PSGL-1-/- Tregs to interact with inflamed brain endothelium.
RESULTS: Encephalitogenic T cells produced from FucT-VII-/- and PSGL-1-/- mice transferred a significantly more severe disease that WT T cells. We observed no significant differences in the expression of adhesion molecules and IL-4 and IFN-γ production of autoreactive T cells from PSGL-1 and FucT-VII deficient mice. However, co-cultures with CD4+CD25+ Tregs and effector cells showed that deficiency of PSGL-1 and FucT-VII leads to a marked decrease of suppression capacity of Tregs. Interestingly, activated CD4+CD25+ Tregs have increased expression of functional PSGL-1 and a significantly higher suppressor activity in vitro when compared to naïve cells. In addition, activated Tregs display increased migration capacity in inflamed brain in mice with EAE. Both activated and naïve WT Treg cells preferentially migrated into the CNS in the pre-clinical phase of active EAE, than at disease onset. Treg cells from FucT-VII-/- and PSGL-1-/- mice present decreased migration ability to inflamed CNS when compared to WT Tregs. Moreover, intravital microscopy experiments showed a dramatic decrease of adhesive interactions in inflamed brain microcirculation in FucT-VII-/- and PSGL-1-/- Tregs. Finally, Tregs deficient of PSGL-1 and FucT-VII displayed a reduced capacity to suppress active EAE when compared to WT cells.
CONCLUSION: Our data demonstrate that PSGL-1 and the fucosylation of its glycans by FucT-VII are involved in the suppression mediated by CD4+CD25+ Treg cells in MOG-induced EAE. Moreover, in addition to a role in cell-cell contact required for efficient suppression, our results suggest a key role of PSGL-1 and FucT-VII activity in the recruitment of CD4+CD25+ cells into the brain of mice with EAE
